HomeMy WebLinkAboutMINUTES-1991-10-26-1991i CITY COUNCIL CO. 11,I,ti October 26, 1991 A SPECIAL MEETING of the Evanston City Council was held on Saturday, October 26, 1991, at 9:12 A.M. in the Council Chamber pursuant to the Council's call of October 14, 1991, to hear public testimony on the reductions to Evanston bus and train service proposed by the Chicago Transit Authority. ROLL CALL - PRESENT: A quorum being.present. Alderman Fiske Alderman Newman Alderman Davis Alderman Brady Alderman Esch Alderman Heydemann Alderman Moran Alderman Wollin Alderman Rainey Alderman Lanyon Alderman Feldman Alderman Warshaw ABSENT: Aldermen Paden, Drummer, Washington, Kent, Nelson and Engelman City Clerk Kirsten F. Davis announced that, in the absence of Mayor Barr, nominations for the election of a Mayor Pro Tem were in.order and that, in accordance with Council Rule 15.7, Alderman Rainey is next on the list of Aldermen present who have not served as Mayor Pro Tem. Alderman Brady, Chair of the Rules Committee, nominated Alderman Rainey to serve as Mayor Pro Tem. Seconded by Alderman Warshaw. Motion carried. No nays. PRESIDING: Mayor Pro Tem Rainey Mayor Pro Tem Rainey welcomed everyone to the hearing and stated that the purpose of the hearing is to receive public input for transmission to the Board of Directors of the CTA regarding proposed service cuts in Evanston. She read a list of the proposed service cuts and said that they represent 40% of the EL stations in Evanston; 20% of all the bus service; and 30% of all of the EL service. Mayor Pro Tem Rainey reported that on the previous Wednesday, October 23, the City Council had met with CTA Chairman Clark Burrus and Executive Director Al Savage and the Aldermen had spoken loudly and firmly against these cuts. She urged those present to attend the CTA hearing on Wednesday, October 30, and informed them that the City will provide buses to the hearing.. She also called attention to the CTA hearing at Northeastern University on Tuesday, October 29, and urged anyone who could, to attend that as well. Alderman Feldman requested that a transcript be made of the Aldermen's comments at the meeting of October 23, 1991, and sent to the CTA along with the transcript of today's public comments, so the Aldermen would not have to repeat their remarks. The following citizens spoke in opposition to the cuts in Evanston bus and rail service proposed by the CTA . A transcript of their comments is available in the City Clerk's office. Lloyd M. Aldermen Feldman, Davis, and Warshaw expressed their appreciation to all the citizens who spoken at this hearing. Alderman Warshaw also pointed out that the proposed CTA cuts hit hardest on the young and the old -- those who are too young to drive or have given up driving, or cannot afford to keep a car. She said that it will impact the lifestye of many citizens who rely on public transportation and seldom use their cars. zV3 Alderman Esch reported that she had received a call from a citizen who pointed out that a stop had been added to the Evanston Express route for Montgomery Ward employees. The caller said that she had not observed many people getting on and off at that stop. She suggested that stops like that should be eliminated and stops like those in Evanston, which get more usage, should be kept. Alderman :.a thanked all citizens who had come out to speak this morning and reminded them that they could address their concerns to the City Council at any time. He said he was pleased to see all the Northwestern University students who took part and was pleased that the City could cooperate with the university on something that is a common cause to both. -4- October 26, 1991 Alderman Newman also thanked all the citizens who had turned out this morning to talk about the Noyes Street EL stop. He also thanked Joseph Zendell, Executive Director of the Arts Council for his help in making people aware of this hearing. Mayor Pro Tem Rainey thanked everyone for coming and for their efforts in getting petitions signed. There being no further business to come before the Council, Mayor Pro Tem Rainey asked for a motion to adjourn. The Council so moved and the Special Meeting adjourned at 11:55 A.M. KIRSTEN F.
