Members of the public are welcome to speak at City Council meetings. As part of the Council
agenda, a period for citizen comments shall be offered at the commencement of each regular
Council meeting. Those wishing to speak should sign their name, address and the agenda item
or topic to be addressed on a designated participation sheet. If there are five or fewer speakers,
fifteen minutes shall be provided for Citizen Comment. If there are more than five speakers, a
period of forty-five minutes shall be provided for all comment, and no individual shall speak longer
than three minutes. The Mayor will allocate time among the speakers to ensure that Citizen
Comment does not exceed forty-five minutes. The business of the City Council shall commence
forty-five minutes after the beginning of Citizen Comment. Aldermen do not respond during
Citizen Comment. Citizen Comment is intended to foster dialogue in a respectful and civil
manner. Citizen comments are requested to be made with these guidelines in mind.

SPECIAL ORDERS OF BUSINESS
(SP1) Proposed Fountain Square Renovation Project
Staff will present information regarding the proposed renovation of Fountain
Square to address the deteriorated infrastructure and requests City Council
direction regarding the allocation of funds from the Washington National TIF to
pay for the improvements.
For Action
(SP2) Solid Waste Proposal
Staff will present information regarding the solid waste operations and requests
City Council direction regarding the development of a request for proposal to
cover the next five to seven years of solid waste operations.
For Action
(SP3) 2015 Human Services Priorities & Strategies for At-Risk Populations
Staff requests City Council consider staff presentations regarding human
services needs and resources for at-risk populations.
For Discussion
(SP4) Cultural Arts Update
A presentation will be given by staff to update Mayor and Council Members about

Special Order of Business: Fountain Square Renovation Project

Recommended Action:
Staff will present information regarding the proposed renovation of Fountain Square to
address the deteriorated infrastructure and requests City Council direction regarding the

Summary:
Fountain Square has been the heart of downtown Evanston since 1854 and is critical to
the City’s identity. This presentation will include background information regarding the
site’s history, current uses, recent improvements and operational challenges.
Additionally, the presentation will outline the proposed improvement project and staff’s
anticipated implementation methodology for Council consideration and discussion. The
proposed time-line for the project is as follows:

Summary:
The presentation will include background information regarding the City’s solid waste
operations and programs. Staff will discuss some options that will increase diversion
rates and reduce costs. The proposed time-line for the project is as follows:

Special Order of Business: Resources for At-Risk Populations in 2015

Subject: 2015 Human Services Priorities & Strategies for At-Risk Populations

Recommended Action:
Staff requests City Council consider the staff presentations regarding human services
needs and resources for at-risk populations.
Summary:
In June, staff commenced an effort to address the needs for at-risk populations in
Evanston by identifying existing services and resources provided by the City and ways
to improve coordination across departments. Various City departments engaged in this
project including the City Manager’s Office, Evanston Public Library, Parks Recreation &
Community Services Health, Police, and Community Development. The group met
several times throughout the summer and identified a number of priorities and
resources to be considered for implementation in 2015.
Four age segments were identified to have specific needs requiring administration to
available resources. The segments are Youth (0-16), Youth & Young Adults (16-24),
Adults (25-54), and Seniors (55 and older). Below is brief summary of the priorities
being recommended for 2015 by staff. Staff leads will also present in more detail the
strategies associated with each priority.
For the Youth (0-16) segment the Evanston Public Library (EPL) was identified as a
valuable resource to coordinate services within the City and with external partners. Staff
identified one priority: To expand and deepen engagement with Evanston School
District 65 and local childcare providers to coordinate programs within the schools and
the library during “out of school” time.
The need to improve services and resources for the Youth & Young Adult (16-24)
segment ranged from mental health, social service, substance abuse, academic, and
employment programs. Staff identified several key priorities for 2015, including:

• Employ more social workers for case management to triage and manage
services.
• Expand Youth & Young Adult program outreach efforts and increase private
sector support.
• Work with community stakeholders to establish a workforce training and
development service continuum between National ABLE (18+), Youth Job
Center (14-25), EPL and the City.
• Create an expanded public education campaign to address the various
substance abuse, sexually transmitted diseases/infections and mental health
issues that are prevalent among the target demographic.
• Align resources with EPL, Parks, Recreation & Community Services
programs and School Districts 65 and 202 to address growing literacy issues
among target demographic.
The Adult (18-54) segment overlaps with the previous group presenting similar
challenges combined with a lack of basic needs such as housing, healthcare, and food
access. Staff identified a number of strategies needed for this segment; however, the
key priority for the City to better serve this group will be through the development of a
central case management system. A centralized system provides a single access point
for individuals and a system for the City, and partners, to categorize individuals’ needs,
identify resources and track progress.
The last segment identified was Seniors (55 and older). Again several priorities were
identified. The first is a centralized case management system to classify needs, identify
resources, and track clients. Fortunately, the City continues to receive grant funding
through the Older Americans Act: Title III program for ombudsman services in the long-
term care facilities and now in the community as well.
The second priority comprises the development of a comprehensive housing strategy
and a single fund to assist with all housing needs for seniors. This would not require
additional City funding, but rather reallocating funds from the Affordable Housing Fund.
As more residents continue to age in the community, the Levy Center has become an
even greater resource for seniors and their adult children.
A joint priority for youth, young adult and seniors focuses on outreach and education.
The community needs to know and understand what services and resources are
available to them.
Staff is requesting the City Council to consider the priorities for 2015 Human Service
Strategies and provide direction to staff for implementation next year.
