COUNCIL CHAMBERS, 2ND FLOOR CIVIC CENTER PRESIDING: Mayor Lorraine Morton Mayor Morton invited Father Oldershaw to come and give the Invocation. I. Invocation: Father Oldershaw offered a prayer of blessing for the newly elected officials and one of gratitude for the past officials. He gave a past history of the growth and leadership of the City of Evanston. He asked for wisdom and humility for the new Aldermen and Mayor Tisdahl, and he asked for compassion for the Evanston community and strength and inspiration to move forward. II. Administration of Athenian Oaths of Citizenship and Oaths of Office to Mayor, City Clerk, Township Supervisor: The Honorable Judge Joy Cunningham gave explanations of why the Athenian Oath of Citizenship and the Oath of Office were being administered. She explained the administration of the Oath of Office is the public affirmation of the public office that the elected officials were going in to serve. It signifies you are no longer a private citizen but you belong to the citizens of Evanston and the citizens of Illinois. It's a symbolic manifestation of your commitment to the citizens you will serve as elected officials. She then gave an explanation for the Athenian Oath. This Oath is performed to declare your citizenry to the citizens of Evanston Judge Cunningham then administered both the Athenian Oath of Citizenship as well as the Oath of Office to Mayor Tisdahl, City Clerk Greene and Township Supervisor Vance. May 11, 2009 III. Administration of Athenian Oaths of Citizenship and Oaths of Office to Aldermen: Then Newly Elected Mayor Tisdahl, administered the Athenian Oaths of Citizenship and The Oaths of Office to the nine Aldermen separately. Mayor Tisdahl, then officially opened the 78th City Council meeting of Evanston and asked for a roll call. ROLL CALL — PRESENT: Alderman Fiske Alderman Holmes Alderman Jean -Baptiste Alderman Tendam Alderman Wynne Alderman Grover Alderman Wilson Alderman Rainey A Quorum was present. Alderman Burrus PRESIDING: Mayor Elizabeth B. Tisdahl At 9:37 P.M. Mayor Tisdahl called to order the first meeting of the 78th City Council meeting of Evanston. All members were present. Call of the Wards: 1" Ward Alderman Fiske she thanked the voters in the first ward for placing confidence in her to be here with her new colleagues. She then gave a description of the wards territory and the make up of the citizens. She said the voters wanted someone who would listen to them and be an advocate for them, and that is why she is here. She stated those who did or did not support her it is time to unit on behalf of the ward and the entire City working together we can make Evanston and even better place to live in. 2nd Ward Alderman Jean -Baptiste thanking the 2nd ward for the confidence they placed in him and he will continue to give the kind of service and attract the kind of service the City is paid to provide for the community. He will have the same kind of independent voice the same kind of advocacy for all, and to remind everyone that Evanston will be good for one person as for every other person. 3rd Ward Alderman Wynne wanted to thank the citizens from the 3rd Ward and she is eager to always hear from them by email, on the street, in the stores or wherever. 41h Ward Alderman Wilson wanted to thank the voters for allowing him to represent the 4th Ward on the Council, as well as thanking his family and supporters. 51h Ward Alderman Holmes said she will be the first one of the 781h City Council to say , Madam Mayor I have no report. 1 P May 11, 2009 1 6th Ward Alderman Tendam wanted to thank his campaign chair, his local family and his partner for 19 years Neal Moglin. He explained the work that he is able to do is really work that Neal enables both of them to do, because he works for both of them and Neal is very much part of his civic duty. 7th Ward Alderman Grover thanked the outgoing Aldermen for their gracious service to the City and. she's here because they inspired her. Also thanks to the new 78th Council who she looks forward to working with, to her neighbors in the 7th Ward and the people who said she could do it, and the leaders before her. She is truly here because of parents, and her husband and children who have supported her and allowed her to do the job of an Alderman. 8tn Ward Alderman Rainey she just wanted to remind the people in the 8th Ward the reason they are called the Great 8th Ward is because of the people in the 8th Ward who are great themselves and she thanked them very much. 91h Ward Alderman Burrus said she was really humbled and thanked the people in the 9tr Ward for entrusting their votes to her for her vision of better leadership and a brighter Evanston. She stated that everyone from the Council to the citizens to come together to obtain the prosperity we look for in Evanston. She also thanked former 9th Ward Aldermen as well as Mayor Morton. She thanked her son, mom, dad, brothers and sister and her adopted family. Mayor Tisdahl wanted to thank all who voted for her and got her to the Mayor's position, this included the entire community, and she thinks this is a wonderful Council and a great group and they will do great things, so let's go party. She then called Pat Vance the Township Supervisor to come forward to say a few words. Ms. Vance wanted to thank all the citizens of Evanston for the chance to serve a third time as the Township Supervisor. Mayor Tisdahl mentioned a motion to adjourn and asked if there was a second, and Alderman Holmes seconded the motion. Mayor Tisdahl called for the voice vote and all were unanimous. Alderman Jean -Baptiste Alderman Moran Alderman Wynne Alderman Tisdahl Alderman Rainey PRESIDING: Mayor Lorraine Morton At 7:11 P.M. Mayor Morton announced the final meeting of the 77th City Council would come to order. She called for a roll call and all Aldermen were present. She also brought attention to the vase of flowers that was sent to the outgoing and incoming Council members, from the Association of Loyal Evanston Council Watchers. They offered their best wishes and many thanks to all the Evanston Citizens who have served and will serve in our community. They also promised to continue to express their views on all matters of interest to the citizens of Evanston. CITY MANAGER ANNOUNCEMENTS: Interim City Manager Russell had two quick announcements. The first was from the Assistant City Manager Mr. Martin Lyons, who came up to announce two awards from the Government Finance Officers. They reflected the City's activities in both Financial Planning and Financial Reporting. He stated that in 1984 Government Finance Officers started a finance program for distinguished budgeting and that the City has awards dating back to the 1985-1986 Budget up until now for "Distinguished Budgeting." Secondly, he presented the Financial Reporting award given by the Municipal Finance Officers Award began in 1959 and the City has awards from that date up until 1970. This award is a "Certificate for Achievement in Excellent Financial Reporting". After Mr. Lyons presented the awards to Mayor Morton, she then announced she would leave them for the new Mayor Elizabeth Tisdahl. Ms. Suzette Eggleston Superintendent of Streets & Sanitation announced that there would not be any trash/refuse and recycling pickup on Memorial Day. The collection will occur one day later (ex: Monday will be collected on Tuesday and so on). May 11, 2009 Chief Eddington stated he had a quick announcement from his Clergy Team. The Clergy members extended an invitation to the Council to attend their 2009 Law Enforcement Celebration of Service and Memorial Service hosted by the Chaplain Team. The event will be held on Wednesday, May 20th, 2009 at the Evanston Police Station at 3:00 P.M. PROCLAMATION Mayor Morton made the following two proclamations: She declared May 17th, 2009 as "National Public Works Week" in Evanston She also declared the Month of May, 2009 as National Preservation Month" in Evanston COMMUNICATIONS CITY CLERK: City Clerk Rodney Greene announced because we did not perform a canvassing this year, a canvassing committee was not formed. The Office of Mr. David Orr the Cook County Clerk performed the canvassing for all of Cook County. Mr. Greene received an electronic certification of the election results and all of the unofficial winners were certified as the elected officials. They will be mailing the certificates to him next week. CITIZEN COMMENT: AGENDA ITEMS Virginia Beatty, 1529 Forest Avenue wanted to thank those who have served and to those who will be serving the community. She also extended an invitation to join them on the 25th of May at 9:30 A.M. to Patriot's Park to march from Patriot's Park to Veteran's Plaza. They will all be meeting at the Mr. Allen `BO" Price & Willamena Price" Bench in the Plaza. The Mayor then explained a little about who Bo Price was. James Corirossi, 1640 Maple Avenue stated he is the President of the Downtown Residents Association. He then acknowledged the Mayor and the other Aldermen who were leaving and acknowledged the newly elected officials. Jim Wolinski, 2242 Lincolnwood Drive came to speak on a job well done by the 771h Council, as well as the retiring Aldermen and their outstanding service to the community and gave a synopsis of each ones accomplishments. He believed that all of the open spaces will soon be filled, but it will just take a little more time. CITIZEN COMMENT: NON -AGENDA ITEMS Carolyn Murray, 1930 Grey Ave. spoke on the re-election Committee of the 5th Ward for Alderman Holmes and the success of her re-election. They look forward to her service and exemplary leadership, and look for her guiding them through the issues that will arise and look forward to her meeting them this Thursday at the Ward meeting. 2 May 11, 2009 CONSENT AGENDA Alderman Moran moved for the acceptance of the consent agenda with the exception of (A4) and (H3), (SPl), (01), (02), (03), (04), (05), (06), (07), (08) seconded by Alderman Wynne. ROLL CALL (9-0) consent agenda approved. (A4) Ordinance 23-0-09 Proposed Paving of the Alley North of Greenwood Street, East of Grey Avenue Special Assessment Alley 1502 Consideration of the proposed ordinance 23-0-09 by which City Council would authorize paving of the alley north of Greenwood Street, east of Grey Avenue through the Special Assessment Process. For Action (113) FY2009-2010 Emergencv Shelter Grant Funding Recommendations Consideration of FY2009-2010 Emergency Shelter Grant Funding Recommendations. The U.S. Department of Housing and Urban Development has informed the City of Evanston that our Emergency Shelter Grant allocation for the 2009-2010 fiscal year is estimated to be $85,920.00. The federal funding entitled to the City of Evanston is part of the Stewart McKinney Homeless Assistant Act. For Action (SPI) Resolution 36-R-09 Designating 2100 Ridge Avenue, Evanston, Illinois, the "Lorraine H. Morton Civic Center" Consideration of resolution 36-R-09 designating 2100 Ridge Avenue Evanston, IL. `The Lorraine H. Morton Civic Center". Moved by Alderman Moran and seconded by Alderman Holmes. A voice vote was taken and a unanimous Aye was resounded. Resolution passed. (01) Resolution 37-R-09 Honoring Alderman Dennis R. Drummer (Deceased) for His Work for the Community Consideration of resolution 37-R-09 honoring the late Alderman Dennis Drummer for his work as an Alderman and in the Evanston Community. For Action (02) Resolution 38-R-09 Canvass of the Results of the Consolidated Municipal Election April 7, 2009 Consideration of resolution 38-R-09 canvassing the results of the consolidated election held in and for the. City of Evanston, Cook County Illinois on April 7, 2009. For Action passed. (03) Resolution 26-R-09 Retirement of Alderman Moran Consideration of resolution 26-R-09 commending Alderman Moran for years of service as a member of the 77th City Council. For Action passed. May 11, 2009 (04) Resolution 27-R-09 Retirement of Alderman Bernstein Consideration of resolution 27-R-09 commending Alderman Bernstein for years of service as a member of the 771h City Council. For Action passed. (05) Resolution 28-R-09 Retirement of Alderman Tisdahl Consideration of resolution 28-R-09 commending Alderman Tisdahl for years of service as a member of the 771h City Council. ADMINISTRATION & PUBLIC WORKS: (Al)* City of Evanston payroll through (A2)* City of Evanston bills through 4/26/09 $2,255,086.17 5/12/09 $2,617,260.95 (A3.1)*Approva1 of Acceptance of Illinois Department of Commerce and Economic Opportunity Grant Recommend approval of acceptance of a grant from the Illinois Department of Commerce and Economic Opportunity (IDCEO) in the amount of $60,000 to fund conversion of one collection day from recycling bins to larger capacity wheeled recycling carts. Acceptance of the grant requires a match of $96,324. (A5)* Ordinance 32-0-09 Amending the City Code to Establish a Four-Wav Stop at Lincolnwood Drive and Grant Street Consideration of proposed ordinance 32-0-09 by which the City Council would amend Section 10-11-5, Schedule V (D) of the City Code to establish a Four -Way Stop at Lincolnwood Drive and Grant Street. For Action (A6)* Ordinance 33-0-09 Amending Title 8, Chapter 5 Y2 of the City Code Regarding "Private Scavengers" Consideration of proposed ordinance 33-0-09 amending Title 8, Chapter 5 % of the City Code regarding "private scavengers" establishing a penalty for violating the municipal solid waste franchise. For Action PLANNING & DEVELOPMENT HUMAN SERVICES COMMITTEE (Hl)* Township of Evanston Monthly Bills Consideration to approve the Township of Evanston April 2009 bills totaling $248,060.97. Legal fees totaling $75,305.89 were held in Human Services Committee March 2, 2009 and on Council agenda April 14, 2009. Approved total of $44,145.26 to settle all legal fees. For Action May 11, 2009 (H2)* Resolution 32-R-09 Authorizing the Interim Citv Manager to Submit the Substantial Amendment to the Citv of Evanston Consolidated Plan 2008 Action Plan to Effect the Homelessness Prevention and Rapid Re -Housing Program Consideration of Resolution 32-R-09 authorizing the Interim City Manager to Submit the Substantial Amendment to the City of Evanston Consolidated Plan 2008 Action Plan to Effect the Homelessness Prevention and Rapid Re -Housing Program. Evanston has been allocated $801,460 from the Homelessness Prevention and Rapid Re -Housing Program (HPRP) funds on a formula basis. Funds are to be used to help Evanston residents at high risk of homelessness stay in their existing housing, and to help Evanston's homeless population secure stable housing. For Action AGENDA ITEMS FOR DISCUSSION: (A4) Ordinance 23-0-09 Proposed Paving of the Allev North of Greenwood Street, East of Grev Avenue Special Assessment Allev 1502 Consideration of the proposed ordinance 23-0-09 by which City Council would authorize paving of the alley north of Greenwood Street, east of Grey Avenue through the Special Assessment Process. For Action Alderman Wollin stated the wording in the summary was changed, but the ordinance number is correct and moved to have approval of the ordinance, seconded by Alderman Bernstein. Roll Call: (9 - 0) the ordinance passed. (113) FY2009-2010 Emergencv Shelter Grant Funding Recommendations Consideration of FY2009-2010 Emergency Shelter Grant Funding Recommendations. The U.S. Department of Housing and Urban Development has informed the City of Evanston that our Emergency Shelter Grant allocation for the 2009-2010 fiscal year is estimated to be $85,920.00. The federal funding entitled to the City of Evanston is part of the Stewart McKinney Homeless Assistant Act. For Action Alderman Holmes moved for approval with a second from Alderman Hansen. Alderman Rainey wanted to know if the approval was being asked for the staff recommendations, and Alderman Holmes replied it was from the committee so it was staff recommendations. These are CEDA Funds am I correct (asked by Mayor Morton). Alderman Holmes replied yes Madam Mayor. A voice vote was taken and it was unanimous. Item approved (SP1) This Resolution was read by Alderman Moran announcing the renaming of the Evanston Civic Center as "The Lorraine H. Morton Civic Center". It was voice voted unanimously for approval. . q � May 11, 2009 Mayor Morton gave her farewell comments to the Council, staff, and the Community that she so loved over these 16 years as Mayor. She expressed the fact it was a true labor of love. The only regrets she had was the rushing back and forth to all the meetings. She also stated in August we would be loosing our City Manager and some new faces will be around, and the remaining staff will have to prove their way to the new people who will be their bosses. She will miss the staff, they have always been very helpful and they have done a wonderful job in their prospective positions. The Mayor finally thanked everyone for their, nice words, support, love, warmth, gifts, and she didn't know what else to thank us for but whatever it is she said thank you. Alderman Tisdahl then got up and told Mayor Morton that the staff and the Council had a presentation for her because of her strong commitment to the Arts. One of Mayor Morton's duties was to appointed talented and dedicated people to sit on the Evanston Arts Council and Public Art Committee. She also presents the" Mayor's Award for the Arts" each Winter to one individual and one organization. Elizabeth Ockwell, a resident artist at the Noyes Cultural Arts Center, has generously donated artwork to be given to the winners, she has also loaned beautiful art to the City to grace the walls and the Council Chamber. The City Council and the City of Evanston employees are presenting Mayor Morton a beautifully framed digital print of a water colored painted by Elizabeth Ockwell who is here with us this evening. The painting depicts the lower staircase of the Old Paris Opera House, which was built by Empirical decree by Napoleon III and opened in 1875. It took several months for this painting to be completed, and was selected for the Mayor's love of the Arts and her elegance. I OTHER COMMITTEES 2"dWard. Alderman Jean -Baptiste had the honor of reading the Resolution 37-R-09 for Alderman Dennis R. Drummer a former Alderman who served the community of Evanston for 17 years who is deceased and Tracey Aden his daughter is here for her father. 7'hWard. Alderman Tisdahl read Resolution 26-R-09 for Alderman Edmund B. Moran, Jr. retirement from the 6th Ward of the City of Evanston. 3rdWard. Alderman Wynne read the Resolution 27-R-09 for Alderman Steven J. Bernstein's retirement from the 41h Ward of the City of Evanston. 1"Ward. Alderman Wollin read the Resolution 28-R-09 for Alderman Elizabeth H. Tisdahl's retirement from the 7th Ward of the City of Evanston. 2"dWard. Alderman Jean -Baptiste read the Resolution 29-R-09 for Alderman Cheryl Wollin's departure from the 1st Ward of the City of Evanston. 5'hWard. Alderman Rainey read the Resolution 30-R-09 for Alderman Anjana Hansen's retirement from the 9th Ward of the City of Evanston. 6'hWard. Alderman Moran read the Resolution 34-R-09 for Mayor Morton's retirement from the tenure of Mayor for 16 years of the City of Evanston. May 11, 2009 Resolution # 38-R-09 was moved by Alderman Rainey and second by Alderman Moran to be placed and approved on the agenda. A voice vote was taken and it was unanimous. CALL OF THE WARDS: 91h Ward Alderman Hansen stated she wrote her comments down and expressed her experience over the last four years. She gave examples comparing them to being in school, a little like College without the bars and parties, High School without the acne and awkwardness, and then like Elementary School without all the recess. She then acknowledge the lessons she gained from each of the Aldermen on the 77th City Council and how they have come together with all different backgrounds but have worked together for the betterment of the City. 1" Ward Alderman Wollin stated it was a privilege having worked with the Council members. 2"d Ward Alderman Jean -Baptiste acknowledged his family members and what they had done and will be doing in the future. He gave homage to his mother who was the pillar of strength for the family. He said he had been privileged to have worked with his colleagues on the Council and the partnership they have garnered goes beyond the Council. He looks forward to be able to call on the ones who are leaving to assist in reaching the goals they need to reach along with the new members who are coming on tonight. 3rd Ward Alderman Wynne stated when she first joined the Council many viewed it as a highly dysfunctional family, but it is not that way now. She then gave accolades to all of her Council members and what she has learned and will keep with her as she goes on. She looks forward to working with the new members and it is not politics it is a job of service. She finally thanked her family for their support. 4th Ward Alderman Bernstein he again stated he was a new grandfather, and thanked the 4ch Ward for allowing him to serve them. He thanked the staff and the Fire and Police Department. He also thanked all that came to the podium and those who ran for office, and he encouraged all to stay involved. He finally asked Alderman Tisdahl to give him an extra 15 seconds when he comes up to the podium for some Steve Bernstein time. 5th Ward Alderman Holmes wanted to say thank you to the 77th Council and her family, and she thanked her Pastor for being there. She also thanked her campaign staffers and she only ran because they asked her to. 6th Ward Alderman Moran he wanted to acknowledge his wife Judy and he asked her to stand. He thanked the 6th Ward for electing him, a delight to have worked with the City staff, and his friends and colleagues on the Council. He proceeded to describe the attributes of each of the Aldermen and how he will miss them. He finally thanked the people of Evanston and he will never forget Mayor Morton and he has first dibs when she's ready to write her autobiography. ��03 May 11, 2009 7Th Ward Alderman Tisdahl she wanted to take the time to thank the 7th Ward for their support and that Mayor Morton is a great educator and she has taught her a lot, but she hasn't taught her enough and she will be calling on her. 81h Ward Alderman Rainey she wanted to thank her ward for sending her back to the Council again and she said she has never served on a more collegial Council as this one, and it has really been a pleasure. They have faced some very difficult issues and have still remained friends. She then spoke of a theme song that usually accompanies every great superhero, great moment in life great era or ideal that reminds us of the memory. The tune that will remind us of you is "Sweet Lorraine." Then the High School ensemble from ETHS played the song for the Mayor. The Mayor then thanked the young men for the song and commented it was an old song and didn't know they would know how to play it. She also asked the Council members who were leaving to please stand for a group picture. She had the new members to come and take the vacant seats. She then presented Alderman Tisdahl with a gift from the Council, staff and everybody. She then declared the 77th Council adjourned at 9:15 P.M. since they had completed all of the business at hand.
