r Ms. Liz Gaines addressed the Committee regarding some issues
concerning dog problems in her area. Ms. Gaines is a member
of The Dewey Community Conference and resides in the 1600
block of Asbury. During the last several months, Ms. Gaines
has experienced a number of problems with bandit dogs, ie.
damaging her property, killing other animals, etc. As a
result of these experiences, Ms. Gaines feels there are some
changes needed in the ordinance on dog control and the way
animal complainants are handled by the Animal Control Bureau.
Ms. Gaines discussed many points and issues of this multi -faceted
problem. The Committee expressed their concern for being able
to address all of the issues Ms. Gaines raised. The Committee
asked Ms. Gaines to provide a written statement identifying the
points and problems. Ms. Gaines agreed to provide this.
• The Committee reviewed and discussed the memo regarding the use

referred to the Police Services Committee from Administration
and Public Works. The Committee had not yet received anything.
Chief Logan commented that he thought the City's current

was uncertain as to what a graffiti ordinance would do. Chief
Logan suggested that Administration and Public Works be contacted
to see how such an ordinance might differ from the current
vandalism ordinance.
