MORTON CIVIC CENTER COUNCIL CHAMBERS Monday, March 31, 2014 7:00 p.m. ORDER OF BUSINESS (I) City Council Roll Call – Begin with Alderman Rainey (II) Mayor Public Announcements (III) City Manager Public Announcements Induction of Fire & Life Safety Services Division Chief Brian Scott 2014 Utility Water Saver Award from the Illinois Section of the American Water Works Association National Volunteer Week, April 7-13 (IV) Communications: City Clerk (V) Citizen Comment Members of the public are welcome to speak at City Council meetings. As part of the Council agenda, a period for citizen comments shall be offered at the commencement of each regular Council meeting. Those wishing to speak should sign their name, address and the agenda item or topic to be addressed on a designated participation sheet. If there are five or fewer speakers, fifteen minutes shall be provided for Citizen Comment. If there are more than five speakers, a period of forty-five minutes shall be provided for all comment, and no individual shall speak longer than three minutes. The Mayor will allocate time among the speakers to ensure that Citizen Comment does not exceed forty-five minutes. The business of the City Council shall commence forty-five minutes after the beginning of Citizen Comment. Aldermen do not respond during Citizen Comment. Citizen Comment is intended to foster dialogue in a respectful and civil manner. Citizen comments are requested to be made with these guidelines in mind. One resident spoke about the management of the utilities department. Four residents spoke about the township referendum and the special township meeting held on March 25th. (VI) Special Orders of Business (VII) Call of the Wards (Aldermen shall be called upon by the Mayor to announce or provide information about any Ward or City matter which an Alderman desires to bring before the Council.) {Council Rule 2.1(10)} City Council Agenda March 31, 2014 Page 2 of 3 The Third Ward Alderman reminded everyone that many of the stories in the current edition of the Evanston Round Table are April Fools jokes. The Fifth Ward Alderman requested that the City Manager provide an update on the funding for surveillance cameras along Dodge Avenue, expressing concern that the grant request had increased since the issue was last discussed. The City Manager responded that the request had increased to better reflect equipment needs and that the police department was requested not to specify particular locations for the cameras. (IX) Adjournment SPECIAL ORDERS OF BUSINESS (SP1) Update on Wholesale Water Sales Staff will give a presentation regarding progress on wholesale water sales. For Discussion (SP2) Capital Improvement Plan (CIP) Infrastructure Improvements for 2014 to 2017 Staff will give a presentation regarding the 2014 CIP project list, schedule and proposed infrastructure improvement plans for 2015 to 2017. For Discussion (SP3) Change Order No. 3, Special Street Patching Program Staff recommends that City Council authorize the City Manager to execute Change Order No. 3 to the contract for the 2013 Capital Improvements Fund Street Resurfacing Project Phase III (Bid 13-49) to A. Lamp Concrete Contractors Inc. (1900 Wright Blvd., Schaumburg, IL) in a not to exceed amount of $225,000. This change order will provide for the supplemental patching of bad sections of street as a result of the winter season. For Action Approved 8-0 (SP4) Approval of Emergency Purchase for Snow Removal and 2013/2014 Snow Report Staff recommends approval of an emergency purchase for the rental of semi- trucks and drivers to support snow removal operations from February 6, 2014 through February 13, 2014 to G & M Trucking, Inc. (811 Kathy Lane, Des Plaines, IL) for $41,625. Staff will also give an update on snow removal operations for the 2013/2014 season.
