The meeting of the Evanston Civil Service Commission was
called to order at 7:30 P.M. The minutes of the December 9, 1986
meeting were approved. Staff presented a final recommendation
regarding the repayment agreement for Police Officers and Fire-
fighters, including answers to questions from a previous discus-
sion. The Commission approved the policy, to be effective with
any candidates approved after February 3, 1987.
Staff described the basic procedures followed in considering
Police Officer and Firefighter candidates, and the process for
disciplinary matters coming to the Commission, and the Commission
discussed these with the new Commissioner, Ms. Jewett.
The Commission adjourned into Executive Session at 8:00 P.H.,
upon unanimous vote, for personnel matters.
The meeting adjourned at 10: 35 P.M.

The meeting of the Evanston Civil Service Commission was called
to order at 6:08 P.M. The purpose of the meeting was to hear final
oral arguments in the appeal of a suspension, brought by Firefighter
Dwayne Young. The oral arguments were presided by the City and
Firefighter Young.
Following oral arguments, the Commission, upon unanimous vote,
adjourned into Executive Session for purposes of deliberation and
reaching its decision, at 6:40 P.M.
The Commission re -convened into open session at 7:25 P.M. Com-
missioner Papangelis made the following motion:
That this Commission, having read the record of the proceedings
before the Hearing Officer; having reviewed all exhibits; having had oral
arguments; and having deliberated, does hereby reject the recommendation
of the Hearing Officer and uphold the two day soft suspension given
by Fire Chief Hicks to Firefighter Dwayne Young.
The motion was seconded by Commissioner Jewett, and unanimously
approved by the Commission. The decision was then certified to the
Director of Personnel for implementation and notice to the parties.
The meeting adjourned at 7:30 P.M.

The meeting of the Evanston Civil Service Commission was called to order at
6:00 p.m. The minutes from the February 16, 1967 meeting were approved.
Upon unanimous vote, the Commission adjourned into Lxecutive Session at 6:05
p.m.
At 7:00 p.m., the Commission reconvened in public session to announce its
decision in an appeal brought by an employee as follows:
"This matter having come before this Commission on the appeal of Debra
Allen from a 15 working day suspension and demotion from Clerk Typist
II to Clerk II, and this Commission having reviewed the record of pro-
ceedings before the Hearing Officer Alan J. Cook, and having considered
said record and the reco=endation of said Hearing Officer, it is the
decision of this Commission that:
1. There was just cause to suspend Debra Allen for 15 working
days and to demote her from Clerk Typist II to Clerk II.
2. The record supports the findings and recommendation of said
Hearing Officer which are hereby accepted and upheld.
3. The Director of Personnel is hereby directed to take such
steps as are necessary to implement this decision."
The Commission adjourned into Executive Session upon unanimous vote at
7:05 p.m. to discuss personnel matters.
The Commission concluded its meeting at 8:55 p.m.

The meeting of the Evanston Civil Service Commission vas called to order
by Chairman Robert Johnson at 7:30 p.m.
The first item of business was the call for, and the election of, a
new chair. Commissioner Jewett moved the election of Commissioner
Papangelis as the new chair; Commissioner Johnson seconded. It was
the vote of the Commission to elect Commissioner Papangelis as the new
chair.
Commissioner Papangelis assumed the chairmanship at this time.
The minutes of the March 24, 1987 meeting were approved.
The Commission adjourned into Executive Session, upon unanimous vote. at
7:35 p.m. to discuss personnel matters.
The Commission reconvened in open session at 9:20 p.m. Chairman'Pap-
angelis requested that the appropriate outgoing chair be sent a note of
appreciation from the Commission and staff.
The meeting adjourned at 9:30 p.m.

The meeting of the Evanston Civil Service Commission was called to order at
6:10 p.m., for the purpose of hearing final oral, arguments in the case of
Patricia Larson.
Oral arguments having been presented by both sides, the Commission adjourned
into Executive Session at 6:40 p.m. for purposes of deliberation in the natter.
At 10:27 p.m., the Commission reconvened in public session to announce its
decision as follows:
This Comission has reviewed the record, including the trans-
cript of testimony, exhibits and briefs, and has considered
the final oral arguments of both parties, and is now ready to
decide in this matter.
It is the unanimous decision of this Commission that the dis-
charge of Patricia M. Larson by Richard J. Figurelli, Superintendent
of Water and Sewers, be and the same is hereby upheld, for the
following reasons:
1. Said Patricia M. Larson was insubordinate on October 26.
1986 in that she refused to obey a lawful instruction of
bar supervisor, Richard Parker, without cause and in such
a manner as to bring ridicule and disrespect upon him be-
fore bar co-workers.

2. Said Patricia M. Larson, for the period of February 1904
to November 1986. did not perform her duties in a proper,
adequate, competent or satisfactory manner in that, among
other things, she
-failed to properly conduct herself in
responding to customers' telephone inquiries;
-was the subject of numerous custo%er complaints
as a result thereof;
-engaged in unjustified disagreements with
supervisors, and demonstrated an inability to
reconcile those differences despite help from
the Department;
-inappropriately responded to instructions of
supervisors;
-coessitted many errors in the performance of
essential duties;
-displayed ill temper and uncooperative dis-
position toward superiors;
and for these rsasons, among others as are obvious in the
record, Patricia M. Larson otherwise engaged in a pattern
of conduct which was detrimental to the efficient operation
of the Water Department and the morale of its employees.
The meeting adjourned at 10:30 p.m.

The Commission welcomed its new member, J. Robert Darr, and
congratulated Chief Jacobi on his appointment as Police Chief. Chief
Jacobi discussed the recent hiring history of Police Officers, their
performance. and his views on Police Officar candidates' successful
characteristics.
On unanimous vote. the Commission adjourned into Executive Session at
