ABSENT: Aldermen Bernstein, Engelman, Feldman, Wynne PRESIDING OFFICER: Mayor Lorraine Morton At the call of Mayor Morton, a SPECIAL City Council meeting was held Monday, December 30, 2002 in the Council Chamber commencing at 5:13 p.m. to conduct a Public Hearing on the 2002 Tax Levies and to introduce a bond ordinance. Finance Director William Stafford announced the purpose of the public hearing was for the 2002 City tax levy, Special Service Area No. 4 tax levy and Township tax levy. He explained there was a failure in publication by the newspaper. A hearing notice was published in a newspaper of local circulation giving notice of the time of this re -hearing. The City is required to hold this hearing by state law during December as part of the Cook County Truth in Taxation Law. Public Hearing: 2002 Property Tax Levy At 5:15 p.m. Mayor Morton opened the hearing. There being no public comment, the hearing was closed at 5:16 p.m. by Mayor Morton. Ordinance 132-0-02 — Citv of Evanston 2002 Prooertv Tax Levv Ordinance — Consideration of proposed Ordinance 132-0-02, which legally imposes the City of Evanston property tax levy. Alderman Jean -Baptiste moved introduction. Mayor Morton asked that the ordinance be marked introduced. Alderman Jean -Baptiste moved Suspension of the Rules to permit-a,vote on the adoption of proposed Ordinance 132-0- 02 introduced that evening. Seconded by Alderman Moran. Motion carried unanimouslv. Alderman Jean -Baptiste moved approval. Seconded by Alderman Moran. Roll call. Voting aye - Kent, Moran, Rainey, Newman, Jean -Baptiste. Voting nay, none. Motion carried (5-0). Ordinance 133-0-02 — 2002 Pronertv Tax Levv Ordinance/Snecial Service Area No. 4 — Consideration of proposed Ordinance 133-0-02, which legally imposes the property tax levy for Special Service Area No. 4. Alderman Jean -Baptiste moved introduction. There being no objections, the ordinance was marked introduced. Alderman Jean -Baptiste moved Suspension of the Rules to permit a vote on the adoption of proposed Ordinance 133-0- 02 introduced that evening. Seconded by Alderman Moran. Motion carried unanimouslv. Alderman Jean -Baptiste moved approval. Seconded by Alderman Moran. Roll call. Voting aye - Kent, Moran, Rainey, Newman, Jean -Baptiste. Voting nay, none. Motion carried (5-0). Ordinance 134-0-02 — Evanston Township 2002 Properyv Tax Levy Ordinance — Consideration of proposed Ordinance 134-0-02, which legally imposes the Evanston Township property tax levy. �( Z 2 December 30, 2002 Alderman Jean -Baptiste moved introduction. There being no objections, the ordinance was marked introduced. Alderman Jean -Baptiste moved Suspension of the Rules to permit a vote on the adoption of proposed Ordinance 134-0- 02 introduced that evening. Seconded by Alderman Moran. Motion carried unanimouslv. Alderman Jean -Baptiste moved approval. Seconded by Alderman Moran. Roll call. Voting aye - Kent, Moran, Rainey, Newman, Jean -Baptiste. Voting nay, none. Motion carried (5-0). Ordinance 131-0-02 — Levv on Collection of Direct Annual Tax — Consideration of proposed Ordinance 131-0-02, which provides for issuance of not -to -exceed $16,500,000 General Obligation Corporate Purpose Bonds, Series 2003; and provides for the levy and collection of a direct annual tax for the payment of the principal of and interest on said bonds. Mr. Stafford explained this was a refinancing of 1993 bonds. He recalled several bond issues were refinanced during the fall and staff has continued to monitor rates, which are lower now. They wished to introduce the ordinance and pass it at the first January meeting to avail the City of possible refunding. He stated the refunding is close to $1 million. This item will be on the A&PW Committee and City Council agendas on January 13, 2003. City Manager Crum noted there would be a slight change in some of the wording. Alderman Jean -Baptiste moved introduction. There were no objections and the ordinance was marked introduced. There being no further business to come before Council, Mayor Morton adjourned the meeting at 5:20 p.m. Mary P.
