(V) Citizen Comment
Members of the public are welcome to speak at City Council meetings. As part of the Council
agenda, a period for citizen comments shall be offered at the commencement of each regular
Council meeting. Those wishing to speak should sign their name, address and the agenda item
or topic to be addressed on a designated participation sheet. If there are five or fewer speakers,
fifteen minutes shall be provided for Citizen Comment. If there are more than five speakers, a
period of forty-five minutes shall be provided for all comment, and no individual shall speak longer
than three minutes. The Mayor will allocate time among the speakers to ensure that Citizen
Comment does not exceed forty-five minutes. The business of the City Council shall commence
forty-five minutes after the beginning of Citizen Comment. Aldermen do not respond during
Citizen Comment. Citizen Comment is intended to foster dialogue in a respectful and civil
manner. Citizen comments are requested to be made with these guidelines in mind.
Pastor Hendrix of Evanston New Testament Church of God expressed concern
about the proposal to extend protected bike lanes on Davis Street and the need for
additional handicapped parking spaces near the church.
Four residents spoke in favor of agenda item SP4 - Bike Plan Update.
One resident spoke about agenda item SP2 – Water Sales Update.

One resident asked for the council to amend the bicycle plan to give more
consideration to the impact of the bike plan update on parking, property owners,
and historic preservation.
One resident asked for the council to postpone action on agenda item SP4 – Bike
Plan Update in order to allow for more resident input and greater consideration of
high-conflict areas such as Dempster-Dodge.
One resident asked for the council to postpone action on agenda item SP4 – Bike
Plan Update in order to better preserve trees and aesthetics in historic districts.
Eight residents spoke against extending the protected bike lanes on Davis Street
West of Asbury and asked the Council to postpone action on agenda item SP4.
One resident spoke against proposed bike lanes that would eliminate parking.
One resident spoke about noise problems from Revolution Spin on Sherman
Avenue.
One resident spoke about the actions of security personnel at the Tawani
Enterprises property in the Fifth Ward and thanked Tawani for their handling of the
situation.

about any Ward or City matter which an Alderman desires to bring before the

The First ward alderman thanked staff for presentations, particularly regarding
youth and young adult programs and expressed support for working together to
address the problems facing the community.
The Second ward alderman also thanked staff for youth and young adult programs
presentation.
The Sixth ward alderman announced a ward meeting this Thursday at 6pm at Three
Crowns. The meeting will cover flooding problems, public works projects and age-
friendly communities project.
The Eigth Ward alderman thanked staff for their work on the Brummel Park Food
Truck Festival and the Ethnic Arts Festival last week, and wished several fellow
aldermen happy birthday.

A presentation from Downtown Evanston staff will be provided.

An update from staff regarding wholesale water sales will be provided.

Staff will give a presentation regarding the Youth and Young Adult Programs.

(SP4) Bike Plan Update and Report
Staff recommends City Council acceptance of the 2014 Updated Evanston
Bicycle Plan. Acceptance of the plan will provide staff guidance for development
of an implementation plan to improve biking in Evanston.

(SP5) 2014 Snow Survey Report
Staff recommends that City Council receive the 2014 Snow Survey Report and
consider proposed recommendations for the 2014-2015 snow season.

(SP6) Capital Improvement Plan (CIP) Facilities Improvements for 2014 to 2017
Staff presents the 2014 Facilities Capital Improvement Plan (CIP) status, and the
proposed 2015-to-2017 Facilities CIP for discussion.
