Witt Sanders Hicks, Fire Chief PRESIDING OFFICIAL: Robert Johnson The meeting of the Evanston Civil Service Commission was called to order at 7:45 p.m. The minutes of the December 2, 1985 meeting were approved. Following oral arguments, the Commission adjourned into Executive Session upon unanimous vote for deliberation in the case. The Commission re -convened in open, session at 8:20 n.w., =2 the decision of the Commission announced, as follows: Based on a review of the record and having heard oral arguments, this Commission approves and sustains the report and recommendation dated December 12, 1985 of the Hearing Officer in the appeal of Police Officer Biars Davis, Jr., in all respects, including as to the rules violated and disciplinary actions imposed. Witt William Logan, Chief of Police PRESIDING OFFICIAL: Robert Johnson The meeting of the Evanston Civil Service Commission was called to order at 7:35 p.m. The minutes of the February 20 and Februar ► 24, 1986 Mine were approved. She Commission discussed the appointment of new Hearing Officers, and approved six: Peter Barron, Charles Donegan, Alan Cook Sidney Mogul, Harvey Nathan, and Hedard Narko. Staff will take the steps necessary to public and distribute tu3 new list of Hearing Officers. The Commission requested staff to work with the Commission's attorney to draft a procedures manual for the Commission re- garding appeal and discharge hearings, and to bring to the Commission fur further discussion. Corporation Counsel Noel Wroblewski, General Counsel, Combined Countion Police Association Robert DiLeonardi, Attorney for the Civil Service Commission PRESIDING OFFICIAL: Robert Johnson The meeting of the Evanston Civil Service Commission was called to order at 6:15 p.m., for the purpose of hearing final oral arguments in the appeal of John Leonard. Having heard final oral arguments, the Commission unanimously voted to adjourn into Executive Session for purposes of deliberation. The Commission re -convened in open session at 8:15 p.m. and announced its decision as follows: Commissioner Papangelis moved that "the Commission concurs with the Hearing Officer's report and recommendation that Police Officer Leonard violated departmental rules 2, 3, 4 and 41 by reason of his actlo= 3how7i in the record." "However, the decision of the Commission is to expand the suspension of Officer Leonard to four days without options, for the reason that, in the Commission's judgement, three days is insufficient discipline for a Police Officer with over 5 years of experience Who purchased suspected stolen property when, where and from whom he did and thereby brought .into possible disrepute himself and his department, in the eyes of the public which he pledged to serve and protect." The minutes of the June 26, 1986 meeting were approved. Staff informed the Commission of three resignations in the Police and Fire Departments. Kitt, Director of Personnel William Logan, Police Chief PRESIDING OFFICIAL: Robert Johnson 11 The meeting of the Evanston Civil Service Commission was called to order at 7:20 p.m. The minutes of the October 30, 1986 meeting were approved. The Commission reviewed a proposal regarding repayment of certain costs to the City by Police Officers and Firefighters who resign before completing two years of service. The proposal was approved in concept, with some questions regarding the best method of recovering such costs: 1) can a lien be placed on the pension fund contributions; 2) is the money recoverable up front via payroll deductions. Staff will report back with the answers before implementing such proposal.
