Robert Barr Nathan Clark Nancy Segal Others Present: Robert DiLeonardi, Attorney for the Civil Service Commission Noel Wroblewski, Attorney for Combined Counties Police Association Kathleen Brenniman, Assistant Corporation Counsel, City of Evanston Ernest Jacobi, Police Chief Staff Present: Judith R. Witt, Secretary to the Civil Service Commission, director of Personnel Presiding Official.: J. Robert Barr The meeting was called to order at 6:30 p.m. Chairman Barr stated the purpose of the meeting to hear final oral arguments in the appeal of Kenneth Kutella, and the process to be followed. Final oral arguments in the matter were presented by Ms. Brenniman and Mr. Wroblewski, with questioning by the Commission. Following completion of arguments and questioning, the Commission convened in Executive Session upon unanimous vote, for personnel matter discussion, at 7:20 p.m. The meeting re -convened in open session at 8:15 p.m. Chairman Barr announced the decision of the Commission would be announced at a special meeting of the Commission, to be scheduled. The meeting adjourned at 8:20 p.m. Respectfully submitted, Judith R. Robert Barr The meeting was called to order at 7:30 p.m. Chairman Barr announced the purpose of the meeting, to announce its decision in the appeal of Kenneth Kutella. The Commission having read the decision, Mr. Clark moved and Ms. Segal seconded, that the Commission approve the Findings and Decision in the Matter of the Appeal of Kenneth Kutella; voting aye: Barr, Clark, Segal. Motion passed, and staff directed to take necessary action to implement their decision. That decision is attached and hereby incorporated in the official records of the Civil Service Commission. Wroblewski, Counsel for Combined Counties Police Association PRESIDING OFFICIAL: Nathan Clark The meeting Was called to order at 7:00 p.m. by Nathan Clark, acting as Chair in the temporary absence of Chairman Barr. The minutes of the December 5, 1990, February 13, 1991 and March 13, 1991 meetings were approved. By unanimous vote, the Commission adjourned into Executive Session to discuss personnel matters at 7:05 p.m. The Commission re -convened in public session at 7:45 p.m., to _ hear final oral arguments in the appeal of John Martin. Mr. Clark explained the process to be followed, and final oral arguments were presented by Mr. Wroblewski and Ms. Brenniman, with questioning by the Commission. (Mr. Barr arrived at 8:00 p.m., and assumed the Chair.) Following completion of arguments and questioning, the Commission convened in Executive Session upon unanimous vote, for personnel matter deliberation and discussion at 8:30 p.m. The Commission reconvened in public session at 9:10 p.m. Commissioner Clark moved, with Commission Segal seconding that the advisory decision of Hearing Officer Narko be sustained.
