The meeting of the Police Services Committee was convened at 7:45 p.m.
by Alderman Bleveans in room 2402 at the Civic Center.
The items do not necessarily reflect the order in which items were

Item I. - Minutes
The minutes of the November 17, 1987 meeting were reviewed and accepted.
Item II. -- Communications
4 The Committee reviewed the budget option regarding the Animal Shelter
Coordinator. This option was not included in the proposed budget.
After reviewing this option, the Committee felt it was an area that
needed additional assistance. However, the Committee felt the option
was costly. The Committee recommended that Chie: Jacobi noci:y the
option from a full-time coordinator to a part-time position. The
Committee indicated that the part-time position would be a more cost
effective way to improve staffing for the Animal Shelter. H_^.erman
Rudy agreed to present this modified option on the Commcehalf
at the Saturday budget hearing on ,January 23, 1986.
The Committee reviewed fifteen citizen letters and one aware. The
Committee requested that these items be sent to all Council members.
Alderman Morton congratulated the Department on these items.

Charges: Theft
Accused: W/M 34 Years of Age
Youth Officer
Summary: The complainant alleged that the accused officer
took $120.00 USC from him at the time of the
arrest. The officer denied the allegation,
indicating the complainant never had any money.
The complainant refused to participate further
in the investigation therefore it was classified
as unresolved.
Disposition
by Chief: Unresolved.

Complainant: H/M, 28 Years of Age
Charges: Unnecessary Force
Accused: W/M 26 Years of Age -Uniformed Officer
Summary: The complainant alleged that the accused officer
kicked him after the officer escorted him from a
building. The accused officer had been called
to the premises where the complainant was causing
problems. The victims requested that the
complainant leave and the accused officer
escorted him out. The accused officer denies
kicking the complainant.
Item IV. - Other Business
• Chief Jacobi informed the Committee that the Department was able to
secure several cages at the Animal Shelter for Pit Bulls for urcer
$200.00.
• The Committee reviewed new meeting dates in order to avoid conflicts
with other meetings. The Committee decided to change to the Is,:
Thursday of each month starting in February.
• Alderman Korshak commented on the current proposal for additional
parking enforcement officers at a cost of approximately S40,000 per
person. He felt this cost was high and included a vehicle. He felt
the parking officers should walk. Also, Alderman Korshak: ment`_oned
that he plans to suggest that when new parking meters are ordered trey
include a five minute delay feature. The five minute period .iould be
a grace period which begins after the meter expires. A-_c.'ket would not

be written until the five minute period is over. Alderman
Korshak felt this grace period would help to minimize complaints
from violators about parking enforcement officers writing tickets
as soon as the meter expires.

demonstration of the Police Information Management System (PIMS)
which is the Department's automated record keeping system. Mr.
Mile demonstrated all the facets of the system.

show proof of any damage.

conduct of some officers in reference to attendin4 to private business
matters while on duty. The Chief indicated that ~e :jas already v,orking

Item IV. - Other Business
Laura Wilbur, Ph.O., Professor of Audiology, Northwestern University,
gave a demonstration of decibel levels that are referred to in the
proposed ordinance, e.g. 60, 50, and 40 decibels. Ms. Wilbur
provided the Committee with a decibel level scale ranging from 0
through 155 decibels with the associated source. The Committee
questioned the reasonableness and practicality of the decible levels
as stated in the ordinance after hearing the demonstration.
Mr. Mike Weston, resident as well as a lawyer for Northwestern
University, raised some critical concerns in reference to the
proposed ordinance. Some of his concerns are summarized as follows:
@ The ordinance failed to deal with, or exempt transportation
facilities, e.g. "L" train, trains, or airplanes.
• The ordinance established one set of noise thresholds for the
whole city, and did not consider the noise levels for the
different areas of the City.
r The Ordinance did not recognize special noise levels considerations
for such events as parades, atheletic events, 4th of July, outdoor
concerts, etc.
a Mr. Weston indicated running his new lawn mower could violate
the ordinance.
r In reference to filing a complaint about noise in a particular
room, the ordinance was not clear as to whether a person had to
close the windows in the room before being able to file a
complaint about excessive noise in the room.
Mr. Weston indicated that the noise levels may not be fair in
respect to the different type of building construction. A
poorly constructed house may bear noise differently from a well
constructed house.
After hearing 1•1r. Weston's remarks, the Committee requested that the
Environmental Control Board take another look at the proposed ordinance
in view of its applicability and enforceability. Ms. Donna Hriljac,
Environmental Control Board, was present at the meeting and accepted
the Committee's request.
However, the Committee agreed to amend the current, ordinance regarding
the auto alarm provision to four minutes. Alder7an K evr,ans indicated
that he would initiate the change.

• Seven citizen letters were reviewed.
• Alderman Bleveans discussed the amendment to the noise ordinance
reflecting a change in the motor vehicle alarm section restricting
audibld signal operation to four (4) minutes. Alderman Bleveans
stated he would present the amendment at the next Council meeting.
The Commitee approved a motion to present the amendment to Council.
• The Internal Affairs Bureau Quarterly Report was reviewed and
highlighted by Chief Jacobi.

which resulted in a fracture to her wrist.

Discussion was initiated on a proposed ordinance prohibiting dogs to go
on or be upon any public playground or public park within the city.
• Alderman Rainey indicated that such an ordinance would be
responsive and a reaction to poor owner behavior.
a Alderman Drummer expressed concern in the area of over regulation
and felt feedback from community was needed.
• Chief Jacobi indicated that enforcement of a dog ban would be easier
enforced than the current dog litter controls.
f Chief Jacobi also advised that the Park Rangers are currently being
utilized in this area of enforcement.
• Citizen participation in the meeting included neighborhood reaction to
the dog litter problem and reference to other municipalities in the
area currently utilizing a dog ban in public parks.
• Discussion reflected that it would be more appropriate to amend the
current ordinance rather than proposing a new Dog Ban Ordinance.
Alderman Bleveans requested that a draft amendment be prepared and
available for the next Police Services Committee meeting on July 7th,
1988. He further requested that a memo be prepared and sent to the
City Council in time for the June 13th session so that both the aldermen
and public, will be aware of its consideration on July 7th. The memo
would advise of the proposed amendment and request participation at the
next Police Services Committee meeting.
Deputy Chief Frank Kaminski was asked to present highlights from the
Evanston Police Department "Summer Plan". Chief Kaminski explained the
plan and the participation of various police department elements in that
plan.

s Ten citizen letters were reviewed.
w Alderman Bleveans explained the process by which an alderman makes
a suggestion on a possible ordinance, or ordinance amendment. He
then requested community feedback on the Dog Ban Amendment.
• Thirty -trio persons in attendance requested the opportunity to voice
an npinion on the amendment being considered by the Committee.
a All thirty-two persons voiced disapproval of the amendment.
e Alderman Korshak indicated he was opposed to the amendment. He also
advised that he felt the meeting was an excellent coportunity for
members of the community to voice their opinion and take part in
community affairs.
• Alderman Rudy advised that the Committee v,as just hearing the opinions
of responsible dog owners, but also had to consider the rights of those
in favor of the ban. He explained the aldermen's responsibility to
attempt to mediate the conflict between people having opposing points
of view an an issue.

• A vote was taken and a three to 0 outcome resulted in a decision
not to go forward with the amendment. Alderman Korshak made the
motion seconded by Alderman Rudy.
• Alderman Bleveans requested that persons interested in forming a
Citizens Committee For the purpose of making recommendations in regard
to park usage and animal restrictions, sign up after the meeting.

Item IV. - Other Business
Alderman Rudy advised that he gets weekly calls about lake front park
problems which include late night and early morning noise from swimmers
and boat users.
s Alderman Rudy also suggested that Public Works and other Departments in
the City review the problems in the parks and determine what action
could be taken.
• Alderman Korshak indicated he felt the Park Rangers should be under the
direction of the Police Department rather than Recreation. He asked if
the Rangers had any training conducted by the Police Department.

• Alderman Rudy asked about the progress of the Park Usage and Animal
Restriction Citizen Carmittee. Alderman Rudy's concern was for possible
dog restrictions in areas such as Tot Lots, School Playground, etc.
Alderrmn Bleveans indicated the carmittee was progressing in the area of
organizing and that he would toll and determine their status.

legal space. The officer directed the
canplainant into the station where he allegedly
yelled at the carploinant and issued him two
traffic tickets.

Sum-ary: The carplainant who is an Evanston police officer
on suspension was stopped by the accused officer
at Oakton and Callan. The carplainant indicated
he was walking to the "El" when stopped and
searched for no apparent reason. The accused
officer stated he observed the carplainont vulking
with what appeared to be a pistol holster hanging
from his belt. The officer indicated he knew the
ca-rplainant to be a suspended policaran, who while
under suspension, was forbidden to carry a gun.
On closer examination, the officer found the holster
to contain a knife.

At Aldermmn Korshak's request, a report was prepared by Chief Jacobi

• The Chief addressed the reference made to the Police Services
Committee regarding departmental procedures dealing with
Northwestern University Department of Public Safety by
presenting the Department's Standard Operating Procedural
Manual on this topic. The Committee will review this and
address it at the next meeting.
• The panhandling reference was discussed. Alderman Rudy
presented some information which he requested to be discussed
at the next meeting.
• Mayor Barr addressed the Committee regarding her reference
on Drugs and Alcohol. She requested that the Police Services
Committee review current ordinances and laws dealing with drugs
and alcohol in order to determine if these are adequate. In
addition, she requested the Police Services Committee examine
the enforcement practices regarding alcohol and drugs, specifically
on parental responsibility, minors orinking, ,i;,jor license
establishments sale to minors, teenage drink,,rg a* fraternity
houses, and sale of drugs at the hign school. C.erall, the
Mayor commissioned the Police Services Commit.e;--- .o see what
currently is available and what we need in ❑rcee address
these areas.

• Chief Jacobi presented a report to the Committee reflecting comparison
data regarding the Index Crime Rate and Law Enforcement Employment Rate.
• Alderman Bleveans presented a draft memo to be presented to the Mayor and
City Council. The memo was in response to Mayor Barr's State of the City
request in regard to drug -related problems within the City. The memo
addressed ordinances, and policies, extent of enforcement and a recommendation.
• Alderman Korshak indicated that added attention on the drug enforcement area
was urgent, However, it may be appropriate to think of a long term solution.
a Chief Jacobi explained the importance of the vice and function. Vie
indicated additional manpower would lead to more frequent liquor inspections
also. He advised that drugs also affect other crimes.
a Alderman Korshak requested that a future meeting look over the concerns of
offender court dispostions regarding offense reduction and discharges.
Alderman Korshak requested statistical data for the rr::ew.
