ITEM IV. - Other Business
• Panhandling
Alderman Rudy presented information regarding Panhandling Ordinances
from other communities.
Alderman Morton indicated an ordinance would give citizens protection
against aggressive panhandling.
Chief Jacobi explained that there are already laws on the books which
when used appropriately could be as effective as a new ordinance.
Alderman Morton suggested that the loitering problem should be examined
as it is a potential summer problem.
a City Council developed goals
Chief Jacobi highlighted the goals as developed by the council regarding
a 5% decrease in crimes against person, major property crimes and
related drug crime.
The Chief explained the problems and inaccuracies in attempting to relate
crime reduction to a specific enforcement activity. He then suggested
five (5) substitute goals more easily quantifiable:

1. To conduct more liquor inspections.
2. Increase the arrest of drug users.
3. Develop liaison with regional drug units.
4. Investigate a sting operation potential.
5. Identify and target known dealers.
Alderman Morton indicated that a priority goal should be the utilization
of equipment now in operation rather than the purchase of new equipment.
Chief Jacobi Highlighted the potential of the equipment in use stressing
the importance of time and personnel to enter appropriate data.
Alderman Bleveans suggested that an extension be requested from the
Council and the substitute goals be presented.
• Court Disposition Report
Commander Popadowski gave the Committee a synopsis of a report
on court dispositions.
The Committee expressed concern over the information reflected in
the report. However, it was pointed out that the data presented
may be subjective.
Alderman Bleveans indicated it may be more appropriate to present
the disposition information when the requesting committee member
is available.
The meeting was adjourned at 9:40 p.m.

Alderman Morton requested that her statement regarding the utilization
of equipment be clarified. The statement was in regard to a priority
goal to be the utilization of equipment now in operation rather than
the purchase of new equipment. Alderman Morton's statement referred
to the purchase of new computer equipment.
The minutes from the February 2nd meeting were accepted with the above
correction.

a Bike Patrols
This agenda item was passed to be presented at a future meeting.
• Goal Setting
The prepared "Goal Setting" memo to the City Council was approved.
Alderman Bleveans suggested that a copy of the "Accreditation Bulletin"
also be presented to the Council. The Bulletin indicates the Commission
on Accreditation for Law Enforcement Agencies (CALEA) will make its
on site visit during the week of May 15-20.
• Leash Law
Chief Jacobi indicated that during the summer months the Park Patrols
will be encouraged to enforce the current ordinance and that the
Department's Animal Control Bureau will be working flexible hours to
accommodate the increased animal activity.
• Citizen Complaint 1300 Maple
Chief Jacobi advised that a police inquiry was completed regarding the
Brewer House and that the information was presented to the City Manager
and the Council.
This situation will be monitored by the Department,

Lieutenant Mangas gave an overview of the Internal Affairs annual
statistics. He further explained the Department's sick time audit
and sick time abuse program.

Chief Jacobi clarified the different types of complaints and inquiries.
The Chief also explained the inspectional process.
s Pedestrian Interference
This agenda item was passed to be presented at another greeting.
• Abandoned Cars
Alderman Korshak suggested that the abandoned auto subject may be
a good item to highlight in the "ALERT" Newsletter".
Alderman Morton indicated that it may be productive to have the Law
Department research the towing of vehicles parked on the street in
an unlicensed condition.
Alderman Morton suggested that it may be of benefit to reduce the
10-day abandoned auto sticker to less days by ordinance. The Alderman
also requested a study by the Police Department of where the majority
of autos are abandoned.
• Loitering/Trespass/Drugs
Chief Jacobi explained the difference between loitering and trespassing,
highlighting the availability of the criminal trespassing charge.
Aldermen Morton and Korshak suggested that the Legal Department
investigate the possibility of implementing a property seizure ordinance
in regard to drug trafficking.

The meeting of the Police Services Committee was convened at 7:45 p.m. by
Alderman Hold. This meeting was held at the Evanston Civic center, Room

Item I. - Minutes
The minutes from the April 6th, 1989 meeting were accepted and approved.
Alderman Wold made a motion to set future meetings for 7:30 p.m. Motion
Carried.
Item II. - Comarunications
Eight citizen letters were presented and reviewed.
Item III. - New Business
a Animal Cruelty Issue
Alderman Wold opened the meeting to speakers on both sides of the animal
cruelty issue. Presentations from both sides were given including
representation from Northwestern University,
The Committee discussed the issue and reviewed the City Ordinance as well
as a legal opinion prepared by the Corporation Counsel.
Alderman Morton's position was that in her interpretation of the
Corporation Counsel's written opinion, the City did not have sufficient
authority to regulate the Northwestern Research Pro3ect.
Alderman hold pointed out that the spirit and intent of the current City
Ordinance appeared to be for the individual and not federally funded
research programs.
Alderman hold also indicated the federal government had the expertise and
authority in this area.
Alderman Korshak explained that it did not appear that CCER was asking for
any new legislation or regulation, but rather that they alleged current
regulations are being violated. Alderman Korshak favored holding the
animal cruelty issue until further information was presented by CCER in
the form of possible appropriate questions to be askeo of Northwestern.
The motion was made but not seconded.

'Alderman Rudy interpreted the Corporation Counsel's memorandum to mean
that the City Ordinance was not enforceable in regard to a federally
funded research project.
Alderman Wallin suggested that the City's responsibility was not to intervene
but to notify the proper federal authorities.
Alderman Rudy suggested that the issue be held in committee and that if
citizens came forward with specific charges regarding the Northwestern
Animal Research Project, they be presented to the appropriate federal
regulatory agency for evaluation.
Alderman Rudy moved that the Police Services Committee, on behalf of the City
of Evanston, send a letter to the U.S.D.A. and N.I.N., stating the specific
charges raised by the CCER. It was seconded by Alderman Wollin and passed
by a vote of 4 to 1. Alderman Mold asked that Diana Ball meet with Alderman
Korshak and her to draft a letter to be sent.
• Commander Popadowski presented the 1968 Annual Reports for the Training
and Crime Prevention Bureaus. Both were accepted by the Committee.
a Chief Jacobi presented a report on the analysis of auto thefts and thefts
of auto accessories.
• Chief Jacobi also handed out a detailed report on abandoned autos within
the City.

Item IV. - New Business
e Evanston Police Department Standard Operating Procedure #5
Alderman Korshak discussed the department's responsiblity in regard
to arrests on Northwestern University property. Alderman Korshak
felt that the Northwestern Department of Safety should sign all
complaints for illegal acts committed on University property. The
exceptions would be acts of violence and incidents where Evanston
police are threatened. Alderman Korshak felt the Evanston police
should limit its role on campus and put more responsibility on the
campus police.
Alderman Morton stated that the case used by Alderman Korshak
(88-47424) was an incident in which there was an act of disobedience
against Evanston police officers.
Chief Jacobi stated that due to the circumstances, police had to take
action and sign complaints. The illegal acts were committed in the
presence of Evanston police officers and were directed at them. In
most situations on campus, the Department policy is to let the
Northwestern University police handle and sign complaints.
Alderman Wold stated that in the case cited, the actions of the
officers appeared justified.
Alderman Korshak raised the question of a need fora plan in handling
of major disasters. (Traffic in mass exodus etc.)
Chief Jacobi stated that plans for major disasters are already in
place. The city is a member of the 43 community INIPAS (Northern
Illinois Police Alarm System) Network which provides mutual aid.
Later in July, there is a planned ESDA (Emergency Services Disaster
Agency) drill in which Northwestern University, Evanston Fire
Department, Evanston Police Department, and the City will participate.
The drill will consist of a simulated disaster at the Northwestern
Laboratory on Sheridan Road.

Chief Jacobi explained legislation, approved in 1986, establishing
university police departments and their authority. Chief Jacobi
further commented on the working agreement in effect between the
City of Evanston Police Department and Northwestern University's
Department of Safety.
Based on the above discussion, the Committee recommended that
Ordinance 57-0-89 be sent back to the full council for deletion.
a Bike Patrol:
Chief Jacobi presented a history on the bike programs and how they
were organized. The Committee decided to hold this item for future
consideration.
Alderman Wollin requested that the School Liaison Officer become
more involved in Bike Safety.
Item V. - New Business
a Radio Enhancement:
Chief Jacobi informed the Committee of the steps that the Department
has been exploring to improve its communication network. He indi-
cated that, although the Department has modern equipment at the
present time, it has only one radio frequency, which limits

potential for surveillance work. Chief Jacobi indicated that the
possibility of acquiring additional radio bands is being researched
through the Northshore Networks. Though a budgetary item, it
would require minor modifications of current equipment.
Alderman Morton commented on this discussion, stating that, as new
technology becomes available, the Department should research it
for Departmental use.
• Drug Enforcement Progress Report:
Chief Jacobi informed the Committee of the current status of the
Narcotics Bureau. He stated that the number of arrests are up,
compared with last year. He also commented on the new equipment
financed by narcotics seizures.
Chief Jacobi advised the Committee that the Narcotics Bureau is
focusing its attention on both street sales and users; it also is
developing informants.
Alderman Wold, on behalf of Alderman Korshak, requested that
Chief Jacobi submit a report to the Committee regarding the status
of the Narcotics Bureau since the March 1989 increase in its man-
power.

resisted the arrest. The complainant
stated that the accused officers kicked
him in the head and ribs. A citizen
that witnessed the arrest, stated that
the complainant seemed to go "Crazy" when
he was told he was under arrest. The
citizen felt the officers used no more
force than was necessary. The citizen
didn't see the officers kick the
complainant.

skateboards. 'While in the City Parking
Garage, the youg men were told not to
skate board in the City Parking Garage.
The children by their own admission
started throwing objects from the 2nd floor
of the garage. The accused officers
arrived and invesigated the complaint of
subjects throwing objects from the parking
garage. The officers denied being rude
or using profanity. Witnesses to the
police stop didn't hear the officers use
profanity, and felt the officers were
professional in their conduct.

• Chief Jacobi presented the "Drug Enforceme.t Progress Report" to the
Committee. The Committee will read the report and make any comments
prior to being forwarded to the City Council.
• The Committee congratulated Lieutenant Mangas on his receipt of the
100 Club of Cook County Valor Award. lieutenant Mangas received the
award for his actions at the shooting which occurred at the Evanston
Civic Center in November of 1988.
• Lorraine Morton asked about the 1990 Census and if there was anything
the City should be preparing for in this regard.
Marge Wold suggested that the matter should be referred to the Planning
Department, as the Census would fall within their designated area.
v John Rudy discussed the Parking Committee's plans to increase the
Parking Enforcement Officers ranks by 51 officers. It is felt that
the increased number of tickets would offet the increase in salaries.
