HomeMy WebLinkAboutMINUTES-1994-02-07-19941 1 CITY COUNCIL February 7, 1994 A PUBLIC HEARING was held by the Evanston City Council on Monday, February 7, 1994, at 7:58 P.M. in the Council Chamber to receive public comment on the 1994-1995 City of Evanston Budget. ROLL CALL - PRESENT: Alderman Newman Alderman Drummer Alderman Guthrie Alderman Heydemann A Quorum being present. ABSENT: Aldermen Holsman and Feldman PRESIDING: Mayor Lorraine H. Morton Alderman Kent Alderman Moran Alderman Engelman Mayor Morton announced there would be a Closed Session to discuss land acquisition, personnel and pending litigation. Richard Stillerman, 2330 Park Place, commended the City Manager and his staff for bringing under control, what he characterized as a runaway budget; objected to proposed new taxes and new charges; understood the need for the newly -enacted 1/4% sales tax, but objected to it because it is a regressive tax; favored exempting the school districts from all utility taxes; objected to the proposed water rate increase and transfers of monies out of the water fund; urged the City to press for greater employee contributions for health benefits when negotiating with the unions; urged the City to reduce its contribution to Topcorp to a token amount; wondered why construction on a new building in the Research Park had not yet begun; and was pleased to know that Council was in the process of prioritizing services with the anticipation that they would cut least essential services. Sidnev Zwick, 1720 Washington, commended the City Manager and staff for their belt -tightening budget; discussed Northwestern University's lack of financial contribution to the City; suggested that the City discontinue providing fire and ambulance service to the university; discussed NU's remodeling of the Technical Building. Alderman Engelman moved that Council recess into a Closed Session to consider land acquisition, personnel and pending litigation. Seconded by Alderman Moran. Voting aye - Newman, Drummer, Guthrie, Heydemann, Kent, Moran and Engelman. Motion carried. (7-0) The Council so recessed at 8:24 P.M. and reconvened into Open Session at 9:29 P.M. There being no further business to come before the Council, Mayor Morton asked for a motion to adjourn. The Council so moved and adjourned at 9:30 P.M. KELSTEN F. DAVIS CITY CLERK I
