Hillman, Chair Call to Order The January 22, 1986 meeting of the Evanston Human Relations Commission was called to order at 8:00 p.m. Approval of the Minutes Corrections: Nominating Committee: Commissioner Marinacci moved and Commissioner Fuechtmann seconded a motion to nominate... Mayor's Comittee Update: Commissioner Marinacci moved and Commissioner Geuss seconded.... North Shore Interfaith Council - Add: Delegates will be Fuechtmann and Marinacci. Commissioner Fuechtmann moved and Commissioner Busch seconded that the 12/18/65 minutes be accepted as corrected. Motion passed. Staff Report- Mr. Thomas Owen Thomas explained that the City Manager asks, at various times of the year, various department heads to help interview applicants for City positions that are posted. Mr. Thomas, the Traffic Engineer and Director of Public Works interviewed three people for the position of Superintendent of Streets for the Public Works Department. The City Manager makes the final decision. Mr. Thomas announced that two part-time people have been hired for the administration of the HUD S200,000 Research, Marketing and Development Grant as of 0:/02/86. They work 17-18 hours average per week. The Alliance Executive Director worws out of Chicago. There are representatives from 23 municipalities and fair housing groups on the Alliance Board. The grant's priorities are: 1) research, re: obstacles to fair housing and, 2) marketing for non-traditional housing moves. Commissioner Lambrechts said that the Grant was a good idea because it would provide more information on what other communities are doing in the area of housing. (over) Evanston Human Relations Commission Minutes of 01/22/86... 12 Staff Report - Ms. Huff Commissioner Busch asked how many cases have been handled to date as compared to last year. Brenda Buff, Resource Assistant, stated that the number of cases are approximately the same. She has been able to conciliate most cases by phone, but she is still in the process of increasing intake. She also stated that even though the Neighborhood Justice Center is geared mainly toward mediation of conflicts, conciliation over the telephone has been quite successful. Karen Hillman, Chair, polled the Commissioners for volunteers to work with staff on Neighborhood Justice Center concerns. Chair Hillman felt the sub -committee should include Richard Salem, a specialist in mediation, herself, and Commissioners Lambrechts and Nieto. Commissioner Marinacci asked about the names that were to be submitted to the Mayor for consideration as a replacement for Commissioner Wilkins. Vice Chair Geuss had given two names to the Chair and she has submitted them to the Mayor. Reports of Standing Committees Mayor's Special Co-nittee on Housing Opportunities: Mr. Lytle is worming on the final draft from the Mayor's Special Committee. Commissioner Marinacci gave the Chair a copy of his draft letter to be reviewed and then typed in final form to be presented to the Human Services Committee when the final report is received from Mr. Lytle, Vice Chair Geuss attended,on January 21,the Community Development Block Grant (CDBG) Committee meeting with staff. The Committee retained the request for additional fair housing funds to increase staff to full-time for the 1985;'271 budget year. The Human Services Committee turned down the Human Relations Commission's request for funds for fair housing audits and other activities because the Mayor's report was not available. The Chair will make a statement at the budget hearings. Reports of Select Committees Schools - Mr. Thomas reported that the general feelings coming out of the meetings at Oakton School appear to be more perception of minority low scores and problems than reality. Commissioners Lambrechts and Nieto discussed District 55's pilot project. Commissioner Lambrechts will investigate the bilingual program in the districts. Oakton's problem_ appear to be frnm the housing patterns, pre- dominately minority, in south Evanston. Minority Groups - Commissioner Geuss invited two people to attend the Hunan Relations Commission meeting but they did not show. They will be re -invited to attend the February 26, 1986 Human Relations Commission meeting. Chair Hillman suggested that a sub -committee could be formed to give the Commission broader minority group input. Commissioner Nieto would like Haitian representation on the Commission. Other Commissioner Geuss monitored what the clergy group is doing for the Homeless Shelter. The Shelter is keeping track of the attendance and informing the Health Department while also tracking how many people in the Shelter are Evanston residents and where they go if they find another place to stay. The social worker at Immanuel Lutheran Church is being evaluated by a joint committee. J Evanston Human Relations Commission Minutes of 01/22/86... /3 The Mayor's Committee concerning the Shelter is meeting to come up with some answers by June 1, 1986. Commissioner Busch stated that the "Avenue of the Righteous" plans to implement this concept and dedicate the site by June, 1986. The Chair mentioned that Commissioner Wilkins will be unable to attend his "going away" party due to other family priorities. All Commissioners and staff are still invited to Chair Hillman's home on January 24 for a social evening. Negotiating investment Strateoy (NIS) In the fiscal year 1987/88, the City anticipates facing the same financial crisis as this year_ The Department of Health and Human Services decided to be proactive, and look at a mechanism where human service needs would be met throughout the City on a yearly basis, thus NIS. A mediator would be involved as a neutral third party, who would mediate human services agencies' needs through negotiation. Advocates would also be involved in the process. Commissioner Busch would like staff to continue to inform the Commission of this plan as it develops. Also, Commissioners want to know what agencies in other cities had to "give up" and what they kept in return. There was consensus that more information is needed on this process, and how it would be an improvement on the present process for allocating funds to departments and programs. Staff Report, Page 2: Karen Hillman asked which Commissioners would like to serve on a sub -committee regarding the Neighborhood Justice Center. Commissioners Lambrechts and Nieto agreed to serve. The Committee will also include Richard Salem, a specialist in mediation and Karen Hillman. Schools, Page 2: Commissioner Lambrechts will investigate the bilingual focus of the preschool at risk children program. The minutes were accepted as corrected. Motion passed. Staff Report Owen Thomas reported that the sub -contracts under the HIIO $200,000 grant have been approved by the City Council and signed by the City Manager. The contract is being implemented on schedule as planned. Judy Jager stated that the marketing component of the project will very likely be modified by the Alliance. Contrary to the original plans, Evanston will now benefit directly from these activities, recommended by Norman Goldring, of CPM, Inc. Alliance representatives would work with company executives to encourage "non- traditional housing choices" on the part of personnel being relocated to the Chicago area from elsewhere. All Alliance member -jurisdictions would be among those promoted. Brenda Huff explained the meaning of the terms conciliated and facilitated. Vice Chair, William Geuss, expressed concern that in mentioning these two terms, which one (over) Evanston Human Relations Commission Minutes of 02/26/86.../Z would carry importance or "weight" when explaining them to the Human Services Committee. Hopefully, these terms would be clear enough for consideration in explaining the stated goals for the year for the Neighborhood Justice Center. Chair Hillman suggested that cases now categorized as conciliates or facilitated be labeled as "cases resolved without mediation" for clarity of description to the Human Services Committee. Reports of Standing Committees Mayor's Special Committee on Housing Opportunities - Update: the report has been accepted in its final form. The City Manager was asked to submit a budget to City Council for implementing the report. Mr. Thomas has since submitted a proposed budget to the City Manager who made revisions downward on the original budget request from the Commission. This budget was approved by Council on February 24. Ms. Jager will now be a full-time staff person, there will be money for an Outreach Worker, and money for legal assistance. Commissioner Marinacci suggested that the Commission notify Human Services Committee of what recommendations are to be implemented and, also, let them know what we do not plan to do because of limited resources. Highest priority of Evanston's Fair Housing program will be enforcement. There will be an approximate 43-1/2 hour work week with a person 6 hours per week. There will be an average of 20 hours for enforcement: processing complaints, coordinating, testing, doing some mini -audits or surveys, interpreting them and analyzing them, conciliation agreements and then monitoring the agreements afterwards. The next priorities will be: education, with an average of 8 hours a week; and establishing and coordinating some type of monitoring procedure, with another 8 hours per week. There •gill also be advertising with encouragement to the public to come to the Human Relations Cc!T-ission while they are looking for new housing. Commissioner Fuechtmann suggested plugging into the Northwestern Sociology Department for undergraduate students to help the Human Relations Commission with research that cannot be paid for through our budget, and, thus assisting them with their degrees as well as incrzasing our research output at no expense. There would be two to four hours per week for Alliance activities, and another 5 to 5-1/2 hours per week on counseling Realtors concerning their solicitation activities, reports and assorted ongoing activities. The breakdown in hours will be: 20 for enforcement 6-8 in the monitoring area 6-8 for education 2-4 for participation with 5 for ongoing activities, real estate counseling, the Fair Housing Alliance reports, resident and etc. The education priority will be to reach the community groups re: rights and what recourses they have. Realtors and professionals would also be included but Realtors have just produced their own educational training program which is reported to be excellent. Monitoring would be most important in this area. (continued) Evanston Human Relations Commission Minutes of 02/26/86... /3 Commissioner Fuechtmann suggested that staff write down on a page what the program ideas are that will implement fair housing education efforts further. Commissioner Marinacci suggested that fair housing articles be submitted to the Evanston Review and advertised for free as a public relations effort. Commissioner Geuss sug- gest U small "plugs" and "blurbs" as a type of "alert" to residents to contact the Evanston Human Relations Commission. Commissioner Lambrechts mentioned that she felt there was an area between enforcement and education that should be addressed. It is an area where the people know what is going on and there should be some cooperation to do what is "right" instead of having to resort to enforcement. There should be a sensitizing of the community. Chair Hillman suggested for the next HRC meeting that discussion center upon implementa- tion of the fair housing program. Mr. Thomas will mail out information on upcoming seminars so that the City lawyers will be alerted to attend for greater knowledge on housing and civil rights law. Fair Housing Ordinance and Subpoena Power: Commissioner Marinacci contacted Jack Siegel, Corporation Counsel, City of Evanston, concerning subpoenas and Temporary Restraining Orders (TRO's) and there is a financial problem in this area. Mr. Siegel felt that the Commission should continue to request this item however. Commissioner Marinacci agreed also. Commissioner Lambrechts mentioned that the victim has to show irreparable injury to request a TRO. Mr. Siegel felt that there are two problems: enough evidence to present in court and considerable time spent by the Law Department. There is an option to have a hearing or go into court. Commissioner Marinacci suggested that he, Chair Hillman, and Mr. Siegel sit down and discuss the legal aspects of the Mayor's report. Commissioner Marinacci has called Bob Whitfield of HUD, Chicago. who believes that the Commission has an established right to seek and use subpoenas. Commissioner Lambrechts mentioned that her research had lead to the same conclusions; specific subpoena power has been granted to, but is not limited to, the Illinois Department of Human Rights. Commissioner Geuss suggested that Mr. Thomas discuss with Joel Asprooth, City Manager, the fact that at some point subpoena power should be tested to clarify this matter and would he permit the Commission to do this? Chair Hillman announced Mayme Spencer, Attorney, as the newly appointed Commissioner. She will be present at our next meeting. Commissioners' Reports Schools: Commissioner Lambrechts reported that District 65 is trying to identify pre- school students at risk for whatever reason (developmentally or otherwise) - one contact is Judy Levinson. Also District 65 has tried to identify Latino children via a special screening from a Latino organization of which Commissioner Lambrechts will seek out more information and report at the next meeting. Minority Groups: Commissioner Geuss reported that he and Lucinda have started meeting with Robert Pressoir, Director of the Haitian -American Community Association. Commis- sioner Geuss had a good discussion with him and invited him to talk with the Commission and continue a dialogue to help solve problems. (over) a Evanston Human Relations Commission Minutes of 02/26/86.../4 Reports of Select Committees North Shore Interfaith Housing Council: Commissioner Marinacci and Ms. Jager attended the first meeting on January 28. 1986. This organization concentrates their efforts on housing opportunities for the elderly and low income families. They meet twice a month. Currently, they are part of a State-wide coalition and are trying to fill in where the federal government has stopped providing low income housing. Commissioner Geuss will be contacting Mr. Thomas about the Summer Arts Program with Ms. Judith Taylor. The Commission agreed to review the Quarterly reports before they go to the City's Budget Officer. Fair Kcusiaac Update Commissioner Fuechtmew and Paul Fischer have visited 15 housing oenters and municipal agencies in the metropolitan area. The Commission would like to re- vive the draft report compiled from these agencies. The Commission will plan for discussion an this issue at the September meting. Chair Caren Hillman and Commissioner Marinaoci will be meeting with Joel Asprooth concerning what the process and policy will be for use of outside legal assistance for Fair Housing enforcement. They will also discuss the status of subpoena power in investigations. Commissioner Marinaoai will contact David Wilkins to ask for his final notes of the Changes in the Fair Housing Ordinance. Regional Housing The Burman Relations Commission would like to contact other Boards and Committees to learn what their involvement will be. It appears that a focus of fair hous- ing, which is the Commiasion'a objective, will be a long range project. The Commission would like more information concerning the regional housing plan. Hillman, Chair Call to Order The April 16, 1986 meeting of the Evanston Human Relations Commission vas called to order at 7:45 p.m• The Chair welcomed Alana Amaker, Outreach Worker, Fair Housing, Human Relations Commission. ADDroval of Minutes A motion was made to accept the March 26, 1986 minutes. Motion passed. Zoning Issue The primary task of the Housing Rehab and Property Maintenance Depart- ment is to inspect City-wide for code violations and code -related items. Mr. Bannister spoke to these concerns. He stated his employ- ment began in 1985. His department can only inspect single family homes from the exterior and two -flats or more from the exterior and interior. If an owner calls the City, then Property Maintenance can inspect the interior. If a resident calls, an inspection can be made within 211 hours. This department's function is also to inspect for abandoned vehicles, weeds, junk and debris and problems with sufficient heat. Additionally, there are inspections of rooming houses, day care homes, condo inspections and nursing homes. There are area inspections on a routine basis; block by block and street by street. There are currently five inspectors, down from seven, who inspect the entire City. There are two annual surveys; one in the Fall and one in the Spring. These inspections are only windshield inspections done by an inspector driving around in his/her car through the streets and the alleys. If a property appears to have serious code violations, based on what the outside appears to be, a "case" is opened on this property and the Departaent will take the initiative to make its own inspection. Mr. Bannister stated that depending on the size of an area, the number of buildings in an area, the types of violations found, it can take an inspector 1-2 years to cover his/her area. He stated that some areas have not been inspected for quite some time such as; southwest and south central Evanston. These area have many buildings and many apartments. An inspector may cover 180-190 units in two days but it could take longer. If -+� an area calls for an increase in inspectors, they can double -up. Owners ..� usually have a 30 day notice of major exterior code violations, such as roof, gutters, etc. A 7-day notice is given when the exterior needs cleaning of debris, junk or abandoned cars. The area is reinspected after the notice period. (over) Evanston Human Relations Commission Minutes of April 16, 1986... /2 At the Human Relations Commission In-service Training with the Police Department, they raised Questions over density problems and code violations in various areas of southwest and south central Evanston. Mr. Bannister stated that written notice has been sent to the Police and Fire departments to notify mousing Rehab and Property Maintenance when they discover such problems. The Police felt that Human Relations should be doing something also, so that is why Property Maintainence was invited to speak, and Zoning as well as the health Department will be invited to send representatives to future Human Relations Commission meetings. Mr. Bannister also stated that there is no graffiti code. The graffiti program is only a volunteer program. The City has a relationship with a few paint stores to have owners purchase materials and tools at the City's expense and paint over the graffiti themselves, if the owners are in the CDBG "target" areas. If the owners are not in the "target" areas and if they do not want to paint over the graffiti, they are not obligated to do so. Additionally, Mr. Bannister stated that there is a code for boarded -up houses. If a house is boarded up, and it is secure, even though the appearance is not pleasant, that is all the City is required to do. A house has to be proven to be 50% deteriorated before it can be demolished. This deterioration falls under the quasi -criminal complaint code. The boarding up of houses may also be due to FHA forclosures. The owner is still responsible for cutting grass, weeds, removing debris and cars. If he does not do so, he can be taken to court. The City tries to avoid going to court because judges usually give an extension to the owner anyway, so the City sends a written notice with a given amount of days to clean up his/her property. If the owner does not maintain the property, when a house is boarded up, then the City can came in, clear the area, and put a lien against the property. Also, then the City can take the owner to court. The City cannot make the owner rehab the building. As long as a building is boarded up it is secure and the building meets City code. If the property becomes a health hazard, the City can also take the owner to court. Mr. Bannister reminded the Commission that problems with any code violations, density, or health problems can be called in to the mousing Rehab and Property Standards Department. The density problems will be referred to the Zoning Department or anyone can call the Zoning Department direct. Mr. Bannister, Mr. Morin and Mr. Wharton thanked the Commission for the opportunity to speak and address issues of community concern. (continue) 3 Evanston Human Relations Commission Minutes of April 16, 1986... /3 Since the Commission is concerned with overcrowding and code violations, the Chair recommended that someone from the Zoning Depart— ment be invited to attend our next Commission meeting. Owen Thomas will make contact with the Building and Zoning Department. The Health Department which also enforces pertinent ordinances, such as rodent control, will be invited to a future meeting. Research Park Betty Paden made a presentation to the Commission regarding the concerns of the community regarding the Research Park. Even though there is a committee in Council addressing these concerns, Commissioner Busch felt the Commission could address the displacement and misperception issues by seeking more information from Council and Northwestern University. The Commission went into Executive Session at 8:30 p.m. to discuss Issues surrounding the Research Park. Regular Session reconvened at 9:00 p.m. Staff Reports Vice Chair Geuss made a motion and Commissioner Spencer seconded that staff reports be tabled until the next Commission meeting. Motion passed. Chair Hillman asked that another set be mailed out. Fair Housing Update Mr. Wilkins and Commissioner Marinacci are still planning to meet with �! Mr. Hill, Lau Department, to complete the final version of the Fair Housing Ordinance changes. The Chair and Commissioner Marinaeoi met with Joel Asprooth, City Manager, to discuss the use of outside counsel. Mr. Asprooth Will send a memorandum to the Commission explaiLing his understanding as to utilization of budgeted funds for outside legal assistance. After Mr. Asprooth's memo is received, the Commission will respond. Judith Jager, Fair Housing Educator, mentioned that the Leadership Council for Metropolitan Open Communities in Chicago can and will " represent our complainants in the hearing process. They can also refuse any cases they do not want to take, but Ms. Jager believes they would take almost all such cases. Mr. Thomas reminded the Commission that HUD may be required to approve any ordinance changes due to our equivalency status. (continue) a Evanston Human Relations Commission Minutes of April 16, 1986...A The Chair made a motion that the Commission reoommend retention of the hearing process in the revision of the Fair Housing ordinance. Commissioner Busch seconded. Motion passed. The Commission made a motion to meet with the Human Services Committee at their next regularly scheduled meeting to discuss the April 10, 1986 memo regarding fair housing implementation and enforcement. Commissioner Busch seconded. Motion passed. Mr. Thomas will contact the Human Services Committee to set up this meeting. Ms. Jager reminded everyone that April is Fair Housing Month. Ms. Alana Amaker, new Fair Housing Outreach worker, is establishing two training sessions. On April 23, 1986, there will be an evening meeting with Our Place/Family Focus. There will also be a Thursday evening meeting with the YWCA, not yet scheduled. On May 19, 1986, CHRS - Community Housing Resource Board, and the NAR- National Association of Realtors, will present their new educational training film. The Commission agreed to have an educational training session with the Property Owners Assocation. There are some staff details to be worked out however. Human Services Plan The Chair explained the UBP - Unified Budget Plan. Introduction of Guests Byron Mitchell introduced himself as the representative for the Human Relations Commission for City Youth in Goverment Day. HearIN Process Herb Hill, 1st Assistant Corporation Counsel, Law Department, City of Evanston, gave a presentation on the hearing process. His suggestions were as follows: have as many mesabers present at the initial hearing so that if some :members are absent for additional nestings there will at least be a quorm of 5 total members at each hearing. A total of 5 members must reach a consena:is of opinion or there will be no violation of the charges (as the Ordinance reads now). There should be an appointed person within the Commission who cakes the decisions and determines what charges will be admitted for evidence; in other words, a person to control the hearing. This person can be chosen at a meeting pric. to the hearing. This person will determine what is relevant and what is nat�irial to the complaint. The problem is a matter of time. Try to proceed as quickly as Possible due to the fact that most hearings will begin at 7:30 p.m. Get the matter moving by quickly proceeding with the facts of the case. Control the hearings by first possibly requesting a pre-trial memorandum that will be used durin,; the hearing proccsa containing all the uaaterial facts, stipulation of facts, all arguments, and all evidence to be admitted. When scheduling a hearing, have both sides start with an opening statement (try to liFait to five minutes), listen to both sides as they present their case (giving theca time to present all their witnesses), allow a rebuttal of both sides, have Commissioners ask questions in round -table order, then have discussion, and finally more questions with final discussion. Close the hearing. If possible try to have this in one meeting. If there has to be a continuance for any reason, try to have only one continuance. Then briefs would be written by both sides aumctarixing their positions and supporting their case on a numbered line -by-line paper with a limit of 15-20 pages at the most. This should be done within a 14-21 day time period so all the theory and facts could be assessed. At this point, the Commission would begin to formulate their decision and make a written presentation to the parties and the Law Department. The important point to remember is that all of this must be able to pass Administrative Review by the courts if requested. Evanston Human Relations Commission 11inutes of May 21, 1986.../2 Herb reminded the Commission that the complainant can file his/her complainant within 35 days in the Circuit Court of Illinois. The record of the hearing process must reflect the facts, arguments, and all admitted evidence. Also, Herb stated that the Commission can determine the violation, the fine, and the restitution but cannot make judgment on damage charges. Additionally, he felt that a aub-committee should be formulated to establish rules and procedures of the hearing process. He also felt that the Ordinance should be reviewed every two years by the Law Departsent for updating and reviewing the current needs of the Evanston Cosunity. Herb stated that there can be attorneys and court reporters for both aides in the hearing process. Discussion is still continuing with HUD and the City as to the proper body to legally represent the complainant. It must be determined that the oomplainant has felt that he/she has been discriminated against and what certain violations/aota have occurred. The process is a complaint, a hearing, and starting the Commission's operating procedures. Finally, out of the charges could come reimbursement to the parties, the City; fines of the respondent, education and training to the respondent, respondent's agents/staff, follow up, monitoring, and reporting requirements. Herb stated that there are many alternatives to the hearing process. Also, Herb stated that the City has a regularly scheduled Ordinance Call in the District 2 Court on Old Orchard Road in Skokie. An injured party can go directly to court. In ad- dition, he mentioned that ordinance violations that go to court can take the foam of a State discrimination Case and be filed in State District Court or the City could file in Federal District court. A complainant can file for monetary and punitive damages in State and Federal court, under civil action. Herb Will asaist the Commission with drafting a hearing process format after the Fair Housing Ordinance changes are complete. Minutes The Vice Chairman asked for oorreetions or additions, there being none he asked questions. He then called for a motion. Commissioner Marinacci moved and Caaml3sioner Thompson seconded. Staff Reports Vice Chairman stated that there are two month's worth of staff reports to review. One correction on the staff report by Owen Thomas, April 11 - May 9, 1986, that on the morning of April 24, David Wilkins, Carl 3arinacoi, Judy, and Owen met with Herb Hill. F I,t Housing Update The Fair Housing Ordinance changes are now in draft form from the Law Department awaiting corrections/additions from Commissioner Marinaoci and staff. There is concern over one paragraph mentioning attorneys for the complainant and Commission; Commissioner Marinaeoi will draft a new paragraph. After all changes are made the Law Department will draft a final Ordinance for approval by the Commission. Vice Chairman Gauss suggested that the Ca®ission review and discuss any drafts at the next meeting before the Law Department begins finalizing the Ordinance. The sub-comittee of Herb Hill, Judy Jager, Carl Marinacci, Omm Tbomlas, and David V11kins Will go over the draft copy. The Commission will ratify the changes; then the incorporated changes will be sent to U. S. Department of Housing and Urban Development (HUD) for their review. The final step will be to present the completed Ordinance before the Human Services Committee. Judy Jager mentioned that there are still many discrimination complaints coding into our office and staff still has the responsibility (according to the Mayor's Special Committee on Housing Opportunities) to train City staff, educate the community and real estate personnel as well as monitor the court order/education of Mr. Schermerhorn's company and personnel. The Leadership Council for Metropolitan Open Communities will conduct the education but Evanston staff is responsible for explaining/clarifying our Ordinance. Also pending is the education of another rental firm and monitoring other cases from last year. The staff has responsibility of working with three firma on anti -solicitation materials and working with two firms on affirmative action. Alana Amaker has returned to her studies and will be leaving our office in the Outreach Worker capacity. Therefore, there will again be a need to look for a person who can work with staff in this position. Commissioner Harinacci suggested that a person could work the total hours within a few months and thereby put more time into this position to educate more groups within a shorter period of time. Vice Chairman Gauss suggested that staff take more time with this area and if support is needed from the Commission it will be given without hesitation. Judy Jager passed out the new Fair Housing Network newsletter so that the Commission could see the work and quality that had gone into the publication by various companies to produce this product. The newsletter will be available to over 400 municipal and governmental agencies as well as over 200 donors and members of local governments. ka a Network member -group the Commission is welcome to publicize issues or activities through the new newsletter. Evanston Human Relations Commission Minutes of May 21, 1986... /A Commissioner Lambrechts commented on the Community Housing Resources Board (CHRB) meeting where the National Lssociation of Realtors (NAR) gave a video/tape presentation of the new real estate training film. The presentation was three boors long and well attended. This film will be shown all over the North Shore area and the CHRB will be applying for Federal grant funds for education. There is a high interest level with this film and some of the people attending this meeting were Beverly Huckman; Joe Hill, President NAACP; and Hattie Aasker, Fair Housing, K ACP. The Evanston Arts Council has notified the staff of the upcoming Ethnic Arts Festival, July 19, 1986, and has asked the Commission for funds and/or partici- pants. vice Chair Oeuss made a motion that we send a letter to Judith Taylor stating the Commission will gladly co-sponsor thin event and set up a display table for $n with our materials. Hinority gjMips The two Saturday meetings that have taken place at St. Francis Hospital is the office of La Oficina Latina have not been well attended. Joan Takada dial come to one meeting with helpful ideas. There is another meeting being planned for June 21 for minority groups to share their ideas and form advocacy groups for all minorities. This continuing dialogue will sensitize the community to the needs for differing minority groups. Rev. Lane has raised some questions concerning discrimination in housing loans and concerns with rehabilitation. There is the matter of establishing trust within all minority groups in connection with City government. Commissioner Nieto suggested that Owen write a letter to Mr. Michael DeYaul at the McCaw Y14CA thanking him for his efforts in sponsoring the day -long event given free to all H13panio3. There are also concerns about Spanish-speaking soccer players littering and using personal property for bathroom use near the Northeast corner of Crown Park. An Aldermanio request came from Alderman Korshak (nth Ward) asking that staff address this issue on behalf of residents in the 1000 block of Florence. Commissioner Nieto and the Evanston Latino Association (ELA) are working with Owen and park patrolmen to address this issue. Homeless Issue This is being handled by the Mayor's Blue Ribbon Committee. Commissloners Reports District 55 - Commissioner Thompson reported that Physical Education teachers are being asked to supervise daily 80-minute lunch hours with no stipend as part of their regular work day. Also, there has been a State Board of Education screening of high -risk children and the funding has not cone through for the 1986/87 school year. The classrooms will remain but the people doing the screening were put Into positions In other areas. The plan Is to Identify students In the pre-school stage and money Is saved over the long -run. Commissioner Feuchtmann will work with staff on this issue. Superintendent Mulcahy - District 65 Supt. Mulcahy said that there are test score gaps between blacks and whites. While District 65 scores are above national average and do continue to go up, the gap Wrist be closed. There should be inprovernent in the next year. Ptulcahy suggests that the burden of responsibility for closing the gap belongs to parents as well as schools. He advocates direct contact between parents and schools. He also expressed a willingri,--ss to be aggressive in support of fair housing. Dr. Mulcahy ended by stating that the Camrussion could assist him by bringing issues to his attention and attending Hoard meetings. Kellogg Student Publication: Pro Forma Guide There was an in-depth discussion on a feature in Pro Formm3, a student guide published by Northwestern University's Kellogg Graduate school of Management. The Commmrmussion expressed concern that there is a serious lack of accurate information about the City of L:vanston on the rurt of those involved with student publications. Cammissioner Busch felt that stud•�-_nts and staff at Kellogg should be provided with information on fair housing, and that future issues of Pro Forma should include information on fair housing. Commissioners will be notified if the hearing is cancelled due to conciliation. Ordinance Revisions There was Indepth discussion on whether to exempt owner -occupied properties of "three units or less" from the "presence or age of children" clause In the Fair Housing Ordinance. The City's Legal Department has submitted language to make such a change at the request of Karen Hillman. It was moved and seconded to adopt the language in Section E of the Ordinance as suggested by the Law Department. After more discussion, Commissioners Spencer anad M eto, moved and seconded respectively, a motion to substitute "two dwelling units or less" instead of three. This motion was amended to Include "at least one of the owners should be 55 years of age". The motion passed with the understanding that the Law Department would first give an opinion. Racial DlversIty Tom Fuechtmann indicated that he met twice with Omen and Judy to discuss how the Commission could begin establishing a data base toward formulating policy regarding housing in Evanston. Information about demographics, financing and housing can 5e stored In a computer. Tom mentioned that Phil Niden, a professor at Loyola, was optimistic about having a graduate student assist the Commission in gathering data. Judy Jager mentioned that both Districts 65 and 202 were open toward assisting the Commission in data collection. Streetworker Prolrart Sara Busch reported on the Human Services Committee meetings at which Chief Logan gave an update on the current status of gangs In Evanston. Logan strongly recommended Implementing a youth intervention (streetworker) program. Citizen RgCoinition Lucinda Nieto handed Commissioners a draft of how the Citizen Recognition concept could be implemented. The presentations could be tied Into the 1987 Ethnic Arts Festival_ There was Indepth discussion on how many awards to give out. Owen and Lucinda will report back to the Commission after further research is done on this concern. The Commission voted to,accept the concept as outlined In the draf+. Karen Hillman did not concur. Citizen law Doug Schacke, a Northwestern student, indicated that he was invited to speak to the Commission by Owen Thomas. 'dour, explained that the purpose of STLIOENTS 'INCRX I NG AGAINST POVERTY (S'.1AP ) is to involve '!Lj students anC faculty in a community clean-up event to raise money for hunger. Each participant in the hunger clean up is asked to recruit sponsors from the Northwestern community and Evanston area for each hour of participation. The money raised will go to fight hunger. The clean up will take place on April 11, 1987, from 11:00 to 2:00 p.m. Hopes are to raise S5,O00.of which 52,5O0 would be given back to Evanston agencies. The goals of SWAP are to raise awareness about florld Hunger on NU's campus; to involve students In the fight against hunger; To increase better relations between NU students and the Evanston community; to involve at least 100 students In the clean up; and to raise at least 55,000 for hunger. Doug further stated that Mayor Joan Barr Is In full support of the idea and he asked that the Commission go on record as supporting the clean up. The Commission voted unanimously to endorse this worthwhile effort. Carl Marinacci suggested that shortly after the event is over, the Commission send a letter to the Evanston Reylsw strongly supporting such a worthwhile effort. Staff Report Owen gave an indepth report on the Dr. Martin Luther King, Jr. Birthday Celebration. There was some discussion about the location and the 54.0O fee. Owen Indicated that the event will take place at ETHS on January 11, 1987, at 4:00 p.m. The Commission expressed appreciation for Owen's efforts In this activity. Everyone was encouraged to attend this event. The report was moved and seconded by all Commissioners. There was unanimous vote for Karen Hillman and Tom Fuechtmann to be Chairman and Vice Chairman respectively, for 1987. William Geuss mentioned that he appreciated working as Vice Chairman for the past year and suggested that Karen continue to delegate responsibil- ities amongst the Commission. He also suggested that It would be a good idea to try and identify a retired person to be on the Commission due their availability of time. Fall Houslna The Commission suggested that Owen contact Herb Hill to get a legal response to the question regarding exempting property owners from the Fair Housing Ordinance who have three or more units and if one of the owners Is 65 years of age. Also, it should be determined what the next steps are In order to got the Ordinance revisions before City Council. Owen will report on the aforementioned at the January meeting. Tom Fuechtmann Indicated that he and Owen had met with Phil Nyden, Professor of Sociology at Loyola University, regarding having a graduate student Intern gather information toward forming a housing data base in southwest Evanston. Graduate students would also be Intervi©wing residents to ascertain qualitative rattier than quantitative research. Tom asked that the Commission review Professor Nyden's proposal which was passed out. The entire project would hopefully be finished In ?lay of 1987. The project would be monitored by the Commission. The Commission unanimously voted to authorize Owen Thomas to expend S2,300 to carry on fair housing research with Phil Nyden. The Commission also requested that Owen contact North Suburban mousing Center to find out where we are on the housing program approved by the Commission. Owen will Inform the Commission on what is being done as soon as possible. Citizen agcQgnition The Commission discussed how nominations would be received and what would be done if there were numerous nominations. Lucinda Nieto expressed that her concern was not having enough nominations rather than having too many. There was also some discussion about nominations being received for persons that may not necessarily be acceptable in the eyes of the general public. Karen Hillman suggested that other groups be consulted about criteria. The Commission decided that the above mentioned concerns be addressed if and when the issues arise. Tom Fuechtmann, Carl llarinacci and Karen Hillman will be the sub -committee who will work with Lucinda on this issue. (continue/3) Evanston Human Relations Commission December 17, 1986.../3 Strgetworker Program Owen updated the Commission on meetings convened by Helen McCarthy concerning the Streetworker Program. Youth service agencies have been meeting periodically to determine how they could coordinate services toward addressing youths In the "at risk" category. Many of the agencies such as YOU, Neighbors at Work, Family Focus and Victim -Witness have outreach workers in their respective programs. Currently, there seems to be a need to closely examine each program to determine whether there is any duplication. Regal Issues concerning confidentiality and parental ccnsent are also Items of discussion. Of paramount Importance, however, Is whether there is a need to have a streetworker program similar to those in Chicago, Philadelphia, etc., or whether one could evolve out of the current social service network we have here in Evanston. Owen indicated that he would keep the Commission apprised of developments as they occur. Commissioners' Regorts The Commission requested Owen to ask Superintendent Goldman of Evanston Township High School to attend the next meeting on January 28, 1987. The purpose would be to hear from Dr. Goldman and discuss ways In which the Commission could assist him in achieving school objectives.
