CITY -CHAMBER COMMITTEE

Thomas Pontarelli reported that Ald. Morton, City Manager Asprooth,
Chamber EVP Golan and he had met to discuss items for the Committee
atlenda. They concluded that the following items would be appropri-
ate for consideration for the City -Chamber Committee%
I. Establishment of Special Service Districts for the promotion
of retail business
2. Communications between the City and business on matters being
considered by the City which may affect business
3. Implementation of Barton Aschman Parking report
4. Proposed revisions to the City Siqn Ordinance
SPECIAL SERVICF. DISTRICTS
The balance of the meeting focused on an understanding of Special
Service Districts and what they could provide.
City Manager Asprooth gave background information on the Special
Service District in downtown Evanston. Bruce K. Goodman, a guest at
the meeting, provided some historical information on the establishment
of this particular Special Service District established in the 1970's.
As the first step, it was requested that the City staff provide the
Cite --Chamber Committee with a list of basic services they feel would
be necessary and the cost for these services. This information will
be presented at the March Committee meeting.

WEEKEND TRASH PICKUP IN CENTRAL BUSINESS DISTRICT
Because of the increased traffic in the CBD on weekends, it was re-
quested that refuse containers be emptied on the weekend.
SIDEWALK BICYCLE RIDING IN CENTRAL BUSINESS DISTRICT
The Citiens Police Committee is discussing the establishment of bicycle
patrols in the CBD.
PARKING
The City Economic Development Committee will be discussing the uses,
for the Church/Chicago parking lot and will make recommendations to
the APW Committee. The City feels that extra time is needed to
determine and to obtain the possibilities for a mixed use development
on this site.
The Chamber's position is that the construction of a parking facility
as soor as possible is the highest priority. George Cyrus and Ira
Golan will attend the Economic Development Committee meeting on
March 20th.
EVP Golan suggested investigating the possibility of using air rights
over the Citicorp parking lot and any other ground level parking lots
in the CBD for potential multi-level,facilities.
GRAFFITI
ACTION: EVP Golan will obtain prices from companies specializing
in graffiti removal and will make this information avail-
able to businesses.
ECONOMIC DEVELOPMENT IN EVANSTON
Judith Aiello reported that the Dempster/Dodge shopping center has
been completely leveled and developers anticipate opening in October
or November 1986.
The owners of the Varsity have stated that The Gap and Musicland have
signed leases.

City Manager Asprooth presented information on Special Service
District expenses on capital improvements and maintenance in the
Central Business District.
At the next meeting, City Manager Asprooth will submit the cost of
replacing paver bricks.
Further discussion involved around tying in the appearance and Market-
ing together in an effort to develop a comprehensive package that
would be acceptable to property owners. The potential for broadening
the functions of the existing Spacial Service District rests with the
ability to get the support from the property owners.
The Chamber informed the Committee that it is considering broadening
its own marketing efforts and will be taking action on this before the
next City -Chamber Committee meeting.

City Manager Asprooth presented a list of the expenses for
the Special Service District in downtown Evanston. Specific
costs for various services were described. The items of
service are Kiosks, Planters, Tree Care, Fountain Square,
Tile/Aggregate, Trash receptacles, Sidewalks, Miscellaneous
maintenance, Additional services, continuing City services
and Administrative coordinator. Two columns of numbers
indicated the level of present service cost and a projection
of what expanded services would cost.
General discussion
- The City will coin:. nue to fuid certain basic services
regardless of whether or not a special service district
is established.
- Additional items will have to be determined.
- If contracting tot- :s- vice is to be included in any
proposed plan, some""e will be regvired to coordinate,
the service program.
- There might be some trade-offs with the City taking over
certain services and the Special Service District others.
- The structure for management of the Special Service
District will be discussed at a later date. Information
is available from tKi Downtown Idea Exchange center.

Minutes 5/22/86 continued
- City Manager Asprooth stated that, based on the strong
position of the Chamber in opposition to a major
capital expenditure to replace the sidewalk tiles
at a projected cast of $935,000, lie would remove
this item from the City's Capital Improvements plans.
Next Action on S11-V .ial Service District
The Chamber of Commerce will now have to determine what
it feels should be included in a Special Service District
program.

It was agreed that Thomas PonLareli i, Joel Asprooth and Ira Golan
would meet with legal representatives to draft an ordinance. The
ordinance would enable the City to impose a tax on the district - which
funds would become available in the first quarter of 19g8. An efiorL
will be made to obtain one-time funding from the major district busi-
nesses so that the marketing pragram can get underway in 1987.
In addition, a contract would he drawn by the City and a yet to be
established Special Service District governing body. The contract
would clearly delineate those functions which are normal and re-
quired functions of the City. Also, it would include the functions
and/or services to be provided by the District governing body.

SIGN ORDINANCE
Mention was made that a special meeting pertaining to the sign
ordinance will be held on October 27th and additional meetings
will continue until the committee has reviewed the entire pro-
posed ordinance.
The question was raised as to whether or not there will be an
amortization clause.
The Chamber expressed concern about the Appeals Board complement
as it was felt that business should be strongly represented.
PARKING
A meeting will be held to discuss the proposals for the Chicago -
Church development. The developers should be asked whether or
not they felt they were misled regarding a possible zoning change.
SPECIAL SERVICE DISTRICT
Thomas Pontarelli reported that he, Ira Golan, Joel Asprooth,City
Counsel Jack Siegel and an attorney who does consultation for
Washington National Insurance met to discuss the drafting of a
Special Service District memorandum agreement between the City
and the Chamber.
If agreement between the City and the Chamber can be reached, the
Chamber would like to begin a marketing program in 1987 even
though no tax dollars would be available until 1988.
