Vice -President; David Ransford,
Treasurer; Jack Weis, Secretary;
Neal Laatsch, Alberta Lauterbach,
Jean Ramsey
BOARD MEMBERS ABSENT: None
STAFF MEMBERS PRESENT: Linda Lutz
OTHERS PRESENT: Jay Corbett, Barbara Corbett
Josh called the meeting to order,at 7:30 PM.
vishilMolumP
Josh invited Jay Corbett to address the Committee.
Jay gave a brief history of his 15 year association with the
community garden site along McCormick Boulevard. He stated that
he is concerned about the direction the gardens are taking. His
concern is that there are no solutions to present problems at the
garden site. Basically the problems are:
1. Gardeners are not prescreened at registration to determine the
type of quality gardener they will be.
2. McCormick Garden has lacked an official site coordinator (a
role historically assumed by one of the gardeners) for the past 2
gardening seasons.
3. "Abandoned" gardens are left to go to seed.
Josh thanked Jay for bringing theso concerns to the attention of
the Committee. The Board wants the garden program to go well,
however as a public program preJudgement of Qardeners is not a
policy endorsed by the Board. adatesuggested insteadden a greater
ater
commitment to enforcing planting
directed staff to monitor enforcement of garden rules.
Discussion on the garden site'*coordinator (historically a
volunteer gardener) concluded that McCormick Garden needed a''site
coordinator. The Board directed staff to seek an individual who
has a demonstrated committment to productive gardening, knows the
garden site, is respected by and gets along well with other
gardeners to fill this position. Other garden sates will be
treated on an individual basis concerning the need for a site
coordinator.
Concern for the abandoned plots issue focused on the weed.seed
dispersion to other garden plots and the aesthetic features of
the overall garden site. The Board directed staff to enforce
planting policies, and rototill gardens that get out of hand.
Orientations for new gardeners will 'be held to make sure
gardening policies are clear.
Nominating Committee Report
Shelia reported that the nominating committee had the following
slate of officers for 1990:
President . Josh Orlan
Vice -President: Shelia Davis
Treasurer . David Ransford
Secretary Jack Weis
Shelia moved that the slate of officers be approved. Jean
seconded the motion; the Board voted and approved the slate.,',
Education Long Range Plan
The first draft of policies and philosophies for educational
programming have been completed. The revised version will be
available for Board review.
Ralph Melin Memorial
Linda discussed with Oscar Chute. Oscar suggested naming a
walk, erecting outside signage, and supported the idea of an
indoor exhibit on the Arboretum/Landscape Architecture/Ralph
Melin. The Board directed Linda to find out details regarding the
outside signage.
Working -Plan for Subcommittees
Josh recalled that the Executive Service Corps recommended that
each Board member have an area•of responsibility. This would be
an area which each person would work on between scheduled
meetings. This committee structure is essential ir. order to grow
as an organization. Alberta pointed out that responsibility does
not mean you have to do it alone; you .can go outside of the Board
to solicit help with responsibilities.
Shelia will take over responsibilities for the history of the
LAC/EEA and Jack will be the Board's representative regarding the
care/maintenance of the'Arboretum as is pextains.to the Ecology
-'Center.
Committees will make reports at each meeting
• h

received the year end contribution from the EEA.
Ladd Arboretum 30th Anniversary
The Board discussed plans for the 30th anniversary of the Ladd

Community Gardens
New gardeners to the program will have their plots rototilled
prior to planting. New gardeners will also meet with the Garden
Coordinator.
The McCormick site needs to be cleaned up. A clean up day is
planned for Earth Day. The corner shrubbery will be moved so
mowers will be able to reach most of the corner. Gardeners will
be asked to remove all plastic bags as we have received a number
of complaints regarding the overall look of the gardens.
The James Park Garden area is being proposed as the location for
the City composting site. The proposed plan would require
relocating about 50 plots. The City would provide a relocation
site for the gardens which is proposed to be at the east end of
the existing gardens. This will be reviewed by the Administration
and Public Works Committee before going to city Council.
Garden Council Site Improvement Plan
Jack is reviewing old landscape plans for the area around the
Ecology Center. The Garden Council is willing to do some
beutification funding. Jack, will be working on a 5 year
improvement plan for the 3 corners of McCormick and Bridge
streets.

Linda reported that the Environmental Education Assistant
position has been filled. Caroline Newman joined the staff at
the end of February.
Linda was involved in the recent Our Town- Evanston program on
recycling. This program is on Evanston cable TV. Evanston
cable TV will also be doing a program on the Ecology Center's
Earth Day programs, and one on the 30th anniversary of the Ladd
Arboretum.
Irene Gregory brought to the Board's attention an idea that is an
alternative to a grass lawn. She mentioned demonstration cover
crops such alfalfa and clover that can be planted, grown, and
then turned under at the and of the season. This would be an
alternative to grass and grass clipping wastes.
Evanston Environmental Association
Membership Campaign
The initial informational mailing was mailed February 7th. About -
50 Earth Day surveys were received from this mailing. The second
part of the mailing is scheduled to go out in the next week.
Memorial Sign
The Board discussed several alternatives in signage and decided
that an annodized aluminum type sign might be the best
alternative for a sign for Ralph Melin. Linda will check
details. The Board suggested contacted Oscar Chute regarding the
wording of the sign.
Fish Boil
The Board reviewed the Fish Boil fundraiser. The Board suggested
that in terms of generating more money it would be wiser to
upgrade the Fall Flower Sale. Other alternatives will be
discussed during the upcoming ESC fundraising seminar.
The next meeting of the LAC/EEA will be Thursday, April, 5th at
7:30 PM. An Investment Committee meeting will be held at 7:00

The Board discussed the plans for the 30th anniversary
celebration. Alberta suggested we ask the Mayor to officiate.
Josh will contact Mayor Barr and see if she will participate.
Shelia will check to see if we can get KEB members to volunteer
on June 10th.
Shelia reported that she had checked with Evanston Photographic
studio and found some old photos dealing with the Arboretum.
Contact sheets are being printed to verify people and places.
Dave volunteered to check to see if the bank would fund the
Photographic history of the Arboretum exhibit.
Josh will contact Don Wirth to discuss funding of the anniversary
event. Pioneer Press may be interested.
Linda reported that Delia Rae Stack, Ralph Melin's daughter will
be developing the copy for the memorial sign. Linda will
continue to work on the sign and finding a fabricator.
A new Arboretum brochure will be developed to be completed in
time for the celebration. Ecology Center staff will develop the
copy and send to a graphics artist for design.
Lbng Range Planning
changes in the long range plan were discussed. It was the
consensus that #1 in the policy section was not necessary and the
other policies could be addressed in a different format. Alberta
moved and Dave seconded a motion to accept the long range plan
mission, philosophy, and policy sections as ammended. The Board
phased the motion.
With the policies in place, staff will begin to work on program
strategies and objectivoa.
Earth Day Programs
The Ecology Center staff will be conducting programs in the
schools and at the Arboretum. A composting workshop will be held
on April 21st and the 28th will be a day long Earth/Arbor Bay
Celebration.
Triennial Review
Human Services Committee will be reviewing the LAC. Josh is
reviewing the form and will develop content with Linda.
James Park Garden
Part of the James Park Garden will be developed as part of the
leaf composting site for Evanston. The City has agreed to
provide a new space for the 50 gardens that will need to be
relocated; most likely near the remaining 50 garden plots.
The Board recommended that a fence be placed around the garden as
vandalism has been a problem. The City will be prepare plots
that have soil acceptable for gardening. Firm plans will be
developed after City Council has approved the composting program.
Miscellaneous Business
In late March the Ecology Center was burglarized; this was the
second break-in in 1 1/2 years. Interior and exterior glass was
broken and money taken. A police report was filed. The Board
will discuss security measures at the next meeting.

Investment Committee Report
Dave reviewed the current EEA portfolio. lie suggested that when
the next investment becomes due in May, it should immediately be
reinvested while the rates are still good.
Monies for the year end payment to the City were taken from the
Fergusson Fund. Dave reminded the Board that the by --laws state
that 5% of incoming funds should be deposited in the Fergusson
Fund. This policy insures that the Fund will grow.
Membership Campaign
The Board discussed the return rate on the direct mail campaign.
At present we have a 2 % return which is above average, but only
represents 40 new memberships. Memberships are still coming in
from the mailing.
The Board mentioned that targeting the list better might be
helpful for the next time. Linda reported that the costs of the
mailing, including the printed materials materials really
equaled the incoming membership money.
Executive Service Corps
The. Fundraising Seminar sponsored by ESC will begin in May.
Shelia, Jeanie, and Linda will attend the first session.

1. Ecology Center Budget
The Committee reviewed the proposed budget for the Ecology
Center and approved the proposed budget be sent to the City
Manager. The Ecology Center meets the proposed City budget
guidelines.
The LAC recognized the general City budget problem and looked
hard at ways to be a part of the solution. The LAC examined the
fee and revenue structure for the Ecology Center. By increasing
fees and expanding programs and marketing efforts the Ecology
Center could raise more revenue. In the proposed budget
revenue increases would amount to $3,000 or 4% of the budget.
With increased fees, the City support portion of the budget is
reduced 4%, or $3,000, from the FY 1990-91 appropriation.
The Board recommended as part of the change in fees, the
elimination of the senior discount for community garden rental.
Currently seniors pay $10 - $11 for the February through November
plot rental. Gardeners receive mulch, compost, manure, wood
chips, and a watering source for their rental fee. The Committee
thought these services are well worth a $20 - $22 yearly rental
fee.
The LAC questioned the necessity ot.' having 2 budget elements; 741
and 743. They suggested that for ouch a small operation it might
make more sense to collapse the two elements into one. Linda
will investigate this possibility for the 1992-93 budget.
2. Triennial Review
The Triennial Review of the LAC by the Human Services Committee
was submitted in July 1990. The Board reviewed the final copy
and will wait for feedback from the Human services Committee.
3. Board Guidelines
A copy of the Guideline for Citizens serving on Boards•
Commissions. and Committees was sent to Board members. The LAC
discussed and will review the packet.
4. James Park Garden
Linda detailed the current plans for the City compost site at
James Park. This year's plan will not relocate any of the James
Park gardens. Public Works will access the size and volume of
leaf composting this fall and see if the space is adequate for
composting the City's leaves.
5. Ecology Center Entrance Landscape
The Garden Council. of Evanston has indicated an interest in
improving the landscaping around the entrance to the Ecology
Center. Jack will be drawing up a basic plan that will be serve
as a long term plan. We will be able to complete the project in
several phases.

Ladd Arboretum Committee
Josh told the Board that he had just sold his home in Evanston
and would no longer be able to serve on the LAC. The Board
expressed their regret and thanked Josh for his service to the
LAC and EEA. The Board noted that Josh had been responsible for
the new logos for bath the LAC and EEA. The Board passed a
resolution of thanks and gratitude to Josh for his service.
The Board discussed the election of a new president. Alberta
moved, seconded by Dave, that Shelia be nominated for LAC/EEA
president. The Board passed the motion.
Budget Priority Process
Shelia explained the budget priority process. She reported that
October 6th, a sub —committee of the City Council would review all
City departments that were not considered essential services.
Each department/service would be given an A, B, or C rating. The
significance of the rating will be determined at a later date.
There will be a public hearing on the subcommitte's ratings on
October 17th. Shelia and Linda will attend for the Board. The
regular budget review hearing by the Human Services Committee
will take place on October 22nd.
Human Services Committee
The Board discussed their relationship with the Human Services
Committee. Alberta suggested that it would be appropriate for
the Board to host the Human Services Committee at a social
funcion at the Ecology Center. This would be an opportunity for
the Committee to see the site, and view facilities, programs, and
services. Linda will check with Jay Terry to extend an
invitation and set up time.
Halloween Open House
Linda reported that sign-up for the Halloween Open House is going
well. The nature oriented Halloween Hike is expected to attract
over 200 participants.
Bird sanctuary
The Bird Sanctuary section of the Arboretum is overgrown.
Ecology Center volunteer, Debbie Killion, has weeded, replanted,
and wood -chipped the area. The fountain was repaired by Building
Operations earlier in the summer. Linda will investigate
replacing the signage.
Board Vacancy
In discussing the Board vacancy the Committee would like to spend
the next meeting assessing the strengths and skills of the Board
and see what skills may be lacking. By looking for a Board
member who can add depth to the Board, the Board will be stronger
and more effective in its responsiblities.
There being no further business for the LAC, the LAC portion of
the meeting was adjourned.
Evanston Environmental Association
Investment Committee Report
Dave reported that the Investment Committee Meeting resulted in
the following:
1. Reduce the amount of EEA restricted holdings by $2000. In
reviewing the records past obligations have been met. The $2000
will be transferred to the Fergusson Fund fulfilling the
guideline of putting 5% of EEA program revenues into the Fund to
insure growth,
2. The EEA cash reserves are quite high and will be reduced to
$30,000 in order to maximize interest earnings.
3. Dave will investigate converting some shorter term investments
to longer term/higher yield investments in order to increase
investment income.
Fall Flower Sale
Linda reported that plans for the Fall Flower Sale are going
well. Sale chairman, Charlotte Omohundro, has collected a record
amount of plant material. We will he taking the dried flowers to
the Farmer's, market the last two Saturday's in October. October
27th will also include a bake sale. Jeanie will be calling
members to ask for bake sale donations.
ESC Fundraising Seminar
Shelia and Linda reported on the 5 ESC workshops in the
fundraising series. Topics included Board development, case
statements, grant proposal writing, special events, and capital
campaigns.
Alberta suggested that we do an end ofthe year campaign aimed at
Life members. The campaign might include a mailing and an Oven
House. Funds raised here could be earmarked for the Fergusson
Fund.
The Board discussed increasing the number of members on the EEA
Board. With more Board members actively participating, we could
raise more money and provide additional support for Ecology
Center programs and services.
Miscellaneous Business
Linda mentioned that it would be appprcpriate to have more
complete EEA information in the newsletter.
Ecology Center Staff will pull out multiple users from the
computer files.
Next Fleeting
Shelia reminded the Board that the LAC/EEA Board meeting is now
scheduled for the first Wednesday of the month. The next meeting
of the LAC/EEA will be Wednesday, November 7th, at 7.30 FM at the
Ecology Center.

J&rLd-Art Stet -Um Committee
01,* suggested that after three decades of experience with the Arboretum it may
be an appropriate time to retink the plan for the Arboretum. An evaluation of
the North Shore Channel land for wildlife habitat management may help to protect
thi loss of habitat for plant and animal life. Currently the Arboretum has no
pciicios that attempt to look at the whole area as one of wildlife habitat.
While the innd itself is not threatened with other uses, this could be an
appropriate time to develop long term policies that will ensure habitat
pritection.
In analyzing the Arboretum the area that has the most.species diversity would
be the area along the bank of the north shore channel. This area appears
ov3rgrown but is probably the most valuable in terms of wildlife. Dick urged the
Board to look at this undeveloped area as a valuable resource.
jr
This second look at the Arboretum would focus on:
1. An inventory of plant and animal species
n's for Wildlife
2. A plan for tree replacement that mphasizedl;pin educaionnandairtarpret Lion
3. Greater interpretation of the area

4. Greater awareness of the channel lands as a resource
