ABSENT: PRESIDING: Alderman Rainey Alderman Hansen Alderman Wollin Alderman Tisdahl Mayor Morton Mayor Pro Tern Wollin May 7, 2008 Alderman Wynne Alderman Bernstein Alderman Holmes Alderman Moran Alderman Jean -Baptiste City Clerk Mary Morris announced that in the absence of Mayor Morton, nominations for the election of a Mayor Pro Tern are in order and that, in accordance with Council Rule 14.7, Alderman Wollin is next on the list of aldermen by seniority who have not served as Mayor Pro Tem. Alderman Moran nominated Alderman Wollin and moved that the nominations be closed and that Alderman Wollin be elected Mayor Pro Tern. The motion was seconded. Roll call. Voting aye — Rainey, Hansen, Wollin, Jean -Baptiste, Wynne, Bernstein, Holmes, Moran and Tisdahl. Voting nay — none. Motion carried (9-0) At 10:08 p.m Mayor Pro Tern Wollin called a Special Meeting of the City Council to order in the Aldermanic Library on Wednesday, May 7, 2008 for the purpose of conducting an executive session. Alderman Holmes moved that Council convene into executive session to discuss matters related to personnel pursuant to 5 Illinois Compiled Statutes 120/2 ( c) (1) as follows: 2. All meetings of public bodies shall be public meetings except for the following: (1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. The motion was seconded. Roll call. Voting aye — Rainey, Hansen, Wollin, Jean -Baptiste, Wynne, Bernstein, Holmes, Moran and Tisdahl. Voting nay — none. Motion carried (9-0) At 10:20 p.m. Alderman Jean -Baptiste moved to reconvene into Open Session. Seconded by Alderman Holmes. Roll call. Voting aye — Rainey, Hansen, Wollin, Jean -Baptiste, Wynne, Bernstein, Holmes, Moran and Tisdahl. Voting nay — none. Motion carried (9-0) Alderman Bernstein moved that the City Manager's administrative leave begin on Monday, May 12, 2008, with agreement of the City Manager to make herself available to Rolanda Russell on an as -needed basis. The motion was seconded. Motion carried unanimouslv. Alderman Bernstein moved that Rolanda Russell assume the duties of Interim City Manager effective Monday, May 12, 2008. The motion was seconded. Motion carried unanimously. 2 May 7, 2008 At 10:21p.m. Alderman Hansen moved that Council reconvene into executive session. The motion was seconded. Roll call. Voting aye — Rainey, Hansen, Wollin, Jean -Baptiste, Wynne, Bernstein, Holmes, Moran and Tisdahl. Voting nay — none. Motion carried (9-0) There being no further business to come before the Council, Mayor Pro Tern Wollin asked for a motion to adjourn and the Council so moved at 10:30 p.m. Mary P.
