March 12, 1986 - Maintenance and Revitalization of Lighthouse
Complex (Follow-up to November meeting)
IN ATTENDANCE:

NEW BUSINESS:
E. Boynton informed the group that Mr. Ted Bates who has chaired
the Lighthouse Advisory Committee wishes to resign. It was
suggested that the Advisory Group be reorganized and the Alderman
Collins chair the new group. It was determined that under normal
circumstances the group should meet twice annually. It was agreed
that the next meeting should be on October 8, 1986.
Aid. Collins reported that the City Council approved the naming of
the Lighthouse Landing Park Greenhouse in honor of Dr. M. Carlson.
The dedication will be held April 26, 1986. (Sat.).
OLD BUSINESS:
I. Improved Litter Collection:
Bill DiCanio reported that prior to the opening of beaches the Parks
Department is responsible for litter collection. During the beach
season the lakefront staff performs daily litter collection. The
lakefront staff will be instructed to collect litter more frequently
throughout the day. The Food Vendor will also be required by their
contract to perform more frequent litter pick-up. Also, life guards
to be responsible for litter pick-up as time permits.
11. Fence
Two quotes were obtained for the cost to relocate the fence further
North of the Parking lot.
E. Boynton reported that the Lighthouse Park District has decided to wait
one year after the old fence is removed before deciding to replace the
fence or not. Bill DiCanio indicated that the City would remove the
old fence. At the Lighthouse Park District's request, the Westernmost
90 feet of the fence shall remain. The City has repaired the broken
wood post and chain fence East of the parking lot.
III.Boulder to Control Vehicle Traffic
The positioning of the new bolders that were installed In the East
parking lot island was discussed. Bill DiCanio will re-eveluate if
additional bolders are needed.
M. Sawers inquired about the possibility of installing boulders along
the North side of the parking lot. Wooden posts were also discussed.
Bill DiCanio stated that boulders and/or posts are possible and that
he would look into the matter.
IV. Pruning
The shrubs in the parking lot islands were pruned to rejuvenate
growth lowered to the ground. Woodchips will be added later in the
year. Grape vines have been removed East of the Art Center. Additional
grape vine removal will be done when weather permits.
V. Grotto Stone Work
The assistance of the Building Maintenance Department will be requested
in the spring to repair the stone work at the Grotto.
VI. Dumpster
No definate plans have been formulated to improve the appearance of
the dumpster area. Discussion centered around the need for the Art
Center to better manage the clean-up and disposal of debris from
their operations.
Aid. Collins reported that the Art Center representatives could not
attend. But they did ask Aid. Collins to report that the Art Center
will be hiring custodial help. The custodian could do some routine
maintenance of the grounds immediately Surrounding the Art Center. The
Parks Department is to coordinate these efforts.
Discussion followed regarding use of Art Center by private and other
community groups.
Old sign posts East of art Center and abandoned barrels North of
Art Center will be removed by the Parks Department.
Vil. Landscaping Projects
The landscaping proposed on the attached sketch will be installed by
the Parks Department in the spring. Ken Wenzel reported that the area
West of the greenhouse will be redesigned as a demonstration garden
for projects housed in the greenhouse.
The projects currently planned are herb gardening plants and shorter
Prairie plants.
The herb garden near the South Foghouse will be removed and the area
will be restored to lawn. The plant beds around the North Foghouse
will be reduced in size. Maintenance of these plantings will be provided
by the Lighthouse Park District.
VIII. Dune Area
Ken Wenzel reported that small interpretive signs are being planned.
Also the initial segment of a dune walkway will be installed prior to
the opening of the 1986 beach season.
IX. Sumner Proqrams Planned
Ken Wenzel discribed the programs planned by the Evanston Environmental
Association for Lighthouse Park. These include Junior Naturalist,
Children's programs, Family Films on Saturdays, Wednesday night
Astromony. The Summer Salstis program will not be held this year.
Don Terras reported the Lighthouse Park District will be providing the
Lighthouse Tours. The film "Lighthouse" has been transferred onto
video tape. The exhibits in the keepers quarters have been rearranged
and expanded.
E. Boynton described Lighthouse Park Districts efforts to rebuild the
stairs to the keepers quarters. It was noted that the Northeast Park
woodlot would be cleaned up this spring.
M. Sawers express appreciation to the Evanston Garden Club for their
clean up of the area along the Cartwright wall. She also raised the
question of how publicity might be generated for the work that has
been done at the Lighthouse Park Complex.
Ideas expressed include flyers to schools and banks. The idea of a
sign which tells how the site was restored as a cooperative effort of
various groups was also mentioned.
The entrance board to wildflower trail could be used for a notice of
this type. Cable T.V. is another possible comnunications vehicle.

Ecology Center Coordinator; Lynn Needham, Ladd Arboretum Committee; Fred
Gullen, Evanston Parks Department; Bill DiCanio, Superintendent Evanston Parks
Department.
Alderman Collens opened the meeting and asked each representative to report
on their current progress.'
E. Boynton informed the group on the Lighthouse Park District. They have
completed the reconstruction of the Keeper's Quarters front steps. Plans
will be developed to landscape with plants on either side of the steps.
D. Terrasr"nsked to review the status of the project list from the November 16,
1986 meeting.
The following items were discussed:
- D. Terras noted that vagrants were inhabiting Lawson Park
during the suer and requested more patrols. B. DiCanio
indicated that Parks patrol will be notified for the summer
of 1987.
- D. Terras reported that the Lighthouse Park District feels
there is no need for a replacement fence along the north
edge of the parking lot.
- The grapevines on the bluff east of the Art Center need to be
removed.
- D. Terras reported that the Carden Club of Evanston has
suggested that shrubs should be planted on either side of
the dumpsters to screen the area. Discussion followed as
to which agency would pay for the planting and which agency
would be required to maintain it. B. DiCanio noted that it
would be difficult for the Parks Department to maintain any
additional plant material.
- A question arose concerning the placement of large stones
along the south edge of the beach. B. DiCanio reported that
those stones are being used for erosion control to protect
the groin.
- E. Bovnton noted that the cottonwoods in the Dune Restoration
have grown to a considerable height and that the swale of the
dune held a large amount of water this summer. Wenzel suggested
that during the spring beach preparation, the bulldozer moved
sand into the Swale area to raise it above the water table and
to cut down the saplings at the same time.
D. Terras reported that the summer Lighthouse Tour Program went smoothly.

be scheduled to match the Lighthouse Tour schedule as much as possible.
The group discussed the maintenance of the grounds around the Art Center.
Bill DiCanio stated that the Parks Department has planted all shrubs according
to the plan submitted to the group at the September 19, 1985 meeting.
General maintenance of the planting beds was discussed. Since an Art Center
Representative was not present, Alderman Col.lens stated that she contact the
Art Center regarding this material.
Ken Wenzel reported on the Grotto Pond maintenance. Wenzel stated that
Building Maintenance has reset a stone as requested. Wenzel also stated
that due to the increasing demands for programming, he can longer assist
in the maintenance. Fe was asked by the group to list the maintenance
tasks related to the grotto and t;.e Art Center would be approached to take
over these tasks.
The next meeting was scheduled for March 11, 1986.
