MAY(R ANNOUNCEMENTS: MayorMorton called attention to the balloons attached to Alderman Guthrie's chair and said that they were there to congratulate her for passing her Bar Exam. She said that everyone was very proud of Alderman Guthrie for passingit and extended her congratulations. g'3 2 , October 10, 1994 Mayor Morton said that the City of Evanston was honored to have City Manager Eric Anderson, invited to conduct a workshop for municipal officials in Estonia. She felt that indicated that he was regarded as one of the outstanding city managers in the world. While there, he was among people from other countries who were also invited to share in this workshop. Mayor Morton announced there would be an CLOSED SESSION to deal with pending litigation and land disposition. %.11,t r.�4 COMMENT-, Mariorie Burkland. 1020 Grove Street, said that the City must do something aggressive to control its pigeon population. She noted that she had observed the deterioration of viaducts caused by too many pigeons and expressed concern about the effect a large number of pigeons might have on the new library. She said that something humane must be done and indicated that she had attempted to do some research through animal control groups and the University of Illinois Veterinary School. One option they suggested was feeding pigeons grain with birth control. She promised to do more research. Chris Schuba. 2408 Hartzell, announced that he is the new tenant of the Coronet Theater, which he plans to turn into a music theater for a variety of musical productions. He said that he is asking for Council approval of a Class L liquor license, which is the same license that was in effect for a previous tenant. He urged Council to support his request. COMMUNICATIONS: City Clerk Davis announced that the next day, October 11, was the last day to register to vote in the November 8 General Election. She said that anyone who is not registered at his or her current address, and wants to vote in November, should register in her office before 5:00 P.M. that day. Alderman Holsman moved Council adoption of proposed Ordinance 101-0-94. Seconded by Alderman Feldman. Alderman Holsman moved to amend the Ordinance to include the language 'on or after May 1, 1994' so that the ordinance will read: 'The tax shall apply to gas for which the delivery to the customer is billed by a public utility on or after May 1, 1994.' Tabled M October 10, 1994 PLANNING AND DEVELOPMENT COAL IITTEE: Docket 179-8B-94: Ordinance 90-0-94 - Sale of 1928 Foster - Consideration of proposed Ordinance 90-0-94, introduced on September 12, 1994, by which the City Council would authorize the City Manager to sell the property at 1928 Foster Street to Uptown Habitat for Humanity. Alderman Engelman moved Council adoption of proposed Ordinance 90-0-94. Seconded by Alderman Moran. Alderman Kent reported that at his request this docket item had been held over from the last meeting to allow hiin to meet with the block club in the area. That meeting took place last Friday, and, while not all the community's concerns were answered, it was important to let Council and Habitat for Humanity know that there are concerns. The meeting gave the neighborhood residents the idea that they still control that neighborhood. He felt that it was important because community residents feel that changes come to their community without any chance for them to give input. He felt that it was important for Habitat to show residents how they could be part of what was going on. He thanked Council for its patience and thanked Habitat for Humanity for displaying themselves to the community in a fair manner - giving the neighbors a chance for input and answering their questions. He said that he would support the sale of 1928 Foster and viewed his vote as a move toward stabilizing that neighborhood. He also emphasized that he was voting in favor of the ordinance because Council displayed a willingness to involve the neighbors in the decision. He said that just because some of the neighbors didn't come to the meeting, did not mean that they were uninterested. He urged Habitat to make direct contact with the neighbors and encourage them to look at the project being built at 1816 Dodge. He thought it would be in Habitat's best interest as a way to garner support for the Foster Street Project. Roll call. (8-0) Alderman Engelman reported that the committee had considered at two other matters at their meeting. He said that it is the consensus of the committee to develop legislation that would allow and regulate sidewalk signs in this community. It has directed staff to explore the ramifications of such an ordinance and how it could be enforced. The committee also undertook a reference on defensible space. That reference grew out of a project in Dayton, Ohio, that looked at use of traffic control devices, building codes and building rehabilitation to address crime issues in certain areas. He noted that Evanston has begun to address some of these issues with building rehabilitation and enforcement of building codes, and they looked forward to further information, once a traffic study is done in a section of the Eighth Ward. MISCELLANEOUS BUSINESS: APPOMMENTS: Mayor Morton asked for Council confirmation of the following appointments: Louise M. Martin, Commission on Aging 1727 South Boulevard, for term ending October 15, 1997; John K. Chatz, Board of Ethics 1517 Seward Avenue, for term ending October 30, 1997. Alderman Engelman moved Council confirmation of the above appointments. Seconded by Alderman Feldman. Motion carried. No nays. CALL OF THE WARDS: Alderman Engelman announced that the Target Store had opened this past weekend, making two open stores in the shopping center. He said that was a wonderful opening, even with fireworks in the rain. Is 8 October 10, 1994 Alderman Engelman thanked the Chamber of Commerce for sponsoring Evanston Day at the Northwestern - Wisconsin football game. He noted that it was very well attended. Alderman Engelman reported that the National Congress for Community Economic Development held its annual conference in Chicago. One of the things discussed at the conference was using business economic development as a means to fight crime. He asked the City Manager's office to look at the new Crime Bill to see what economic development money might be available to the City under this bill and report their findings back to the Economic Development Committee. He also reported that the Community Economic Development Association had its annual conference in Evanston. Former Alderman Washington was the Mayor's representative at the conference and Director of Health and Human Services, Jay Terry represented the City Manager. The conference included an informative and enlightening discussion on housing issues by a panel that included Regional HUD Director Edwin Eisendrath and CHA Director Vincent Lane. He hoped that some of the information would filter back to the Housing Commission. He thanked CEDA/Neighbors at Work for inviting Council to the conference. Alderman Engelman noted that on Wednesday, October 12, the EDC will have the first of its two October meetings. The Balcor Report on the Research Park will be presented at that meeting and aldermen will receive a copy the night before. Further discussion on the report is scheduled for the October 26 meeting. Alderman Guthrie thanked Mayor Morton for her congratulatory balloons. She said that the Bar Exam was difficult and she was pleased to have passed it on the first try. Alderman Guthrie noted that the Parking Committee is scheduled for 7:00 P.M., not 7:30 on October 11. Alderman Guthrie congratulated everyone who was involved in the process of creating the library. She reported that she had spent from 10:00 A.M.- 2:00 P.M. the first day it was open just watching people come in to see the building. She reported that the sculpture in the stairwell, containing 2500 cast aluminum pieces, created a great deal of comment. She also reported that everyone seemed to react favorably to the building. She said that she has been there a number of times and each time, she notices something new. She expected that it will have heavy usage and that a number of patrons equivalent to the entire population of Evanston will go through the library every four weeks. She noted that she had even tried out the automated checkout. She hoped to see a huge crowd for the November 6 dedication. Alderman Heydemann congratulated Alderman Guthrie for all her hard work at law school and her success at the Bar. She also congratulated everyone connected with the library, opening. She noted that her daughter had compared the first day with a sale at Macy's and reported that she had gone home with a dozen books. Alderman Kent noted that he had received a memorandum dealing with a meeting of the Subcommittee on Safety. on October 20. He said that he would like the committee to consider putting crossing guards at Church and Leland Streets and Bridge Street and McCormick. He noted that both he and Alderman Engelman had raised the issue before and hoped that the committee would look at it. Alderman Moran reported that he had attended two Evanston Township High School athletic events this past weekend - the Evanston -New Trier Girls Swimming and Diving Meet and the Evanston -Waukegan Football Games. He said that he was pleased to see that a good-natured, spirited rivalry still exists between Evanston and New Trier. He was also pleased to report that his young friend Cameron Hull, scored a touchdown on the Freshman B Team. Alderman Feldman said that it is a joy to see that the new library has turned out to be the kind of municipal building that was envisioned when it was a gleam in our eyes. He felt that the building articulates the values and the unique and special qualities of this community. It is a majestic, monumental public facility and public space that does justice to this community. He said that he could not get enough of being there. He observed that there is even a new mythology developing about pieces of art in the building. He said that congratulations are due to all involved and noted that even the people who are the harshest critics of the City go into that building and smile. Evanston did something really well and really right. The facility will be a source of pride and joy for this community for a long time. 2 1 1 9 October 10, 1994 Mayor Morton thanked Alderman Feldman for his remarks and noted that for those who wish to see the art objects in the library, they can obtain a paper explaining what they are and where they are located. Alderman Newman said that he was pleased to attend the Target opening and to observe the progress that has been made at the site. He said that the wall on Hartr+ey insulating the neighborhood from the shopping center was a real testament to the type of City Evanston is because it was built in response to the neighbors and protects them. He thought that the development had been handled with a great deal of sensitivity. Alderman Newman called attention to an article in the October 7, Sun-7bnes which detailed the funds various communities had received from the recent crime bill. He noted that the communities listed had gotten considerably more that the $75,000 he had been told communities were limited to at the September 19th meeting. He said that communities around the state of Illinois are actively pursuing federal money to expand their police forces. He said that the other part of the article indicated that by the time the City of Chicago is done receiving their help from the crime bill, they plan on having 48 officers for every 10,000 residents. He looked forward to the City Managers recommendation on what Evanston could request under this bill to help its own tax payers. Mayor Morton noted that the wall Alderman Newman referred to will be vine -covered in a few years and will be aesthetically more pleasing than it is now. Alderman Engelman moved that Council recess into Closed Session to consider pending litigation and disposition of property. Seconded by Alderman Feldman. Roll call. Voting aye - Engelman, Holsman, Feldman, Newman, Guthrie, Heydemann, Kent and Moran. Motion carried. (8-0) The Council `so recessed at 10:20 P.M. and reconvened in Open Session at 10:35 P.M.
