The meeting of the Evanston Civil Service Commission was called
to order by the Chair at 7:40 p.m.
The Commission adjourned into Executive Session, upon unanimous
vote, to discuss personnel matters.
The Commission reconvened into public session at 10:45 p.m.
to announce the addition of Edwin H. Benn to the list of Hearing
Officers.
The meeting adjourned at 10:55 p.m.

The meeting of the Evanston Civil Service Commission was called to
order at 6:35 p.m. Chairman Barr expressed the purpose of the meeting
was to hear final oral arguments in the case of Biars Davis, Jr., and
explained the procedures to be followed. The assistant Corporation
Counsel, representing the City in this matter, made a motion to the Chair
to extend the time allowed for oral arguments by 5--10 minutes due to the
complexities in the case. Mr. Wroblewski, representing Officer Davis,
expressed no objection; the Chair ruled that an additional five minutes
would be allowed.
The Commission then heard final oral arguments. At the close of
oral arguments, the Commission unanimously voted to move into Executive
Session for deliberation; the Commission did so at 7:40 p.m.
The meeting adjourned 3t 10:05 p.m., with the: Com.:.i-46ijn to have
a written order in this matter at their April 5, 1989 meeting. Staff
was directed to communicate this to all parties concerned.

The meeting of the Evanston Civil Service Commission was called to
order at 7:25 p,m. The Findings and Decision In the Matter of Charges
Against Biars Davis, Jr. was read by Commissioner Zacharv. Chairman
Barr asked for a motion to approve the Findings and Decision; Commission
Zachary so moved; Commissioner Clark seconded, and the Commission unani-
mously approved the Findings and Decision. Staff was directed to send
copies of the Findings and Decision to Mr. Davis' attorney and other
parties as appropriate.
The Commission then approved the minutes of the January 10, 1989 and
March 21, 1989 meetings.
For personnel matters, Chairman Barr called for and received
unanimous approval, to adjourn into Executive Session, at 7:40 p.m.
The Commission adjourned at 10:40 p.m.

The meeting of the Evanston Civil Service Commission was called to
order at 6:35 p.m., for the purpose of hearing final oral arguments in
an appeal of a suspension brought by James Keaty.
The Commission approved the minutes of the November 2, 1988 and
April 5, 1989 minutes.
Final oral arguments having been concluded, the Commission adjourned
into Executive Session with a unanimous vote at 7:35 p.m.
The Commission reconvened in open session at 9:38 p.m., and on unani-
mous vote, approved the following decision:
This matter having come before this Commission on the appeal
of Firefighter .Tames meaty from a thirty ^-,_hour-dut,.
suspension, and the Commission having considered the testimony
and exhibits presented to the Hearing Offi.:er, including
evidence that Firefighter Keaty had received favorableper-
formance evaluations, and also having considered the gearing
Officer's Report and Recommendation dated ?larch 31, 19-",
in which a reduction to a suspension for five
days was recommended, and the final arguments of c�'1.se_ _n
this appeal.
The Commission finds that the evidence establishes tnat
Firefighter Keaty disobeyed orders to report for lig-: du:y,
and that his violation was a serious one that warrants dis-
cipline. The record supports the Recommendation of t::e
Hearing Officer, which is hereby adopted. The Direc:c: :.
Personnel is hereby directed to take such steps as are_ neces-
sary to implement this decision.

Upon unanimous vote, the meeting adjourned into Executive Session to
discuss personnel matters.
The Commission re -convened in open session at 7:40 The first
matter was the reading and unanimous approval of the F4.::c:a7s and =ina1
Decision in the matter of Biars Davis, Jr. The second =.._.er was final
oral arguments in the matter of Phoebe Bradford.
Having heard final oral arguments, the Commission :erred in Executive
Session at 8:30 p.m., upon unanimous vote, to deliberate _.. the -latter.

to order at 7:30 p.m. The minutes of the June 14, 1989 meeting were
approved.
The Commission read and unanimously approved the Findings and
Decision in the matter of Phoebe Bradford. A signed copy of the
decision was given to Mr. Flaxman, attornev for its. Bradford, at
that time.
The Commission, upon unanimous vote, adjourned :::to Executive
Session to discuss personnel matters at 7:45 p.m.

hear final oral arguments on the case of Dwayne Young. Fllowing
the completion of oral arguments, the Commission again adjourned into
Executive Session for purposes of deliberation on the zase at 9:00 p.m.
The meeting adjourned at 11:00 p.m.

The meeting of the Evanston Civil Service Commission ::as called
to order at 7:15 p.m. The minutes of the August 17, 1959 meeting
were approved.
The Commission read and adopted teh Findings and Decision in
the case of Dwayne Young. Staff was directed to distribute the
decision to appropriate parties. Mr. Hill, attorney representing
the Fire Chief, was given a copy of the decision. No representative
of Mr. Young was in attendance, although notice had been given,
and a copy is to be mailed.
The Commission adjourned into Executive Session at ':20 p.m.
to discuss personnel matters.
