(V) Citizen Comment
Members of the public are welcome to speak at City Council meetings. As part of the Council
agenda, a period for citizen comments shall be offered at the commencement of each regular
Council meeting. Those wishing to speak should sign their name, address and the agenda item
or topic to be addressed on a designated participation sheet. If there are five or fewer speakers,
fifteen minutes shall be provided for Citizen Comment. If there are more than five speakers, a
period of forty-five minutes shall be provided for all comment, and no individual shall speak longer
than three minutes. The Mayor will allocate time among the speakers to ensure that Citizen
Comment does not exceed forty-five minutes. The business of the City Council shall commence
forty-five minutes after the beginning of Citizen Comment. Aldermen do not respond during
Citizen Comment. Citizen Comment is intended to foster dialogue in a respectful and civil
manner. Citizen comments are requested to be made with these guidelines in mind.

SPECIAL ORDERS OF BUSINESS
(SP1) Update on Wholesale Water Sales
Staff will give a presentation regarding progress on wholesale water sales.

(SP2) Capital Improvement Plan (CIP) Infrastructure Improvements for 2014 to
2017
Staff will give a presentation regarding the 2014 CIP project list, schedule and
proposed infrastructure improvement plans for 2015 to 2017.

(SP3) Change Order No. 3, Special Street Patching Program
Staff recommends that City Council authorize the City Manager to execute
Change Order No. 3 to the contract for the 2013 Capital Improvements Fund
Street Resurfacing Project Phase III (Bid 13-49) to A. Lamp Concrete
Contractors Inc. (1900 Wright Blvd., Schaumburg, IL) in a not to exceed amount
of $225,000. This change order will provide for the supplemental patching of bad
sections of street as a result of the winter season.

(SP4) Approval of Emergency Purchase for Snow Removal and 2013/2014 Snow
Report
Staff recommends approval of an emergency purchase for the rental of semi-
trucks and drivers to support snow removal operations from February 6, 2014
through February 13, 2014 to G & M Trucking, Inc. (811 Kathy Lane, Des
Plaines, IL) for $41,625. Staff will also give an update on snow removal
operations for the 2013/2014 season.

Business of the City by Motion: Supplemental Street Patching

Resurfacing Project Phase III Change Order No. 3

Recommended Action:
Staff recommends that City Council authorize the City Manager to execute Change Order
No. 3 to the contract for the 2013 Capital Improvements Fund Street Resurfacing Project
Phase III (Bid 13-49) to A. Lamp Concrete Contractors Inc. (1900 Wright Blvd.,
Schaumburg, IL 60193) in a not to exceed amount of $225,000. This change order will
provide for the supplemental patching on bad sections of streets as a result of the winter
season.
Funding Source:
This work will be charged to the same project code in the Capital Improvements Fund as
the original A-Lamp construction contract and funding will be provided from General Fund
Reserves and Capital Improvements Fund bond proceeds.
Summary:
The deterioration of sections of several city streets was accelerated due to the harsh
winter conditions. Public Works Streets crews conducted an inventory of the worst
sections in need of patching. Over 400 locations have been identified that will benefit
from a more substantial repair than the traditional pothole patching. The repair work will
consist of streets personnel renting a milling machine for about $15,000 and grinding off
two inches of the bad surface and prepping the area for surface mix. The contractor will
then come in and repave all the areas. This work will supplement the 2014 Street
Resurfacing Program approved by City Council.
To ensure street repairs are performed in a timely fashion staff is recommending Change
Order No. 3 in the not-to-exceed amount of $225,000 to A. Lamp Concrete Contractors

Inc.’s 2013 contract. The original contract in the amount of $968,396 was approved by
City Council on July 8, 2013. Change Order No 1. in the amount of $12,847.20 and
Change Order No. 2 in the amount of $79,802.40 were approved by City Council on
August 12, 2013.

Recommended Action:
Staff recommends approval of an emergency purchase for the rental of semi-trucks and
drivers to support snow removal operations from February 6, 2014 through February 13,
2014 to G & M Trucking, Inc. 811 Kathy Lane, Des Plaines, IL 60016 for $41,625.00.
Funding Source:
The City does not budget specifically for rental of emergency hauling equipment. This
item will be charged to account 2680.62375 in the Snow and Ice Control Business Unit.
Summary:
From February 6, 2014 through February 13, 2014, the City of Evanston was hit with
several snow storms that resulted in a large accumulation of snow that impeded parts of
the sidewalks and lines of sight for pedestrians and vehicles. To mitigate this Public
Works crews performed emergency snow removal operations overnight for four days
along heavy pedestrian corridors located in the business districts, commuter stations
and parking lots.
