MORTON CIVIC CENTER COUNCIL CHAMBERS Monday, May 19, 2014 7:00 p.m. ORDER OF BUSINESS (I) City Council Roll Call – Begin with Alderman Wilson (II) Mayor Public Announcements and Proclamations National Public Works Week, May 18-24 and Snow Appreciation (III) City Manager Public Announcements Governing Magazine 2014 Award: Honorable Mention in The 100 Best Fleets in North America Tree City USA Award I Evanston Trees II Fundraising Bike plan update (IV) Communications: City Clerk (V) Citizen Comment Members of the public are welcome to speak at City Council meetings. As part of the Council agenda, a period for citizen comments shall be offered at the commencement of each regular Council meeting. Those wishing to speak should sign their name, address and the agenda item or topic to be addressed on a designated participation sheet. If there are five or fewer speakers, fifteen minutes shall be provided for Citizen Comment. If there are more than five speakers, a period of forty-five minutes shall be provided for all comment, and no individual shall speak longer than three minutes. The Mayor will allocate time among the speakers to ensure that Citizen Comment does not exceed forty-five minutes. The business of the City Council shall commence forty-five minutes after the beginning of Citizen Comment. Aldermen do not respond during Citizen Comment. Citizen Comment is intended to foster dialogue in a respectful and civil manner. Citizen comments are requested to be made with these guidelines in mind. One resident spoke in support of SP-2 Evanston Climate Action Plan and SP3 Disposable Plastic Shopping Bags, and against SP-1 Cradle to Career Initiatives One resident thanked the snow plow drivers and spoke against SP-3 Disposable Plastic Shopping Bags One resident spoke in support of SP-2 Evanston Climate Action Plan and Livability Plan. City Council Agenda May 19, 2014 Page 2 of 4 10/24/2013 6:42 PM Two residents spoke in support of the Livability Plan. One resident spoke in support of SP-6 Lovelace Park Grant. One resident spoke about snow removal, plastic bags, and Cradle to Career Initiatives (VI) Special Orders of Business (VII) Call of the Wards (Aldermen shall be called upon by the Mayor to announce or provide information about any Ward or City matter which an Alderman desires to bring before the Council.) {Council Rule 2.1(10)} The 5th Ward Alderman reminded the Council to pick up and review the Inequality for All film in light of the Cradle to Career discussion. It’s available on the library and on Netflix. The 8th Ward Alderman expressed concern about the timeliness of announcements and invitations for Council Members, and traffic backups on Ridge Avenue due to Northwestern University buses. The 9th Ward Alderman thanked the Council for bringing back the plastic bag issue. (IX) Adjournment Adjourned 9-0 at 10:01 SPECIAL ORDERS OF BUSINESS (SP1) “Cradle to Career” Initiatives Staff recommends that the City Council consider joining the Cradle to Career initiative. For Discussion Referred to Human Services Committee (SP2) Evanston Climate Action Plan (ECAP) Update and Evanston Livability Plan The Environment Board, Utilities Commission and staff recommend adoption of the Evanston Livability Plan and Greenhouse Gas Reduction Goal of 20% by 2016. Staff will give an update on the 2008 Evanston Climate Action Plan (ECAP) and recommendations for new goal and initiatives through 2016. For Action Approved 9-0 (SP3) Disposable Plastic Shopping Bag Issues It is recommended that City Council consider information regarding efforts to reduce the environmental impacts of plastic shopping bags in Evanston and provide direction on next steps. City Council Agenda May 19, 2014 Page 3 of 4 10/24/2013 6:42 PM For Discussion (SP4) Capital Improvement Plan (CIP) Facilities Improvements for 2014 to 2017 Staff will give a presentation regarding the 2014 CIP project list, schedule and proposed facilities improvement plans for 2015 to 2017. For Discussion Postponed to a future date (SP5) First Quarter Financial Report for FY2014 Staff recommends City Council accept and place the First Quarter Financial Report for FY 2014 on file. For Action: Accept and Place on File Approved 9-0 (SP6) Approval of Lovelace Park – US Soccer Foundation Grant, Letter of Interest Staff recommends City Council authorize the submission of a Letter of Interest (LOI) to the US Soccer Foundation requesting a grant for renovations to the Lovelace Park soccer field.
