Staff Report: Mr. Ceplecha advised the Board that - Keep Evanston Beautiful has set January 28, 1989 as an open house at the Recycling Center to officially recog- nize and kick-off the plastic recycling program. Chairman Hriljac expressed concern about the delay because of time commitments made by the Committee for completion of this ordinance. A copy of B-A initial report is available from Chairman Hriljac. Recycling. - Chairman Hriljac advised the Board of two conferences dealing with recycling to be held in the Chicago area in the months ahead. Discussion followed as to who might attend these and which would be most beneficial. Staff was asked to inquire if a reduced rate would be available for Board members at the Packaging and Solid Waste meeting on March 8 and 9, 1989. Mr. Klosterman reviewed the status of the consultant's report and recommendation and failure of the Administration and Public Works Committee (A & PW) to act favorably on the report and their not presenting the recommendation to the City Council. He expressed concern because it appeared that implementation of the curbside recycling program would be delayed until surrmer or later and this would cast more money in the long run and make the program less effective. He suggested a letter or response to be sent. to A & Purl. Discussion followed on press coverage provided on this subject, the size and number of bins, should the work be done by City crews or a private con- tractor, the frequency of current garbage collection, how corposting would be included in such a program and the need for this program as soon as pos_k le. Dr. Frank roved that a memorandum be sent to the Administration and Public Wor,:s Committee, the Mayor, and all other Aldermen expressing the Environmental Control Board'ssupport of the con- sultant's recommendation and explaining the rationale of the rrcolrrnlendations. Se- conded by Mr. Hoyev. Motion passed unanimously. Mrs. Wollin expressed concern about jeopardizing receiving a State grant for Keep Evanston Beautiful from the Department of Commerce and Connunizy Affairs because of the delay in getting a curbside recycling program started. ke grant application used the April, 1989 date of si.arting up the curbside program and p,:licity for this pro- gram was a key part of the grant proposal. Water Issues - Mr. Hoyer read a response to the Board's inquiry to the Illinois Environmental Protection Agency (IEPA) about the permit request of Northwestern University to use lake Michigan water for air conditioner cooling. The Board had raised concerns at an earlier meeting and then in a letter to the IEPA about discharged cooling Crater with regard to discharged water temperature, pH, scale, and algae. Mr. Hoyer reported on his conversation with a representative of the IEPA and then a general discussion followed. Mr. Klosterman moved that Mr. Hoyer contact the City Water Department to advise them of this situation and the Board's concerns. Mrs. Zelewsky seconded. notion passed unanimously. Chairman Hriljac suggested that Mr. David Ramsey from the Pollution Control Board be contacted for additional input. Two slide presentations were presented to the Board so the nearer members who had not seen these before would become familiar with them. One ►•ras the slide program developed by Keep Evanston Beautiful and the second was the "You Can •lake A Difference" slide program developed by the Board some years ago especially for use in the schools as a training tool. Mrs. Wol l in commented that both programs are extensively used in the school programs. The next meeting of the Environmental Control Board is February 16, 1989. Mr. Hoyer moved that the minutes be approved as corrected, Mrs. Wollin seconded. Motion passed. Water Issues - Mr. Hoyer presented a report on his meeting with Northwestern University regarding their being issued an Illinois Environmental Protection Agency permit for use of the lagoon as part of their air conditioning system. A drawing of the lagoon and the proposed system were exhibited and described. He reviewed his discussions with University personnel responsible for this work and their answers to questions he asked. The Board was pleased to hear the favorable responses to alleviate the concerns they had earlier raised but a con- tinuing concern about algae was not satisfactorily addressed. The Board asked Mr. Hoyer to continue to pursue this concern with Mr. Sa-uel Harris, Project Engineer of the Physical Plant for Northwestern Univerrliy arV the Illi- Environmental Protection Agency in Springfield regarding the algae concern. He will report his findings at a future meeting and the Eoard will decide on ari appropriate course of action, if any, based on that report. Mr. Erbry indicated that as a regular attendee of the N—: tir7s, he , ..ild advise staff the next time this item was on the NMC avarl n: he would r rovi& the Board a report. 0.11 F. =GY: r.. r`•,q,13F, i Recycling/Solid Waste - Mr. Cecplecha passed out material that pertained to the collection of grass clippings as part of a lawn maintenance program and suggested that in view of the fact that lawn care reports indicate that collecting clippings isn't necessary and that since half of the household refuse in the summer months is grass clippings, perhaps the Board would want to consider a policy of not picking up grass clippings. Concern was expressed by the Board about what might ultimately happen to these clippings and the need for an extensive public educa- tional program. Additional discussion followed regarding a meeting in Deerfield regarding State legislation dealing with composting. Staff was asked to see if the Illinois Landscape Contractors Association had an official policy on grass clippings and their position on not picking up clippings. Ms. Wollin reported on a meeting on composting that is intended for individual homeol'm ers that is scheduled for February 21, 1989 at the Deerfield Library. She also advised the Board about her involvement with the League of Women Voters and their plans to interview Senator Berman on legislation regarding recycling and composting. Environmental Ordinance - fir. Hoyer advised the Board that there was nothing more to report at this time. A meeting has been scheduled for March 8, 1989. Recycling - tars. Wollin recapped the Administration and Public Wor's (A & Ple)) Committee's recent action in response to the Environmental Control Eoard's recent memorandum to A & N-1. A meeting of the A & PW co,,,,,ittee with all Aldermen being invited is scheduled for March b, 1989 at which tir-r- the con- sultant's report on solid waste and curbside recycling will be con-i;ered. Mrs. Wollin advised the Board that the Keep Evanston Beautiful (KH— ) Program had been advised that they had received a $5,000 grant from the State Gf Illinois. Since this amount is less than requested, the specific iter:s to be covered by this money has not yet been determined by the KFB board. One of tom- priority items for this money is for signs for refuse trucks to pro -ate c'u-tside recycling. The Board felt it might be appropriate to meet with the ne~r P,rbli,- ':.^rks Director in the future to discuss this ri;itter. Mr. Hoyer moved that the minutes be approved as corrected. Seconded by Mrs. Zelewsky. Motion passed. Pesticides: Mr. Fred Gullen, Parks Horticulturist, presented ra_erial to the Board on the Parks Departments use of pesticides and their posting pro- cedure. A memorandum was passed out that also explained what 4:as presented verbally. Mr. Hoyer asked about pre -spraying notification and discussion followed on this subject. Minutes of that greeting were also read for Mr, Hoyer followed up that meeting by requesting the quantity of chlorine at the discharge site anJ viewed the possible algae problem in the Lake. Seconded by Mr. Shevick. Motion passed unanimously. Mrs. Zelewsky questioned the Loyola University plans of expanding out into Lake Michigan and inquired if this might impact on Evanston. The consensus of the Board was that this wouldn't affect Evanston since they are sufficiently south of Evanston. Environmental Ordinance - Mr. Hoyer advised the Board of the Committee's recent meeting with Barton - Ashman on March 8, 1989. The Committee members commented on the meeting and all felt that progress was being made and that a report would soon allow moving to the next level -- preparation of the actual ordinance. The next meeting would be in April and the next report from Barton -Ashman is due in early April. Recyclina - Mr. Klosterman reported on the City CounciI's action of approving the Curbside Recycling Program. There are three concerns at this time which are 1. the educational efforts to be implemented for this program, 2. an anti- scavengering ordinance, and 3. the distribution of the recycling bins. After discussion it was agreed that Mr. Klosterman would contact Charnoaign and Naper- ville regarding their anti-scavengering ordinances and the City "anager's office would be asked to follow through on the other two items. Mr. Klosterman indicated it is now time to begin working on the larger apartment/ condominiums recycling program. I was suggested that the Board again contact Active Service and discuss this program with them. Chairman Hriljac advised the Board that Alderman Nelson had made a reference to the Environmental Control Board that concerned the purchase of land in an out- lying county for the purpose of dealing with landscape waste disposal/composting and the possible use of the same land for a tree nursery. Will County was spe- cifically mentioned because of the strip mine activity teat occurred in that area. A general discussion followed on landscape waste disposal and the problems associated with various disposal methods. Seconded by Mr. Klosterman. Motion passed. Chairman's Report: Chairman Hriljac presented a list of environmental bills submitted to the State legislature - some of which have not been assigned bill numbers. This was provided by the Illinois Environmental Council. it was agreed that the latest edition be obtained and that copies of that listing be distributed to the Board. Alderman Feldman was present for a few minutes and suggested that the Board consider a City ban on plastic packaging. The Board agreed to take this under advisement and will study this possibility since this is a serious environmental concern. Rec,yclinq : Mr. Klosterman presented information he had gathered on anti- scavengering ordinances. He read a memo he sent to City Staff with copies of the ordinances. The Board concurred that Mr. Dave Barber, Public Works Director should receive all of this material. Concern was expressed about Coca Cola's intent to introduce 15 ounce PET bottles in-63 the Chicrigo market to replace the one way glass bottle. Discussion followed on why these aren't recyclable and the inappropriate nature of this firm making such a charge. Mr. Klosterman moved that the Board write a letter to Coca Cola expressing concern and opposition to such a container. Seconded by Mr. Miller. Discussion followed about other groups who were concerned about banning existing plastics product use and possible legislation that may deal with this problem. Motion passed. Mr. Klosterman expressed additional concern about the lack of can recycling at the Civic Center and thoughtit would be desirable to write to the City Manager about this matter. It was suggested that this be a part of the specifications for future cleaning contracts. Mr. Klosterman moved that a memorandum be written to Joel Asprooth, City Manager, with copies to Max Rubin, Building OQerations Director; Dave Barber, Public Works Director; and Alderman Feldman, City Council Liaison. Seconded by Mr. Miller. Motion passed. Mr. Klosterman commented on bills adopted by State Assembly and the one bill dealing with the use of recycled paper by State office buildings. He suggested that the City of Evanston, too, should get involved in the purchase and use of recycled paper. The Board concurred with his thoughts and Staff agreed to write to the Purchasing Agent in an attempt to get the City to use more recycled paper. Mr. Klosterman urged the Board to take the next steps necessary to impliment the Solid Waste Plan developed by the Board to include larger apartments, condominiums, hotels, motels, restaurants, office buildings, and the retirement co-.munities within the City in the recycling of glass, cans, paper and plastic. Discussion followed on how this might be accomplished and Mr. Kloster —an suggested the Board begin by meeting with some of the key people involved with such programs at such institutions to learn ,that their problems would be with iFiplementing such programs. A representative from Active Service or another sector would be invited by Staff to join the Board at the I -lay meeting to discuss this area. Household Hazardous Wastes: Mr. Brown commented on major items discussed at their committee meeting and suggested possible ways and to what th, ECS should became involved or involve the City in a household ,4aste There are "lanv issues involved in such programs and sl-1 -`_o-� be a good point to begin. Staff indicated the on -going need to develop such a new ordinance. Mrs. Connie Floyd and Dr. Laura Wilbur have both individually indicated a continuing interest in this area. The Police Services Committee saw merit in the original proposal submitted to them but recommended various changes they saw were necessary. The Noise Committee needs to reconsider this item and make some decisions or take a stand on some decisions on how to proceed. It was agreed that a meeting on May 11, 1989 at 7:30 p.m. in the Civic Center for all interested parties would be scheduled. Staff will advise tars. Floyd and 0r. Wilbur. Staff provided notes of the discussions held by the Board members present. Staff Report - The Board reviewed the memorandum from t•1r. Ceplecha regarding the Inability to obtain a bin for paper at the Farmers Market. Discussion followed on the problem of paper recycling in the Chicago area at this time. Mr. Klosterman suggested that staff check with Valley Scrap to determine the possibility of re- cycling the paper received at the Recycling Center. Cori tree Repor.: . Recyclinq - Mr. Klosterman reported on the status of C:--v Cola's proposza use of plastic bottles which they claim are recyclable. He wrote to the firms listed as recycling this plastic. He reported on his findings and the Board discussed what would be an appropriate action and if ar crdinance should be considered. Discussion followed on the zoning districts and different types of noises such as auto alarms. Pesticides: Dr. Frank has a letter for Staff to type up to close out the one case the Board had reviewed. Water issues: Mr. Hoyer reviewed the situation with the Northwestern Lagoon and the Board concern about elevated lagoon water temperatures, pH, algae, and concern about Clark Street Beach. He presented to the Board a proposed letter to be sent to the Illinois Environmental Protection Agency with copies to seven different individuals. An explanation of the concerns was described in detail by Mr. Hoyer. Mr. Hoyer moved that this letter be sent as read to the Board with copies to the individuals indicated. Mr. Klosterman seconded. Motion passed. Environmental Ordinance: Mr. Hoyer described why this item is behind schedule but expressed his belief that the work of Barton -Ashman is now what is needed, is moving along, and will be useful when it is received. A section dealing with the ordinance review has yet to be written as part of this item. Mr. Klosterman expressed his concern and the apparent need to have a staff person eventually that would administer this ordinance. Radon: Additional reports were received from the radon testing performed earlier in the year and these results should be added to the master list that has been developed. No individual radon monitor recorded a level greater than 4.0 _ the level at which additional testing and/or action is recommended. An article from the New York Times was presented by Mrs. Zelewski that dealt with radon and the hazards with central air conditioning. Discussion followed on how the Board might proceed on this item with regard to the community. The consensus of the Board was to proceed making some educational material available to the community but that the distribution /sale of monitors, etc. isn't indicated as necessary. Linda Lutz provided information about the Evanston Environmental Associationt Environ- mental Fair to be held July 9, 1989 Mr. Klosterman again mentioned the concern of the Recycling Corwittee about the use of recycled paper by the City and the recycling of the cans that find their way into the refuse each day.
