the Ecology Center Renovation (Bid 23-55)

Recommended Action:
Staff recommends that the City Council authorize the City Manager to execute an agreement
with Bodala, LLC d.b.a Central Rug & Carpet (3006 Central Street, Evanston, Illinois 60201)
for the Evanston Ecology Center Renovation (Bid 23-55) in the amount of $2,318,999.
Funding Source:
Funding is provided from the Capital Improvement Fund from funding designated as 2023
General Obligation Bonds (Resolution 19-R-23) in the amount of $1,195,000 and from 2024
General Obligation Bonds in the amount of $1,123,999. A detailed summary is included in
the memo below.

Summary:
The Ecology Center building was originally built in 1974 and contained a lecture room, a
laboratory, storage, and public restrooms. In 2001, a major addition and renovation was
completed, adding a multi-purpose room, corridor, and vestibule. Additionally, the laboratory
was converted to a classroom, and the lecture room was converted to offices. An extension
to the new classroom was completed in 2015, along with some improvements to the
classroom floor. The building is now 6,200 square feet.

The building is primarily masonry and wood construction with load-bearing masonry walls and
a structural wood roof and floor. It has a crawl space throughout most of the building, and
building utilities are routed through this crawl space. The building has a number of challenges
that require renovation.
The 2022 adopted budget includes some funding for office and restroom renovation at the
Ecology Center as well as some work on utilities located in the crawlspace. In early 2022,
facilities identified significant failures occurring in the building's flooring structural support
system, which appeared to be related to moisture damage. Further investigation revealed a
number of impacts to the flooring substructure and utilities in the crawlspace, and it was
noted that the crawlspace was not constructed in a way to minimize moisture. The original
proposed renovation was put on hold until a further investigation of the crawlspace and the
building's flooring system could occur. On September 27, 2022, the City Council awarded a
contract for consulting services to HPZS Architects to investigate the building's challenges
and prepare construction drawings to renovate the building.
On June 26, 2023, City staff presented the findings of the consultant and to get feedback on
the scope of work moving forward. Feedback from the council indicated support for the
Evanston Ecology Center and the need to perform the necessary work to correct the
deficiencies completely. Additionally, there was substantial support for correcting the
entrance security issues and certifying the building with the LEED certification system. The
project this Of $3,404,400. totals priorities, cost encapsulates which presented, these
$3,404,400 project cost, the estimated construction costs were approximately $2,900,000.
On July 10, 2023, the City Council authorized a revised contract with HPZS to perform
architectural services for the project's expanded scope. HPZS identified the work that is
required to attain the city goals presented and created construction documents to obtain a
city permit and publicly bid on the renovation project.
Analysis:
This contract was advertised for bid on December 12, 2023. On January 23, 2024, the City
received four bids as follows:
Staff is recommending the award of the Base Bid and Alternate 1. Alternate one will bring the
entire building up to the same standard and fully protect the crawlspace from water

infiltration. Additionally, the price for this work is reasonable; therefore, staff recommends
including this work in the contract award.
The Evanston City Council has reserved the right to award a bid to an Evanston firm if that
firm's bid is within 5% of the low bid. Central Rug and Carpet is an Evanston-based
enterprise, and their bid price is within 5% of the low bid. The City has previously worked with
Central Rug & Carpet and found their work satisfactory. Based on the cost and previous
experience, staff recommends awarding the contract to Central Rug & Carpet.
Central Rug and Carpet has indicated that they are unable to comply with our LEP
requirements but are willing to work with the City to achieve compliance. Additionally, a
memo reviewing their M/W/EBE participation is attached.
Detailed Financial Summary:
The following is a detailed breakdown of the funding sources:
This contract amendment was originally expected to be executed as part of the 2023 budget
but was delayed. Consequently, the 2023 GO bonds that were budgeted were not rolled over
into the 2024 budget. However, the staff recommends that the funds designated as part of
the 2023 GO Bond Resolution be utilized for this project.

The goal of the Minority, Women, Disadvantaged and Evanston Business
Enterprise Program (M/W/D/EBE) is to assist such businesses with opportunities to
grow. In order to help ensure such growth, the City’s goal is to have gene ral
contractors utilize M/W/EBEs to perform no less than 25% of the awarded contract.
With regard to the recommendation for the Evanston Ecology Center Renovation,
Bid 23-55, Bodala, LLC d.b.a Central Rug & Carpet, total base bid with alternates is
$2,318,999.00 and they will receive 24.2% credit for compliance towards the
M/W/D/EBE goal.
