The meeting was called to order by Chair Volk at 7:02 P.-M.
Fair Housing AWdIt
Fred Underwood announced that audit charges had been filed before the
Commission. A press conference was held on Wednesday, January
25,1989, where the City announced that two cases were authorized to be
filed In federal court, three cases Involving discrimination would be
sent to the Commission for hearings, and five cases of failure to
distribute brochures would be concillated by staff.
Herb Hill explained that he, as First Assistant Corporation
Corporation Counsel for the City would advise the Commission on any
hearings that might be held. The City has hired outside counsel to
arosecute the cases. This arrangement is necessary to properly
separate the prosecution from the hearing body,

The Commission would adjourn Into an Appeal Committee with
Commissioner Fuechtmann as Chair. For the purpose of the appeal
of cases 88FH002, 88FH004, 88FH010, the Appeal Committee will be
a Committee of the whole.
The purpose of the meeting was to decide If there should be a
full hearing on these cases. The dismissal of the cases with a
determination of "too Probable Cause" is the subject of the
meeting; Is the determination of the Executive Director on these
cases correct. If the Commission determines that the ruling was
incorrect, then the Commission will set a date for the hearing on
the case. If the Commission determines that the rullno was
correct, then no further action on these cases will take place.
Each of the three complainants will be allowed to present
argument. Then the staff, and if he so desires, the resoondent
will have timae for argument. The complainants will then nave an
opportunity to respond. The complainants will have a total of 1
hour to use how they please (divided between the three
complainants and between argument and rebuttal). The staff and
respondents .rill have 1 hour to use how they please (divided
between staff and respondent). Following arguments, the
Committee will ask questions. Each party will have 5 minutes for
a closing statement and the Committee will then .;rove into
Executive Session for deliberations. Following deliberations,
the Committee will reconvene in open session and vote on whether
or not the determination of "No Probable Cause" should be upheld
or reversed.
Followinc the conclusion of the Appeal CommiTtee meeting, the
full Commission will reconvene to hear the Committee's report and
vote on its recommendations.

Cali to Order
The meeting was called to order by Chair Volk at 7:35 p.m.
Earewell to William Geuss and Fred Underwood
The entire Commission expressed sincere appreciation for the outstanding
,Job performance of Fred Underwood. They wished him well with his new
position at Hud. Fred expressed appreciation for the comments and thanked
both the Commission and staff.
William Geuss Indicated that he enjoyed his five years on the Commission
and thanked everyone for their efforts. He will miss bct`� the Commission
and staff. Owen Thomas presented Fred and Commissioner Geuss with a
Certificate of Recognition on behalf of the Commission.
Hearing Panel Scheduiina
Fred Underwood indicated that hearings for four housing cases need to
commence prior to April 6, 1989. The Commissioners were required to form
hearing panels for the hearings. The cases are 88FH02a, �YFH934, 88FH^39
and 88FH040. After discussion, the Commissioners decide, on the following
breakdown:

Case number 88FH026, Kamara v. Sher had previously been scheduled for
February 15, 1989, but the parties wanted to extend to date. It was moved
and seconded that the case be extended to the time the parties submitted as
a new date. After six months If no date is submitted, the case will be
dismissed.

After review of the minutes, it was moved and seconded that they be
approved. The vote was unanimous.
Staff Report - Brenda Huff
Chair Volk asked Brenda about the number of mediators who attended her
In-service training session. Brenda stated that It was a poor turnout even
though the in-service had been scheduled at the convenience of the
volunteers. in response to a question concerning the statistics in
Brenda's report, Brenda stated that they are mainly for Informational
purposes. She also stated that the number of cases In 1986 was greater due
to more referrals from the police department. Commissioner Gauss Indicated
that the format for the staff report has become clearer over time.
Staff Report Owen Thomas
On January 3, 1989 Owen indicated that he spoke to the Residential Crime
Prevention Committee on Human Relations, Fair Housing, and the Neighborhood
Justice Center.
He also hosted the Illinois Municipal Human Relations Association's
Conference Subcommittee on January 4, 1989. Owen was elected chairman of
the conference subcommittee. The annual conference wlII be held on May 19,
1989 at the Holiday Inn In Evanston. The Commission Is Invited to attend.
On January 8, 1989, Owen was recognized at Assention of Our Lord Church for
the Human Relations Commission's assistance to Hispanics on Dodge Avenue.

The Commission gave $800 to assist famlIles relocating. The funds donated
came from the Pancake Day which was Jointly sponsored by the Commission and
the Evanston American Legion. Mayor Barr, Alderman Drummer and a
representative from Congressman Yates office were also recognized.
Owen indicated that on January 9, 1989, he attended a City Council
Executive Session.
On January 12, 1989, Owen attended the Subcommittee on Schools meeting at
Family Focus. The Subcommlittee discussed plans for a Welcoming Forum on
March 13, 1989 to meet Carol Blackwell -Curry, who Is the new School
Community Coordinator for District 65.
Owen indicated that on February 1, 1989, he spoke to the Haven School PTA
regarding the Human Relations Commission, Fair Housing, and the
Neighborhood Justice Center.
Owen also spoke to the Community Housing Resource Board in Skokie regarding
the real estate audit on February 3, 1989. The meeting was at the Skokie
Village Hall.
On February 13, 1989, Owen attended the Subcommittee on Schools meeting at
Family Focus to finalize plans for the Welcoming Forum on March 13, 1989.
This affair will be held at Martin Luther King Lab School at 7:00 P.M.
On February 20, 1989, Owen spoke to the Community Awareness Block Club
regarding the Human Relations Commission, Fair Housing, Neighborhood
Justice Center and other issues. The meeting was held at Fleetwood Jourdaln
Community Center.
In response to a question from Commissioner Bermann concerning alternate
sites for Commission Meetings, Owen indicated that Brenda Huff was
attempting to Identify a site. She will report on this Issue by next
months meeting.
In response to a question from Commissioner Volk concerning a Race
Relations Workshop, Owen Indicated that he will have several possibilities
at next months meeting.
Staff Report - Fred Underwood
Fred Indicated that he attended a two day seminar In January regarding how
changes In the Fair Housing Act will affect cases. He Indicated that he
will send a detailed memo which outlined parts of the regulation to the
Commissioners. Fred further stated that he felt that the biggest Issue In
fair housing was the protection of people with handicaps.
Fred also Indicated that the firms who were charged with failure to
distribute brochures have indicated that the requirement Is perceived as
negative because no other community requires firms to distribute such
Information. Fred suggested that the Commission approach the Northshore
Board of Realtors to develop a brochure for all communities to use.
Commissioner Fischer moved and Commissioner Donaldson seconded a motion to
accept the staff reports. The vote was unanimous.
Evanston Human Rights Coalition
Members of the Evanston Human Rights Coalition attended the Commission
meeting to request that the Commission revise the Fair Employment Practices
Ordinance to include sexual orientation and maritial status in sections
1-12-2, 1-12-3, and 1-12-5.
Michael Troyer, Reverand B.J. 81rkhahn-Rommeifanger, and Daniel J. Furnish
made a presentation for the Evanston Human Rights Coalition. They
Indicated that people are not protected on their Jobs because sexual
discrimination. Mr. Troyer gave personal examples of discrimination he has
experienced because he is gay. In the discussion that followed the
Coalition Indicated that they have been Involved in an effort to revise the
Fair Employment Practices Ordinance since December, 1988. They have
approached community organizations and churches. They have not formally
approached the Aldermen. Owen has met with the Coalition on two occasions.
The Coalition has gathered signatures of citizens who strongly take a
position against discrimination on the basis of sexual orientation and
marital status. They indicated that until now most people have been afraid
to speak out for fear of losing their gobs and If it were a part of the
ordinance it would give people more courage. They also indicated that if
the Council will not revise the ordinance they would take other action but,
they were not sure what.
Commissioner Fischer stated that it was a significant weakness In the
ordinance to exclude the terms. He moved that the Commission support the
revision and recommend the change to the Human Services Committee.
Commissioner Donaldson Seconded the motion. The vote was unanimous.
The Commission Instructed Owen to present the Issue to the Law Department
and to find out if there were other Ordinances In need of such revision.
New Business
Commissioner Donaldson, Co-Chalr of the Subcommittee on Schools, announced
that the Commission as co-sponsor - along with the Evanston/Skokie Council
of PTAs - will hold a reception for Carol Blackwell -Curry, District 55's
new Parent School Coordinator. This event will be March 13, 1989 at 7:00
p.m. at Martin Luther King Laboratory School. Commissioner Sermann
suggested that the Subcommittee take a survey to gather data on parent's
perceptions of Human Relations. This Information would be made available
to Carol Blackwell -Curry. Chair Volk Indicated that the Commission should
discuss doing something In the schools this fall.
Commissioner Johnson Indicated that she attended the Latin American
Association meeting and found out that the money donated to La Oficina
Latina was used to purchase beds for the families relocated In Evanston.

She stated that the families were still having problems. Families with
amnesty are not allowed to receive government aid and therefore,can not
accept Section Vill subsidies. Thirteen families must relocate from
806-14 Main St. due to housing code violations and they need an extention
on the date to relocate.
A discussion followed concerning whether the City Codes had any leeway
since the Hispanics were affected so much. Fred suggested that an Impact
analysis could be done to check all complaints to find out if the City was
enforcing its law in such a way that it had a negative Impact on Hispanics.
Other
Owen Indicated that Commissioners could be reimbursed If they wished to
attent the Northshore Community Housing Resourse Board (CHRB) conference.
Commissioner Fuechtmann Indicated that a special order follow-up on Appeals
hearing is being written by Herb Hill.
The Commission convened Into Executive Session at 9:33 p.m.

Commissioner Johnson requested a list of materials sent regarding the
cases. Hill stated that he will send a cover letter with any
correspondence.
Kamara Y. Sher
The panel to hear case §88 FH 026, Kamara v. Sher includes
Commissioners Johnson, Donaldson, Bermann, and Fuechtmann. The
Commission wiII decide the date of the hearing on April 27, 1989.
Commissioner Rucker will act as a substitute for panel members.
Presentation "v Dc. Phil `fvden
Dr. Nyden gave background on his research for the Human Relations
Commission two (2) years ago. He stated that they used Census
tracts 8101 and 9102 in the Nichols School area as a control. At
that time they interviewac renters, hone owners anc business leasers.
They looked at school attendance data to make estimates on population.
They discovered that the population had increased since 1386 based on
the estimate that there had been substantial increases in the blac%
population in the two tracts. Residents living In the areas were
confident in the neighborhoods, but there was an underlying anxiety
about what other people thought about their neighberhoo:s. In the
area south of ,fain Street and east of the railroad tracks there eras
slight increase in crime. People outside the areas thought there was
more crime in the areas '.rest of the tracks, while people inside the
areas were not to concerned.
Property values are precelved as being at least stable or increasing
in the areas west of the tracks. Tne City needs to give citizens a
message that the City Government supoorts Integration ant code
enforcement. Also, the ParKs Depart,enT should conTi%e -o inpr;,ve
parks and update equlenenT. Housing prices should be closely
monitored and population issues and cnaracteristics snculc be

Commissioner Fischer asked If those tracts Involved In the study would
be possible targets for blockbusting. Nyden further stated that they
specifically avoided questions concerning blockbusting.

name only. After further discussion it was decided to refer the
Commissioners as Commissioner Initially; thereafter they
should be referred to by last name only. Also, Rucker's name was not
listed as being present. Thomas stated that in the housing complaint

the City of Evanston. Also, the staff of Baird and Warner 411

The meeting was called to order by Chair Volk at 7:35 p.m.

Volk stated that there was an error on page three in the fourth paragraph.
The word "to" should be "too" In the last sentence of the paragraph. After
further review It was moved and seconded the minutes be approved as
corrected. The vote was unanimous.
Volk announced that Thomas Fuechtmann has resigned from the Commission.
She stated that he did an excellent job and presented h I m rlth a
Certificate of Recognition. The entire Commission expressed sincere
appreciation for the outstanding performance of Fuechtmann.
Fuechtmann Indicated that he has enjoyed his work as a Commissioner and
thanked everyone for their efforts. He commended Owen Tr,orras for his
outstanding efforts and committment to the Commission. -•e stated that he
has seen the quality of Thomas's committment and his steaafastness In his
work for the Commission.
Volk Indicated that the new prospective Commissioner is Karen Carlson, who
should be confirmed by next month's meeting.
Staff Report - Owen Thomas
On May 6, 1989 Thomas, Brenda Huff, Commissioners Rucker, Johnson,
Donaldson, Rodgers and Karen Carlson attended the NAACP Banquet.

Owen indicated that with the assistance of staff, the hosting of the
IIIinois Municipal Human Relations Association Conference, "Mobilizing For
a New Era", was a huge success on May 19, 1989. He appreciated the welcome
speeches of Rucker and Mayor Barr.
On May 5, 1989 Thomas Introduced Willie Hurd to the North Shore CHURBS at
their meeting which was at the Civic Center. Owen Indicated that at the
meeting he clarified any misunderstanding regarding the Commission
discussion on a fair housing brochure for the entire North Shore community.
Commissioner Bermann stated that people should be encouraged to come to the
source before rumors get started. Vice -chair Fischer stated that the
CHRUB's should be encouraged to do their own fair housing brochure.
On May 18, 1989 Thomas gave a speech to the Evanston Rotary at their weekly
luncheon meeting.
Thomas also attended several audit conciliations and is currently
investigating an employment discrimination case.
Thomas indicated that he and Hurd spoke on fair housing to Service
Providers Inter -agency Network (SPIN).
Finally, Thomas encouraged the Commissioners to attend the Medlation Social
on May 25, 1989 at the Civic Center given by the Neighborhood Justice
Center.

In response to a remark by Volk, Huff Indicated that the police were
giving fewer referrals. Huff also reminded the Commissioners of the
Mediation Social to be held on Thursday, May 25, 1989.

Volk announced that a new attorney has been hired to represent the City in
pending fair housing cases. Attorney Jeffery Ross has replaced Michael
Kalven.
It was moved by Vlce-chair Fischer that the date set to end conciliation on
the fair housing cases: 88 FH 034, 88 FH 039, and 88 FH 040 has been
extended from May 19, 1989 to June 23, 1989 because of the change In
attorneys. Commissioner Berman seconded the motion and It was approved
unanimously.
Volk Indicated that two dates should be set for the hearing of fair housing
case 188 FH 026, Kamara v. Sher. The new dates are June 6, 1989 and
alternate date of June 7, 1989 at 7:30p.m.
Volk also stated that is was necessary to set procedures for filing claims
on fair housing cases. These procedures are being worked on. Also, the
Commission requested that the communications sent to them regarding fair
housing cases should be numbered In consectutive order. Also the mailings
should include a cover letter which describes the contents. Staff will
communicate this to the law Department.
Fischer requested that Thomas bring copies of the Fair Housing Ordinance to
the next meeting. He also requested that Thomas bring any materials of
Interest that he obtains from the HUD Conference scheduled the week of May
29, 1989 to June 2, 1989.
Volk indicated that no one on the present Commission attended the last
planning session. She Indicated that there was a need to have a planning
session for the present Commission. The Commission should set a date to
have a planning session with a facilitator in order to set short and long
term goals.
After further discussion the Commission decided to have the planning
session on Sunday, June 25, 1989 from 12:30 p.m. to 4 p.m. at the home of
Fischer. Each member would bring a refreshment. Thomas was requested to
arrange for a facilitator who would keep the group focused on short and
long term goals.
Fischer stated that It seems that the Fair Housing Ordinance Is always the
central Issue. Bermann Indicated that the Commission was understaffed.
Johnson indicated that the planning session should help to determine the

Commissioner's Individual interests. Rucker remarked that a Minority
Parent Program will start at several District 65 schools as a result of the
Subcommittee on Schools. Fischer suggested that in setting up the agenda
for regular meetings we should have a report on different aspects. He
stated that there should be a built In process of continuance orientation.
Thomas stated that he felt that the Issue was organizational behavior. He
stated that the Commission should adhere to a rigid format with a
subcommittee structure. The subcommittees should give a report at every
meeting, this would allow all Issues to be covered.
Race Relations Film
Thomas Introduced the film on Race Relations which was put together by the
Antl—defamation League. He stated that the film was used as a training
tool. After the film there was some general discussion of the content.
Thomas stated that the purpose of the film was to have individuals address
what he saw on film In relation to personal values which can be forced on
the characters. The film showed two men, a black and and white, playing a
chess game. DIscussIon following the film indicated that most viewers felt
that the white man was condescending and felt superior. At the end of the
film it was revealed that the black man was. a champion chess player who was
was actually setting the white man up.
Following the film there was discussion on the need for a Race Relations
Workshop. This idea was suggested by Commissioner Rodgers several months
ago. Thomas stated that the Commissioners should think about what they
could get out of a workshop. Rucker stated that a workshop would sensitize
Commissioners to the nuances of racism and enable them to read these
nuances by sensitizing one to look beyond the obvious. Yolk stated that
these matters could be discussed at the planning session.

Staff f Report - Owen Thomas
Owen Thomas attended the 1989 Triregionai Fair Housing Assistance Program
Training conference sponsored by HUD on May 30 to June 2, 1989 with
Vice -chair Fischer, Willie Hurd, Lisa Beverly, and Herb �4111.
Thomas stated that the new provisions of the Federal Fair Housing Ordinance
was the main topic of the conference workshops. He indicated that areas In
the new provisions concerned protection of children and t-e randicapped.
Handicapped includes people who are mentally III and pec,.ig with aids.
Thomas stated that when the Commission revises the Fair -.usfng Ordinance
support would De needed. He stated that the National Ass-,ciatlon of
Realtors have endorsed the amendments.
Fischer stated that the new provisions involving the handicapped may impact
upon the Zoning Ordinance because there are now constraints In zoning with
regards to group homes which has been a controversial Issue In Evanston.
The new provisions could void these constraints to group �cces. Also
landlords will be required to make new properties assess) le to the elderly

and handicapped. The handicapped will also have the right to make older
properties assessible to them. Fisher Indicated that these issues are
controversial and the Commission will need the support of various groups.
He stated that we have about 37 months to upgrade our laws to stay in
-substantial equivalency with the federal laws. HUD will process those
cases Involving the protected classes until our laws are substantially
equivalent. Then the cases will be processed by the state and local
agencies. Fischer added that he thought the workshop was very good and all
Commissioners should attend one In the future.
Thomas added that he was asked to speak on a panel at the conference. He
spoke about Small Agencies and related administrative problems. He remarked
that Evanston is In the forefront is processing cases on Fair Housing.
Fisher Indicated that conclllatlon was a jin ess�ry part of the fair housing
enforcement process according to HUD. Under the new laws conciliation
proceedings should begin while the case Is being Investigated.
Fischer also Indicated that the testing process for fair housing cases is
affected because HUD Is requiring that testers be bonaflde, i.e. people who
are actually seeking housing.
Commissioner Bermann stated that he has requested that Claire Peterson of
the Mental Health Association contact Thomas to discuss promotion of the
position on zoning to Include an all inclusive statement regarding the new
housing laws.
Thomas stated that Region V has filed Its first suit under the new federal
amendments In Iowa through Fred Underwood.
Staff Refit Brenda Huff
Commissioner Johnson requested a list of the volunteer mediators. She
asked Brenda Huff what type of training was Involved. Huff stated that the
volunteers received 26 hours of training from the Neighborhood Justice
Center of Chicago. She requested that Commissioners notify her if they
want to be mediators because funds will be set aside for training next
year.
In response to another question concerning divorce cases, Huff stated that
they have handled some divorce Issues but they refer cases that require
more than cne session. Thomas also added that the medlatlon process has
been successful with cases that are quasi -criminal.
Commissioner Carlson remarked that Huff presented a simulation to the
Resldental Crime Prevention Committee and it was well received.
Huff requested that Commissioners volunteer to man a booth at the Ethnic
Arts Festival on July 15 and July 16. Commissioner Rodgers stated that he
will be attending a meeting with Huff at Ebenezer Church regarding youth
problems. Commissioner Rucker stated that she would like to attend the
same meeting.

Rodgers stated that Connie DeShong of the NAACP Youth Chapter, located at
ETHS, has requested that the Commission do a presentation.
Bermann remarked that if the Commission is responding to a Individual
concern we should look for existing resources or channels to maximize
efforts. After further discussion he stated that a proposal should be
drafted and sent to the INVEST organization.
Staff Report Willie Hurd
Hurd reported that the fair housing activity during the last month Included
further investigation of fair housing case 988FH031, Channey v. Sherman. He
staffed that case 188FH026, Kamara v. Sher has been successfully
conciliated.
Hurd also stated that a HUD monitor came to the office to review our
processing procedures. He Indicated that the monitor thought staff was
doing a good job.
Regarding the three cases before the City, Thomas stated that Herb Hill has
requested that the Commission extend the dates of concillation. Fischer
moved that the date be extended to August 18, 1989. Rucker seconded the
motion. It was passed unanimously.
Hurd stated that there was a slide presentation shown at the Hud Training
Conference about the Mllwaukee Fair Housing Council that the Commission
might want to think about duplicating. Hurd also stated that the
discussion of lending practices In relation to fair housing was of great
Interest. Rucker remarked that It was difficult to prove discrimination In
lending because It was based on a Individual's financial status.
Commissioner Donaldson indicated that people from the Westslde of Evanston
have stated that they have never heard of the anti -solicitation Ilst. Hurd
stated that the Fair Housing Assistant Is In the process of doing some
canvassing on the anti -solicitation list. After further discussion on
sollcltatlon, Fischer suggested that Evanston Neighbornccd Conference (ENC)
be Invited to give a status report on their work with anti-sollcitatlon.

Volk stated that as a result of discussion at the retreat, they will have
three subcommittees. They will be the Schools Subcom,-.11t,�ee,-ousing
Subcommittee, and Community and Neighborhood Justice Center Outreach.

Rucker stated that there Is no getting around Race Relations training. She
stated that this Is a serious Issue. The bottom line Is that If
Commissioners are interested In Human Rights, they need oasic training so
that they can talk from a position of power and knowledge.
New Business
Volk welcomed Alderman Lanyon and requested that he address the Commission.
Alderman Lanyon stated that It was his job to be the liason from the Human
Services Committee and keep the Commission In touch. He Is not a advocate
for the Comm15SIon because It would effect his credlbllit� as an Alderman.
He wlII advise and guide the Commission through the bureaucracy of city
government, however. He stated he will help the Commission with its
objectives but the impetus must come from the Commissioners. He suggested
that the Commission send brief communications to the Human Services
Committee and tell them specifically about Important Issues.
Carlson asked if there was any followup on Issues raised by the event
"Facing the 90's". She suggested that the Commission request the data base

of Information obtained from the event. Alderman Lanyon suggested that
Thomas contact Bruce Zimmerman.
Alderman Lanyon asked when the meeting with Superintendent Pollack will
take place. Thomas stated they have not set up a meeting with him but the
next Schools Subcommittee meeting will be July 24. Owen stated that he has
requested that District 65 send a copy of Its goals to the Commission.
Alderman Lanyon stated that the school Issue could also be put on the
agenda of the City School Llason Committee.
The Commission discussed additional meetings with the Human Services
Commission.
Owen stated that the Commission was scheduled for the agenda of the Human
Services Committee on July 10, 1989 to discuss the revision of the Fair
Employment Ordinance. He suggested that at that time they could discuss
additional meetings. Bermann moved that Owen propose the dates to the
Human Services Committee. The motion was seconded and approved
unanimously. Fischer suggested that they request meeting with the
Committee on the 1st or 3rd meeting In August.
The Outreach Subcommittee changed Its meeting date to July 11, 1989.
Race Re1_at-lons WgCkshoo
Volk stated that the Commission should discuss the Race Relations Workshop.
She referred to the literature distributed by Thomas on the Dr. C.T.
Vivian's B.A.S.I.C. Workshop. Fischer stated that he had problems with the
cost of the workshop.
Thomas stated that they could have a one (1) day workshop Instead of the
two (2) day. The cost would be $2,500 Instead of S5,000. Rodgers
Indicated that he recommended Dr. C.T. Vivian's workshop. He also stated
that he was Involved with a Youth Retreat at Michigan State University and
they will have a Race Relations seminar for the youth during the retreat.
Thomas stated that Dr. Vivian Indicated that he will be available the last
weekend In July, August 4 or September 13. Fischer moved that the date of
the workshop be September 16 or October 14. Johnson seconded the motion
and It was approved unanimously.
Rodgers stated that he will draft a proposal for scholarships sponsored by
the Commission.
There was a discussion of the Issue of increasing the number of
Commissioners. Volk stated that the options were to Increase the number of
Commissioners for housing panels or to Increase the number entirely.
Fischer Indicated that there was a need to decide If they would have
hearing officers for housing panels. He also stated that there would be
more problems If there were more Commissioners. Thomas Indicated that a
larger number had not worked In the past. Bermann indicated that there
needs to be a more thorough explanation of the duties of the Commissioners

before they begin a term. Lanyon Indicated that there could be a separate
hearing officer who, as an agent for the Commission, would conduct
hearings, assemble facts and give recommendations to the Commission.
Fischer Indicated that the Housing Subcommittee would find out what other
people are doing and report this Information to the Commission. Johnson
stated that this issue should be a priority along with the ordinance
revision.
Commissioner Woodworth stated that there has been a request to reconsider
the fair housing case Kelsey v. Schermerhorn. Yolk stated that Herb Hill
has Indicated that there Is a process which was used with Provost Y.
Sandblom. If this process is used then the decision goes into
administrative review.
Rodgers indicated that the Schools Subcommittee has decided that they
should definitely remain a part of the Human Relations Commission.
Thomas stated that he will be attending the 4th Annual IOAHRA Conference in
Seattle, Washington from July 15, 1989 to July 21, 1989.

Michael Frenkel, Assistant Regional Director, Anti -defamation League (AOL)
of Chicago stated that he granted to address the Commission reger,ing what
the AOL does generally and specifically In respect to ecucation. Founded
in Chicago in 1913, the ma.'cr r►lssions of the AOL is to ccmoar
anti-Semitism and promote equal treatment for all citizens. "^•er nonitor
hate and extremist groups, work with law enforcement groups %-onitor
extremist Incidents, and audit anti-Semitic incidents thrcugr.cuT 'ne
country. They also work through litigation on discrlminati-_�n zases and
work closely with community groups such as the Uroan League.

ADL that by the year 2000 cities of the nation will mostly be comprised of
minorities. They feel it Is Imperative to educate the children now to
have tolerance and respect for other cultures.
One special project undertaken by the ADL is the Adolescent Prejudice
Reduction Conference which Is held annually at Roosevelt University In
Chicago with several hundred high school students from various schools In
the city and suburbs. They bring these students together for a day long
discussion of prejudice and how it Impacts their lives.
The ADL Is now planning a prejudice reduction project cal lea "A World of
Difference" which was initiated In 2oston in 1984 and is tieing neid now In
Los Angeles and New York. The procram was designed on a broad,
community -wide scale to explore prejudice and to look at cultural
differences as a strength rather than a weakness.for our society. Mr.
Frenkel further stated that the program will be sponsored by the ADL, the
Urban League, and a major local television station in 1990.
;Mr. Frenkel showed a video, "Media For The Classroom" onion included
excerpts from media produced by ADL after which he asKec the Com-nission for
questions.
In response to a question from Commissioner Fucker, Mr. Frenkel stated that
they have conducted before and after interviews with teachers and kids and
they are working out a more scientific quantitative measure. Rucker then
asked why was the focus aimed only at the high schools? Mir. Rrenkel stated
that their capabilities are limited and they feel the nign school is the
best level at which to aim the message, however, they Co some work with
elementary school children. Commissioner Bormann askec if the program was
free of charge to the schools and has the program peen offerec to the
Evanston Schools? Mr. Frenkel stated that the program is free. He also
stated that there is a Special Project Education Coor;i^atcr, 'Ji.nna Ncvick,

Wanda Reed introduced herself to the Commission as a staf4 person and

Bermann asked what the ETHS staff was doing about the situation. Ms. Reed
Indicated that her group is discussing the problem with school
administrators but they want more participation. Rucker asked what does the
group want the Commission to do? I.1s. Reed stated that they were requesting
that the Commission actively participate in the group's efforts. Ms. Peed
also stated that her group is planning a rally to be held at Foster Field.
She indicated that she will invite the Commission to the group's next
meeting. Owen Thomas stated that he personally supports Ms. Reed's effort
and urges the Commission to endorse what her group is doing. Commissioner
Donaldson invited l"s. Reed to the next meeting of the Subcommittee on
Schools on August 7, 1989.
Evanston Community Television Corporation (ECTC)
Marcia Staniford, Executive Director for ECTC Introduced herself to the
Commission. She stated that her organization was a non-profit, independent
organization whose charge Is to administer the Community Access channels In
Evanston. The idea of public access is to provide a democratic forum for
the expression of ideas and opinions of creativity to the community. There
are currently 5 channels including 1 public access channel which Is open to
any Individual(s) of the community, 3 educational -access channels and a
government channel. They are working on a program called "Feedback" on
which they will discuss issues relevant to Evanston. "s. Staniford stated
that her group is interested in human relations issues that could be
addressed on this program. They would like to be able to call upon
Commissioners for the show. The show will be aired every other month.
The next show Is In September and the topic Is the Relationsnia between
Northwestern and Evanston.
Ms. Staniford stated that the ADL should make their materials available to
ECTC. She also stated that the concerns of Ms. Wanda Reed could also be
aired. She further stated that the programming serves only Evanston and is
free of charge. The Commission would have to do its own acvertising and
actively promote its programs. The corporate offices are located at 1285
Nartrey In Evanston. The offices have facilities fcr ;coup-eetings which
can be video taped. They hold a training class, lntroCLCtion 'o Community
TV, onMondays.
Thomas stated that ECTC offered an excellent opportunitrv. for --,e Commission
to become visible. Fiscner stated that the Community :uTreac^ and

Thomas stated that he attended the 4th Annual IOAHRA Conference in Seattle,

next meeting.
On July 5, he attended the Housing Subcommittee meeting with 'WlIIle Hurd.
Others present were Commissioners Volk, Fischer and Woodworth.

On July 10, Thomas attended the Human Services Committee meeting with
Volk, Rucker and Conaldson regarding the language change in the Fair
Employment Ordinance. The changes which Involve adding the words "sexual

On July 11, Hurj and Thomas met with the CDG8 Committee, --c, yiscussea

Commissioner Johnson asked what was the content of the meeting with the
Human Services Committee. Volk Indicated that she told the Committee that
the Commission wanted to keep them abreast of Commission activities.
Bermann remarked that the meeting with the Human Services Committee should
be more than just a report on the Commission. Rucker stated that the
purpose of the meeting should be to communicate and establish a rapport
with the Committee. Alderman Lanyon suggested that the Commission request
to meet with the Committee on the alternate !•londays from the Council
Meeting dates. After further discussion, It was decided that Thomas should
contact Bruce Zimmerman, Assistant to the City Manager, to request a
meeting on August 28, 1989 or the next date possible. Thomas should request
to meet 112 hour earlier to Insure that the Commission will have enough
time.
Staff Report Brenda Huff
Fischer Indicated that the Ethnic Arts Festival was a good experience. He
Indicated that the Commission should take advantage of any otner
cpportunites to advertise. Rucker stated that she works on the Evanston
4th of July Parade Committee and she will see to it that the Commission Is
a part of next years' parade.
Carlson stated that the Neighborhood Justice Center should prcmote
referrals within the City.
Huff reported that Neighborhood Justice Center is sending Information
letters to Neighborhood Organizations and real estate firms.
Staff Re2rt Willie Hurd
Hurd stated that Fair Housing case 489171-1010, Hi II v. Goldner may nave to be
dismissed because the complainant has not signed the complains.
Thomas stated that Council is meeting, with attorneys :;n =ne tnree fair
housing cases from the past audit. The three real estate firMS involved
have been given until August 18, 1989 to conciliate.
Thomas also stated that Alderman Lanyon asked him to ;eT a legal ooinicn on

Outreach Subcommittee
Johnson Indicated that the Community Outreach and Education Subcommittee
has been discussing goals for the coming year. They plan to learn
community issues and network with other community groups. They will plan a
series of meetings to be held In the community.
Johnson further stated that the subcommittee is interested in investigating
the problems of relocation of Hispanics. She indicated that the
Neighborhood Justice Center could bring together various groups such as the
Hispanic Community, Housing Department and Zoning Department etc. to
discuss the issue. Johnson stated that she wanted to request information
from the City Departments involved in the relocation. She indicated that
the code may be applied in a discriminatory manner. Fischer suggested that
this is an issue they could discuss with the Human Service Committee.
Hou�jna Subcommittee
Fischer tailed the Commission's attention to the two reports regarding the
Subcommittee which had been distributed. One report was a Synopsis of the
Housing Subcommittee i•leeting of July 5, 1989 and the other concernes a
discussion with Herb Hill, Fischer ane Hurd regarding recommendations for
procedural changes in the ordinance. These reports coul7 Ce Discussed at
the next meeting. The next Housing Subcommittee meeting is August 16, 1989.
Fischer stated that HUD has requested that the Commission apple for a new
$10,000 grant. He requested that the Commissioners contact staff with
Ideas on a grant proposal within two weeks.

United States will do some version of the program and they have begun to
organize in Chicago area schools for 1990.
Following the video sMs. Novick stated that she would entertain questions
concerning the program. Ed Wolfe, visitor, asked what the ADL was doing
about prejudice against Arabs? Ms. Novick indicated that not rruch Is being
done for Arabs specifically, but the ADL does monitor most hate groups in
the country. Commissioner Rucker asked how effective was the media blitz
In Boston? Ms. Novick responded that while it was not possible to totally
measure the programs effectiveness, there were some measurements based on
horn much response came from the schools. In response to z question from
Commissioner Dermann, 14s. Novick stated that there would to no cost to
participants of the program. She indicated that the progr-7-,,vas meant to
be used as a educational resource not a curriculum. Co-,m-,issioner Rodgers
commented on his experience with the Evanston students at a retreat at
Michigan State University. Rodgers stated that the retrea- was a success
and the students were very Interested in dicussing race relations.
Ms. Novick furtner indicated that this program was mainly :esi_-ner to
address basic, normal kids and was not geared to handicaG e- or specific
groups of children. Also in response to another question, sne indicated
that the program addressed awareness of people and their :if;erences from a
cultural and historical viewpoint, but not socio-economic sifferences.
Chair Volk thanked `,Is. ,lovick for her presentation and sta'e_ that she
hopes the Evanston Schools take advantage of the program.

attend In-service meetings with teachers. Donaldson stated that some
people feel that the Commission is not dealing with the race relations
Issue. 8ermann Indicated that Issue has transcended several meetings and
that after further study the subcommittee was In a better position now to
deal with the Issue.
Commissioner Rucker stated that the meeting to be held In the home of
Monica Martin as announced In the School Subcommittee minutes was not an
open meeting. It was planned to be a meeting for Carol Blackwell Curry and
a group of advisors, a new organization called PACT created by '.Is. Curry.
Donaldson requested that Subcommittee members be advised that the meeting
Is closed.
Rodgers stated that he will bring a proposal for a Ce-mission Scholarship
to the next meeting. He also stated that he had information cn the retreat
held on August 18 for Evanston students and parents at YIcnigan State
University. Next year they plan to go to Atlanta, Gecr;la.

discussion Bermann moved and Rucker seconded that the October meeting
should be a forum to address school board candidates for Districts 65 and
202 on racial diversity In the schools. The vote was unanimous. Bermann
suggested that a personal letter be sent to the candidates to invite them
to the meeting. Bermann stated that the objective of the forum would be a
dialogue for the candidates and the public structured on the basis of
topical issues. Volk indicated that it would have to be contructed so that
they were fair to each candidate. After further discussion, Volk stated
that the meeting will be planned in detail by the Outreach Subcommittee at
their next meeting which will be Tuesday, August 29 at the home of Shelley
Volk. Commissioner Carlson Invited other Commissioners to attend. She
also stated that she would confirm the Robert Crown location for the
meeting.
Staff Report Millie Hurd
Hurd indicated that the City has sent a conciliation proposal to the three
firms frcm the previous audit. He further indicated that another extension
of the final conciliation date would be needed. After further discussion,
It was moved and seconded that the time limit for three cases which have
been sent to City Council to attempt conciliation Is extended to October
20, 1989. The vote was unanimous. Volk Indicated that the extension should
be strongly worded to indicate the Commission does not wish extend the date
any further.
Hurd also stated that he has been tentatively advised that the Commission
will receive the S10,000 HUD grant.
Volk stated that she has received a letter from Attorney James C. Provenza
who has submitted a motion to withdraw as attorney for STeven Lansky,
Patricia Karris, and Warner Spanier of ReMax, et.ai. 7ne respondents will
be represented by James R. Truchke as ccunsel. Bermann T,cved and Carlson
seconded that the motion be accepted. The vote was unanimous.

stated that the Law Department has Indicated that since Counctl has taken
some firms to federal court, Council Is the plainlff in these cases. There
Is no Issue for the Commission to address in these cases.
Carlson invited those persons working on the Anti -drug march to attend the
Resldentai Crime Prevention group meeting on September 5 at 7:30 at Civic
Center.

the November meeting. She also recommended that the Committee examine the
possibility of redefining the roles of Chair and Vice -chair. Volk further
Indicated that there were factors Involved with the offices that caused
burn -out. Fischer stated that he had problems with changing the roles. He
indicated that If the position of the Chair was a burden then the Chair
should share more responsibilities with the Vice -chair. Carlson stated that
she felt more comfortable with only one person In charge. Volk explained
that due to the scope of what the Commission does, it was difficult for her
to be Involved equally ina all areas of the wcr%. She stated That she did
not Involve herself In the School Subcommittee work because Of time
constraints. She also found that there was too much tlme spent on the
phone for Coc*,mission work during her working hours. Fischer stated that the
Vice -chair should do some of the things that a Chair did not have titre to
do. He also indicated that the purpose of the Subcommittees was to take
sc.me of the burden off the Chair. Volk responded that there was a definite
t[me committment on the part of the Chair to devote 3-4 hours a :week to the
work. Fischer Indicated that these factors should be considered by any one
who wants the positions of Chair and Vice -chair.
Staff/Committee Reports Housing Subcommittee
Fischer stated that the Housing Subcommittee will meet on October 4, 1989
at 7:30 p.m. 'ell IIle Hurd will submltt a draft of the new Fair Housing
Ordinance.
Carlson asked Hurd to elaborate on the $10,000 grant descrlSeC In his
report. Hurd stated that HUD has approved a $10,000 grant under the Fair
Housing Initiative Program. The grant will be used to revise the fair
housing brochure and poster to provide a spanish translation. 3oth Volk
and Carlson stated that they could refer people to assist wit~ ttie graphic
design and translation. Hurd stated that 33000 of the fun;,s is Budgeted to
create the brochure and poster. HUD requires that the CiTv ;rcvIde in -kind
services which will pay for the printing. The remainder z; .%.- funds wlII
be used to purchase a video recorder and TV. He will use ta,a; from HU'J
for outreach. He Indicated that one component of the prc•.ra is to provide

Hurd also reported that he processed three new complaints. Regarding
x89FH008, Augustus v. Thompson, a probable cause decision will be made In
October. Regarding §89FH013, Patton v. Ohr, a conciliation date has been
set for September 28, 1989.
Hurd stated that Attorney Jeff Ross, the attorney for the City of Evanston
In case §88FH040, City of Evanston v. ReMax Lakefront, et.al. has indicated
that the Commission should set a hearing date because there has been a
failure to conciliate. Thomas stated Ross suggests that the Commission
will need 3-4 evenings to handle the matter. Volk stated that It would
involve a 60 day cycle to allow time for motions and responses. After
further discussion the following schedule was determined;
Final date for motions - October 17, 1989
Date to receive answers to motions - November 1, 1989
Date for hearing on motions -- November 14, 1989
The panel members for D3BFH040 are Fischer, Rodgers, Volk and :loodworth.
Volk stated that the Commission should consult with Herb Hill.
Fischer stated that the second hearing is for case 71189FH009, Thomas v.
Thompson. Hurd stated that there needed to be an attorney appointed to
represent the City in this case. The hearing panel members are �ernann,
Donaldson, Johnson and Rucker. Donaldson and Johnson were asked to consult
with the absent Commissioners (Bermann and Rucker) to work out a date for
the hearing. Suggested dates were November 1 and November 3. Volk stated
that the panel will need to consult with Herb Hill.
School Stbccmmlttee
Rodgers reported that the District 65 has decided to work with the School
Subcommittee on school issues. The Subcommittee has developed a Core Group
which includes five Commissioners and five Subcommittee -embers for this
purpose. The Core Group will meet on October 2 at 7:33 p.m. at the Civic
Center. Eventually they will meet at the Board of Education with Carol
BIackweli- Curry and other staff. The five Commissioners in the Core croup
are Bermann, Carlson, Donaldson, Rodgers and Rucker. Rodgers also stated
that the scholarship proposal will be presented at the next Commission

She also indicated that they will work out the sponsorship with the PTA
Council and It will be publicized on the flyer which was passed around to
the Commissioners. In response to a question, Volk stated that the Forum
for School Board Candidates was suggested at the August Commission meeting.
She stated that It was decided to replace the October meeting with the
forum. Carlson stated that It gives the Commission a chance to 5e In touch
with local community organizations. Fischer questioned whether this effort
was really the type of outreach the Commission needed to do.
Staff Report Owen Thomas
Thomas reported that he had attended the IIIInoIs '.IunIcIpaI Human P.eIatIons
Association meeting In Champaign, IL. The association is planning for the
annual conference In 1990 which will be in Chicago. He stated that a
portion of the conference will be designated for Commissioners.
Thomas stated that he and Carlson gave a presentation to the 03wes PTA
regarding the role of this Commission since Its incepticnin 1958.
He further added that he has prepared the 1990-91 Bud,et for the Human
Relations Commission which will be presented to the Human Services
Committee on October 10, 1989. Thcmas requested that the Commissioners
attend this meeting as it will also be an ideal time to discuss other
Issues. The Commission has requested such a meeting.

Thomas Introduced Donald Spac, member of the Skokie Human Relations
Commission. Spac who is Jewish explained that he Is a candidate for the
District 65 School Board. The candidates were invited to the Professional
Women's Club of Evanston's meeting of October 9, 1989 which Is also the
date of Yom Kippur. Spac stated that he thought it -,ras an honest mistake
but when he contacted the the organization's Program Chairman, '1rs.
Salfanz, he was told that the date of the meeting woul; not be changes. He
then contacted Owen Thomas who discussed the matter with the organization's
President, flora Vasquez and was told that the date +could De changed. Spac
stated that he has received a letter from 'Dora `las:,uez. The letter stated
that the decision to change the date of the meeting was only pecause of the
health and wolfare of Salfanz. Spec stated that he was insulted by tie
insensitivity of the organization. Fischer asked Spac gnat he .wanted the

She explained that the harassment has Included unlawful entry and tampering
with property. She also expressed fear of the police who she has seen In
the area at the time of some Incidents. in response to a question Brenda
Huff stated that she has been Investigating t•ielman's complaints for some
time. Huff has talked to the neighbors about mediation but they have
refused. Huff stated that the neighbors feel that Nelman is breaking
zoning laws. Fischer Indicated due to the harrassment, the case should be
referred to Fair Housing. Hurd stated that he has discussed the
possibility of a fair housing complaint .with Heiman and Jur;cns but he also
suggests that they wait until the zoning variance is decided. Jurgcns
stated that she feels that the Issue of zoning variance is also a form of
harrassment by the neighbors, as well, because the zoning Issue has only
arisen since tdeiman began renting to ninortties. The Commission encouraged
Jurgens to file a fair housing complaint, notify the police of further
Incidents and notify the Justice 0epartrent's Cortmunity Relations Division.
She was also advised to keep a written report of all details concerning the
incidents. The staff was requested to discuss the matter with the Zoning
Board. The Human Relations Commission has previously requested that the
Zoning Ordinance be amended to comply with the Fair Housing Ordinance and
this case should be looked at In that prospective. Alderman Lanyon stated
that the Zoning Amendment Committee should be contacted concerning this
matter.

Subr.omittee/Staff Reports
Housing SUbcommIttee
Willie Hurd stated that the Housing Subcommittee met on November 1, 1989.
He indicated that they discussed revision of the Fair Housing Ordinance.
He will contact HUD concerning the application of the Handicap
discrimination provisions of the Fair Housing Amendments Act of 1988.
Specifically, whether or not this provision outlaws discrimination against
group homes and residential facilities which house handicapped individuals.
Regarding the non-sollcitation provision requirement, the Subcommittee
recommends that the Commission require only a general description of the
area sollcited In these reports. This decision Is based on a review of
staff time used to monitor solicitation activity; the subcommittee has
concluded that too much staff time Is devoted to this Issue.

Housing Willie Hurd
Hurd stated that during the past month, nine (9) fair housing complaints
have been flied. The conciliation agreement for fair housing case
089FH013, Patton v. Ohr represents the largest monetary settlement
(514,000.00) ever. Commissioner Woodworth asked how the staff decides
whether to concIIIate, request a hearing or take a case to court. Hurd
stated that staff does not make the decision. ConclIlation is mandated by
the Ordinance. A hearing Is necessary if the case cannot be conciliated.
The complainant can decide to go to court If he or she desires. The City
Manager decides in cases where the City take the respondent to court.
There was discussion on the decision to take ReMax Lakefront to court.
During the November 14, 1989 hearing for Fair Housing Case 088FH040, Clty
of Evanston v. ReMax Lakefront, Jeff Ross, attorney for City of Evanston,
stated that one respondent will be taken to federal court. Vice -Chair
Fischer stated that he Is surprised that City Council would take this type
of action without notifying the Human Relations Commission. In response to
questions, Hurd stated that the fair housing case 089FHO22, Melendez Y. Van
Horn, was under investigation and he expects that two of the nine new cases
will probably result In a hearing. Hurd also reported that he and Thomas
attended the CHRB meeting held on November 3, 1989. He will distribute the
Executive Summmery of the report "Race Relations in Chicago" to the
Commission. The full report Is available at the staff office. Fischer
suggested that the Commission invite the President of the CHRB organization
to a monthly Commisslon meeting or to a Housing Subcommittee meeting.
Volk stated that she had attended four (4) real estate Open House showings
last week and only one realtor gave her a fair housing brochure. She asked
what should be done about It. Hurd stated that he will send a reminder
letter to those firms who did not distribute the brochure.
Presentations Catherine Powers
Catherine Powers, Director of Property Maintenance gave a presentation of
the responsibilites of her department regarding overoccupancy. She stated
that the space requirements followed for the City of Evanston were
stipulated in the BOCA National Existing Stuctures Code, 1987. Occupancy
inspections are done on a complaint basis by her department Inspectors.
When they find overoccupancy, they send a notice to the Emergency
Assistance Department to let them know that a family will need assistance.
Powers stated that It was an issue when there was a large building where
many families were required to relocate. However, her ,evartment makes
decisions based on the BOCA codes and exact square foot measurements. In
response to a question, Powers stated that 13 out of 26 units at 810 Main
resulted in displacement. These units had been occupied by Hispanics.
Also Hispanics were displaced from buildings on Dodge Ave. because her
department condemned the buildings. Commissioner Bermann asked what
responsibility or liability do landlords have? Ms. Powers stated that the
landlord's responsibility Is total. The landlords are fined and taken to
court, but the tenants must reduce their numbers. In response to a
question from Commissioner Carlson, Powers stated that in the case
Involving the buildings on Dodge Ave., the landlords were taken to court

and they later sold the buildings. Fischer stated that the concern was
whether there has been differential treatment and disparate impact toward
Hispanics. Powers stated that there was strict enforcement of the codes In
all cases and there was no differential treatment. Complaints come from
all types of people who may remain anonymous. Her department must respond
to the complaints that are made. She also stated that the department does
area inspections. Powers indicated that the Emergency Assistance
Department could give demographic data on the landlords and persons
relocated on non -active cases. In cases of relocation, Emergency
Assistance has provided the security deposit or first months rent to the
families for a new location. Commissioner Rucker asked how would Powers
solve the problem? Powers stated that the larger Issue was one of
affordable housing in Evanston. Valk asked If there is a possibility that
codes could be used to displace "unwanted" people, I.e. people could report
only those cases where they personally dislike the tenants? Powers
answered that there could be a wide spectrum of motives, but, there was no
evidence that this happens. She stated that overoccupancy has become a
Issue In the last two years but they don't know why. Bermann suggested
that the Emergency Assistance staff should be invited to the next monthly
meeting to discuss demographic data. Volk thanked ids. Powers for her
presentation. Powers stated that she can be reached at anytime If there
were further questions.
Woodworth asked what was happening in the case of Elizabeth Neaman and Pat
Jurgens? Thomas stated that he has talked with Bob Rudd, Director of
Housing and Property Services. He has received documentation of the case
from Zoning Board of Appeals. The issue is that Neaman wants more tenants
to live in her house. She is required by law to obtain boarding house
status. Technically she Is In violation and has been given a court date.
While the motive of neighbors might be racial - due to Neaman renting to
minorities - the Zoning Code seems to be the Issue at hand.
Oakton School Sanford Stein
Sanford Stein Introduced himself as a resident of the south Evanston Oakton
community and Vice-president of the Oakton School PTA. He also introduced
Terri Shepard who is a Co -president of the Oakton PTA. Stein explained
that he had been referred to the Commission by Alderman Lanyon. He stated
that he wanted respond to the article In the Evanston Review which
Indicated that Oakton School has moved further away from the District's
Integration guidelines. He felt that this type of article brings out fears
In the white community. Stein stated that he specifically •moved to south
Evanston because he wanted his children to experience wn integrated school
and community. He has noted that the other whites in nis neighborhood have
been moving or sending their children to private schools. He started
meeting with a small group who wanted to promote support for Oakton School.
The group learned that the problem was a racial Issue. The growing number
of blacks at Oakton School made some whites afraid to let their children
attend school. Stein stated that for his child the Oakton experience has
been successful. He stated that It was possible that the school could
become a totally segregated school. Stein further stated that Oakton is an
excellent school and it was described in an article In the Reader as a

successful school. He Is seeking a committment from Institutions In the
city such as the Human Relations Commission to actively promote more
integration at Oakton School. Stein further stated that he wants to know
how black parents feel about the situation at Oakton. He feels that since
the community is already integrated, something should be done to keep the
school Integrated. Fischer asked why are people leaving the school? Terri
Shepard stated that some people live In the south Evanston because it is
affordable. Some families move because they can afford better homes, but
there are some white famlles who move because they don't like the Increased
black population. She felt that the article in the Reader was very
positive. She stated that It was the fault of the Evanston community that
the Evanston Review wrote a negative article about the school. She feels
that south Evanston has a bad reputation in relation to the rest of the
Evanston communities. Shepard stated that she Is content with the education
her children get at Oakton School In spite of the racial imbalance.
Yolk Indicated that the problem was a housing Issue because If the families
don't live there, they can't go to school there. Bermann stated that the
School Board thought they would attract more whites when they Instituted
the Math -Science Corridor curriculum in south Evanston schools. He
Indicated that It seems that no one wants to address the racial balance
Issue at this time. Carlson suggested that the Commission write a letter
to the Evanston Review and request that they respond to the Reader article.
Annie Austin, visitor, stated that she feels that if the quality of
education was not suffering, then the situation at Oakton should be left
alone. Rucker suggested that the Outreach Committee should meet at Oakton
School with parents to find out what the parents think about the situation.
Johnson moved and Carlson seconded that the first Commission meeting to be
held in the community should be be at Oakton School to discuss the issue.
The vote was unanimous. Rucker asked Stein and Shepard to assist the
Outreach Subcommittee In coordinating famlIles for this meeting. Yolk
thanked the visitors for attending the Commission meeting.
Schools Subcommittee
Commissioner Rodgers stated that the Core Group of the Schools Subcommittee
is working with Carol Blackwell -Curry on multi -cultural relationships.
They will hold a meeting for the entire Schools Subcommittee at a later
date. He indicated that the Subcommittee would like to propose a Spring
Banquet and Dance sponsored by the Commission for the purpose of raising
funds for a scholarship. The scholarship would be presented to a high
school student who exemplifies good human relations. Rodgers Indicated
that he will present a proposal for the dance and scholarship at the next
meeting.
Staff Repot Owen Thomas
Thomas stated that he has attended several meetings during the past two
months. He worked on an employment issue In which a female was terminated
and as a result faced relocation. Thomas was Instrumental in helping her

find another job which allows her to stay in Evanston and continue her
college education.
Thomas also stated that he was involved in a case concerning Builders
Square, which resulted In the transfer of the store manager.
Thomas further indicated that he has attended the meetings of two
grassroots anti -drug groups In Evanston. One group, sponsored by Second
Baptist Church is called the Ant I -Drug Task Force. The other, Save Our
Children, is headed by Wanda Reed of ETHS. This group will sponsor a
March Against Drugs on December 9. Thomas will give more information about
the march when it is available.
He reminded the Commission of the city-wide conference of the Evanston

Thomas also stated that Brenda Huff is currently working with the IIIInols
Municipal Human Rights Association (IMHRA) planning committee for the next
IMHRA conference to be held on May 9-10 at the McCormick inn In Chicago.
As a member agency, Commissioners are encouraged to attend.
He also reminded the Commission of the Third Annual Pancake Breakfast
co -sponsored by the Human Relations Commission and the Evanston American
Legion Post 142 to be held November 18 at the American Legion Hall. Thomas
asked the Commission to identify recipients for the proceeds. The American
Legion is desirous of giving this Commission approximately S2000 for the
needy.
Thomas further mentioned that he has been Invited to the Annual Senior
Citizen Thanksgiving Dinner sponsored by the Wild Bunch. The Wild Bunch is
a group of Evanston men who sponsor numerous positive projects for Evanston
residents ranging from grade school to Senior Citizens. The Dinner will be
held at ETHS on Sunday, November 19.
Thomas stated that the Human Services Committee is available to dlalouge
with the Commission at their meeting of November 20. Commissioners
Bermann, Donaldson, Johnson and Woodworth agreed to attend the meeting.
Thomas called the Commissioner's attention to the calendar of meeting dates
for 1990. Fischer moved and Rodgers seconded the motion to approve the
dates. The vote was unanimous. The dates for the upcoming year are:

Johnson stated that the open meeting scheduled for February, 1990 trill
focus on the racial imbalance Issue. It was moved and seconded that the
Commission hold an abbreviated meeting at the beginning of the open
meeting. The vote was unanimous. The Outreach Subcommittee wll coordinate
the open meeting at Oakton School to be held on February 28, 1990.
Nominatfng_Commlttge
Woodworth, Chair of the Nominating Committee placed the names of Mark
Bermann for Chair and Gwen Rucker for Vice -chair of the Commission.
Commissioners voted by a show of hands. The vote was unanimous. Woodworth
thanked the Nominating Committee for their assistance. Effective January,
1990, Bermann will serve as Chair and Rucker will serve as Vice -chair of
the Commission. Thomas thanked Volk and Fischer, outgoing Chair and
Vice -chair, respectively.
Volk stated that she will not attend the December meeting, therefore,
Fischer will chair that meeting. She Indicated that she has enjoyed her
term as Chair.
Frir Housing Activlty
There was consensus opinion that the Housing Subcommittee could speak on
behalf of the full Commission In future housing activities.
Thomas suggested that the Outreach and Education Subcommittee's open
meetings be used as a 1990-91 objective of the Commission. There was
consensus on the suggestion.

Evanston. Johnson stated that she was involved in efforts to help
those people displaced on Dodge Avenue and the major problem was
finding affordable housing. In response to a question, J. Thomas
stated that they did not keep a list of available housing because
such a list would always exhaust itself over time. She also stated
that the units that they find are for people who are displaced due to
condemnation. Technical assistance is provided to those people who
are displaced due to over -occupancy. This technical assistance

Owen Thomas reported on the December CHRB meeting. He stated the
Northshore CHRB has decided to produce a pamphlet similar to the
Evanston Fair Housing Brochure. He stated there was also a
presentation by Frank Williams of the Chicago Board of Realtors.
Thomas indicated that unless an ordinance i5 passed making it
mandatary to distribute the CHRB brochure, there 1s no guarantee it
will be distributed by the realtors.
