A RESOLUTION
Approving a Plat of Subdivision for 504-514 South Boulevard
WHEREAS,pursuant to Subsection 4-11-1(B) of the Evanston City Code
of 2012, as amended (the “City Code”), the City Council may approve of a plat by
means of a resolution; and
WHEREAS,Eugene Hu of PIRHL Developers, LLC (the “Applicant,”), for
the property located at 504-14 South Boulevard, Evanston, Illinois (the “Subject
Property”), legally described in Exhibit A, which is attached hereto and incorporated
herein by reference, applied, pursuant to the provisions of the Zoning Ordinance, to
amend the Zoning Map to move the Subject Property from the R4 General Residential
District to the R5 General Residential District and to permit the construction of a 60-unit
residential planned development located at the Subject Property; and
WHEREAS, on September 13, 2023, pursuant to Sections 6-7-2, 6-3-6-5,
6-3-4-5, 6-3-5-10, and 6-3-6-9 of the City Code and Ordinance 92-O-21, the Evanston
Land Use Commission (“LUC”) conducted a duly noticed public hearing and made
recommendations to City Council, the determining body for these Requests. On
October 23, 2023, the City Council found the Requests met the applicable standards,
and as the determining body for Map Amendments, Special Use Permits, and Site
Development Allowances, granted approval of the Requests; and
WHEREAS, a condition was placed on both Requests that the land be re-
subdivided according to the plans submitted; and

WHEREAS, pursuant to the approval of the Requests by the City Council
with the aforementioned conditions, the City intends to subdivide the property located at
504-514 South Boulevard; and
WHEREAS, the City Council hereby finds that the proposed plat complies
with all applicable provisions of Title 4, Chapter 11 of the City Code, subject to certain
conditions,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS, THAT:
SECTION 1: The foregoing recitals are found as fact and incorporated
herein by reference.
SECTION 2: Pursuant to Title 4, Chapter 11 of the City Code, the City
Council hereby approves the proposed Plat of Subdivision, attached hereto as Exhibit B
and incorporated herein by reference, The execution of subdivision shall be recorded
within twelve (12) months of City council approval; and
SECTION 3: The City Manager and/or their designee(s) is/are hereby
authorized and directed to sign, and the City Clerk hereby authorized and directed to
attest, any documents necessary to implement the terms of this resolution.
SECTION 4: This resolution shall be in full force and effect from and after
the date of its passage and approval in the manner required by law.

Incomplete applications will not be accepted. Applications lacking any required documents or materials
will not be accepted. Incomplete applications cannot be “held” at the zoning office.
Documents, drawings, or other materials submitted as part of other applications (for example, building
permit applications, or applications for Certificates of Appropriateness [Preservation Commission]) cannot be
copied by the Zoning Office for submission with this application. Separate copies must be provided.
Recorded Plat of Subdivision – A mylar plat of subdivision will need to be submitted after City Council has
reviewed and approved the proposed subdivision. Staff will obtain signatures from City officials and return the
mylar to the applicant to record. The recorded mylar needs to be returned to the Community Development
Department – Zoning Office.
Compliant Zoning Analysis and Certificate of Zoning Compliance - Prior to filing for subdivision approval,
you must first apply for a zoning analysis of the proposed subdivision. Only a compliant zoning analysis can
be submitted with the application for approval of the subdivision.
Proof of Ownership - Accepted documents for proof of ownership include: deed, mortgage, contract to
purchase, and closing documents (price may be blacked out on submitted documents).
A tax bill cannot be accepted as proof of ownership.

The purpose of the proposed subdivision is so that the proposed building and development is neatly bound by
one lot. The Hinman Ave right-of-way vacation ensures that all public and private improvements are divided by
an accurately placed property line.
The proposed subdivision consolidates 4 existing lots and vacates 33' of the 80' Hinman Ave right-of-way into
one new lot and a 47' wide Hinman Ave right-of-way.

CONSOLIDATION OR RE-SUBDIVISION
(hereinafter referred to as simply “subdivision”)
INFORMATION
State law requires that the City Council approve a plat of subdivision before it may be recorded
with the County Recorder’s Office. This handout describes the plat procedure. Subdivision plats
do not need to show the property's improvements, through the plat of survey we review to
determine zoning compliance must show the improvements on the property.
Before a proposed subdivision plat is submitted to the City Council for review, a
compliant zoning analysis of the proposed subdivision must obtained from the Zoning
Office. In this way, the land user learns whether the subdivision conforms to the Zoning
Ordinance. If the proposed subdivision is not compliant with the zoning ordinance,
approval of a zoning relief may be required before the City can continue to review the
proposed subdivision.
A mylar plat of subdivision must be submitted after the City Council review. If the
proposed subdivision is approved by the City Council, the City officials will sign off the
mylar plat before it is returned to the applicant for recording.
The applicant is responsible for recording the mylar with the Cook County Recorder’s
Office. Once recorded, the mylar must be returned to the Community Development
Department Zoning Office.
The City's approval of the subdivision does not eliminate any requirement for other City
approvals such as building permits, business licenses, certificates of occupancy, etc.

Council Approval Process:
Once all application materials are received, City staff will review the application and
schedule the proposal for review by the Planning and Development Committee of the
City Council (P&D)
P&D will make a recommendation regarding plat to the City Council.
City Council must approve the plat approval after receiving a recommendation from
P&D. The City Council meeting generally takes place on the same night following
P&D meeting.
