MINUTES Susan Grossman moved, second by Ann Kepler, MSP Approval The Evanston Public Library Board of Directors approves of Minutes, the minutes for the meeting of December 21, 1988, as received. 12/21/88 Passed unanimously on a voice vote. COMMENTS BY None CITIZENS OLD BUSINESS 1989/90 Mr. Lanyon summarized the Human Services Conmsttee meeting of Budget January 9, including the frustrations that se,?ral Boards and commissions hail expressed with the budget Process. The Board dlsCltssed the possibilities for r,:=t�)rIng cuts that caused a redL]Ct ion of hours and books pureh,-ised. it was reiterated that the request by the Library Br)srd to the City Council to rostore the necessary funds ha,] not been withdrawn. Services Policy iM COMMITTEE/ REPRESENTATIVE/ REPORTS, continued Space Planning The Board discussed the revised draft dated 1/13/89 suggesting and Physical roles for various participants in the library building program. Facilities Mr. Lanyon suggested some additional modifications which, after further discussion and editing, were incorporated. Susan Grossman moved, second by Boris Wolin, MSP Council/ The Evanston Public Library Board of Directors accepts the Board/Staff amended draft of a memorandum to Alderman Collens, Chair, Roles In Special council Committee on the Alain Library Project, Building outlining the Library Board's recommendations on the most Program effective roles for all agencies concerned. (attached) Passed unanimously on a voice vote. The Board accepted the suggestion of the Space Planning and Physical Facilities Committee regarding preli-znary talks with the Evanston Arts Council on the new Library. Mr. aright will set up a meeting with Judy Chiss, Mary Anne Capco, and Arts Council representatives. Revisions to the Building Program Statement will oe on the next Space Planning Committee agenda. The Board discussed a revised draft (dated 1i22/89) of the job description for Main Library Project Coordinator. After several questions and clarification, Judy Chiss moved, second by Susan Gross -an, MSP Job The Evanston Public Library Board of `:rectors adopts the Description draft job description for a Main Li'•rar! Management Pollf;;i _ _ _`.G"' would ,:scuss th-� impact of this chanie and the possit:.' -` ^sociat- Board -2- VICE PRESIDENT'S In the absence of Mrs. Cappo, Kim Kuttner, Business Services REPORT Manager, presented the financial report for the ten months ending December 31, 1988 and invited questions. Mr. Lanyon asked a question about how medical insurance costs were apportioned, to which Ms. Kuttner responded. There was no intervening Friends' meeting, hence no report. Mr. Wright outlined the upcoming February series of programs -- Friday Nights with Friends. Mr. Lanyon noted that the Friends are working on a questionnaire for City Council and Mayoral candidates. LIBRARY Mr. Wright presented the December statistical report and called DIRECTOR'S attention to several items in the information packet -- an REPORT article on the revised process for Triennial Review, and several letters to aldermen. Mr. Wright also noted that several parties had expressed interest in the Feasibility Study for rind raising. NEW BUSINESS Mrs. Kepler reporters an a highly successful meeting at the Noyes Center for Evanston authors (arranged by the Arts C,.inci1, the Evanston Library Friends, and library staff). It w3' suggested the Library examine wags to publicize Evanston auth _. Mrs. Chiss suggested locating resource people to help improve the Library displays. EXECUTIVE At 9:15 P.M. Mr. Lanyon asked for a motion to go in:D an SESSION executive session to discuss a personnel item. OLD BUSINESS Evanston Firs. Wolin and Mrs. Cappo reported on the results of meetings Neighborhood with representatives of the Evanston Neighborhood Conference. Conference Both hoard members felt the recent Evanston Review letter from Aruin thin Group was quite different in tone from the rneling they had received after their meetings. COMMITTEE/ REPRESENTATIVE/ REPORTS Materials and Mrs. Wolin presented a report from the Committee meeting of Services April 4 on the subject of 'R' rated videos. EPL has only 22 Policy titles in this category •- representing only 3% of the collection. The Committee recommended that no changer in policy _ be made at thin time, while continuing to monitor the use of videos and legislative activities related to the matter. Mrs. Grossman recommended developing a policy to restrict lending videos to persons under 17 unless parental consent wan given, but not implementing the policy until the need arose. After some discussion, it was the consensus that the recommendation of the Materials and Services Policy Committee should stand. Space Planning Mr. Carow reported on the past meeting of the Special Council and Physical Committee. The competition contract is expected to go to the Facilities Council for final approval some time in May. Mr. Carow distributed copies of a communication from Debbie Miller, Legislative Lininon for the Illinois Library A7socintion, regarding a survey of library preferences on a chnago in competitive bidding requirements. The Board directed that it response be made to the effect that $10,000 was a rennonable floor for competitive bidding. In the April 13th Special Council Committee meeting the Library Board was reminded that the Capital Improvementn Proy,rnm was being updated and of the possible need for revising; cost estimates for the new building including furniture allotments. Mr. Carow will get a cost encnlation multiplier from Concept Cost Systems, the firm providing the original estimaten. Mr. Carow also felt the furniture allocation at ;-12.7C/sf wrl;i too low, and a revision will be requested of CCS.
