MORTON CIVIC CENTER COUNCIL CHAMBERS Monday, November 17, 2014 7:00 p.m. ORDER OF BUSINESS (I) City Council Roll Call – Begin with Alderman Braithwaite (II) Mayor Public Announcements and Proclamations Perennials Celebrates 25th Anniversary Child Care Center of Evanston Celebrates 70th Anniversary (III) City Manager Public Announcements Paint Evanston Plows Awards Evanston Entrepreneurship Week, November 17 – 23 “Mini Abe” Lincoln Visit to Evanston, November 29, 2014 (IV) Communications: City Clerk (V) Public Comment Members of the public are welcome to speak at City Council meetings. As part of the Council agenda, a period for public comments shall be offered at the commencement of each regular Council meeting. Those wishing to speak should sign their name and the agenda item or topic to be addressed on a designated participation sheet. If there are five or fewer speakers, fifteen minutes shall be provided for Public Comment. If there are more than five speakers, a period of forty-five minutes shall be provided for all comment, and no individual shall speak longer than three minutes. The Mayor will allocate time among the speakers to ensure that Public Comment does not exceed forty-five minutes. The business of the City Council shall commence forty-five minutes after the beginning of Public Comment. Aldermen do not respond during Public Comment. Public Comment is intended to foster dialogue in a respectful and civil manner. Public comments are requested to be made with these guidelines in mind. One resident spoke about the budget and the increase in water rates. Library Board President Michael Tannen spoke about the library budget. One resident spoke in opposition to the proposed redesign of Penney Park. Gina Speckman of the North Shore Convention & Visitors Bureau introduced the Illinois Office of Tourism’s “Mini Abe” tourism campaign, which is coming to Evanston next week. City Council Agenda November 17, 2014 Page 2 of 3 10/24/2013 6:42 PM Two residents spoke against the proposed elimination of the vital records office in the 2015 proposed budget. (VI) Special Orders of Business (VII) Call of the Wards (Aldermen shall be called upon by the Mayor to announce or provide information about any Ward or City matter which an Alderman desires to bring before the Council.) {Council Rule 2.1(10)} The 5th ward alderman announced a 5th ward meeting at Fleetwood-Jourdain Community Center on Thursday. The 8th ward alderman thanked those who attended and participated in the recent street sign ceremony for Hecky Powell. (VII) Executive Session (IX) Adjournment SPECIAL ORDERS OF BUSINESS (SP1) Snow Awareness Week 2014 The City Manager’s Office and Public Works Department have developed plans for a weeklong Snow Awareness campaign to take place from November 17-21. For Discussion (SP2) Implementation Plan and Related Issues for Ordinance 66-O-14, Enacting a Regulation on Disposable Plastic Shopping Bags Staff will provide a presentation and seek input on key elements of the implementation plan. For Discussion (SP3) Resolution 87-R-14 Accepting Participation in the Divvy Bike Share Expansion and Authorizing the City Manager to Negotiate an Intergovernmental Agreement with City of Chicago to Implement the Program Staff recommends City Council adoption of Resolution 87-R-14 accepting participation in the Divvy Bike Share Program and authorizing the City Manager to negotiate an intergovernmental agreement with City of Chicago to implement the program. Staff also seeks feedback on the proposed sponsorship approach and process for finalizing the Divvy station locations. A cost match in the amount of $80,000 to match funding provided by the State of Illinois Department of Transportation is budgeted for FY 2015 in the Parking Fund Account BU: 505.19.7005.62603. For Action: Accept and Place on File Approved 7-0 (SP5) FY2015 Budget Presentation Staff recommends that the City Council consider suggested revisions to the Proposed 2015 Budget. No final action will be taken regarding the FY2015 Proposed Budget. This is a continuation of the Council budget discussion begun on October 20, 2014.
