(V) Citizen Comment
Members of the public are welcome to speak at City Council meetings. As part of the Council
agenda, a period for citizen comments shall be offered at the commencement of each regular
Council meeting. Those wishing to speak should sign their name, address and the agenda item
or topic to be addressed on a designated participation sheet. If there are five or fewer speakers,
fifteen minutes shall be provided for Citizen Comment. If there are more than five speakers, a
period of forty-five minutes shall be provided for all comment, and no individual shall speak longer
than three minutes. The Mayor will allocate time among the speakers to ensure that Citizen
Comment does not exceed forty-five minutes. The business of the City Council shall commence
forty-five minutes after the beginning of Citizen Comment. Aldermen do not respond during
Citizen Comment. Citizen Comment is intended to foster dialogue in a respectful and civil
manner. Citizen comments are requested to be made with these guidelines in mind.

SPECIAL ORDERS OF BUSINESS
(SP1) Robert Crown Redevelopment Project
Staff recommends that City Council provide direction on next steps for the Robert
Crown Redevelopment Project. Staff will present a summary report at the
February 17, 2014 City Council meeting.
For Discussion and Action
(SP2) Intergovernmental Personal Benefits Cooperative (IPBC) Report
Staff recommends that City Council receive the report on the City of Evanston
participation in the IPBC Insurance Pool. IPBC is a group of over 60 local entities
(nearly all municipalities, but a few special districts), that buy health, life, and
dental benefits together.

(SP3) Approval of Submission of Preliminary Plans for the Ladd Arboretum
Project
Staff recommends City Council approval to submit the preliminary plans for the
Ladd Arboretum Project to the Illinois Department of Transportation (IDOT) and
to proceed with the project’s Phase II for the final design and the construction
plans.

Crown Center Redevelopment Update

Subject: Crown Center Redevelopment Report

Recommended Action
Staff recommends that City Council provide direction on next steps for the Robert
Crown Redevelopment Project.
History
The replacement of the Robert Crown Center has been under research for the past two
years, exploring the feasibility of a design/build/operate finance process. In this process
the City has been exploring the operating, capital and fiscal implications of building a
new facility that would be constructed, financed and operated by private entities with no
debt assumed by the City.
The Crown Subcommittee and staff have worked through several options and issues
concerning the Crown Project. Staff will present a summary report at the February 17,
2014 City Council meeting. This report will cover:
• Comparative and historical reviews of other centers in Illinois
• Analysis of Design/Build/Operate/Finance options
• Analysis of alternative options
• Next steps to move the Crown Project forward
Members of the subcommittee will also be present to participate in the discussion.

Intergovernmental Personal Benefits Cooperative Report

Subject: Intergovernmental Personal Benefits Cooperative (IPBC) Report
Date: February 13, 2014
Summary
The City of Evanston has been in the IPBC since December 1, 2009. The IPBC is a
group of over 60 local entities (nearly all municipalities, but a few special districts), that
buy health, life, and dental benefits together. Membership has benefited the City in the
following ways:
• Health insurance increases have been below the medical rate of inflation during
our membership.
• Even with these lower increases the City has operated at a surplus at the IPBC
and has created a fund reserve that covers all City medical claims payable.
• The City, working with the International Association of Fire Fighters Union, has
created a High Deductible Health Plan and Health Savings Account that should
also soon be rolled out to Fraternal Order of Police Union members and non-
bargaining staff. AFSCME negotiations are in progress.
• The City created a life insurance program in which all employees receive minimal
coverage paid by the City, and are then eligible to “buy up” further coverage at
deeply discounted rates. These rates are based on a pool of over 10,000
employees instead a single rate or even a City based group rate.
Further details will be provided in a presentation at the City Council meeting on
February 17, 2014.

A PowerPoint presentation will be given for the City Council on Monday February 17,
2014. Staff will present the project’s progress to date and will answer the City Council’s
questions.
