Presiding: EVANSTON, IL. 60201 THURSDAY, MARCH 11, 2010 Alderman Jean -Baptiste Alderman Wynne Alderman Rainey Alderman Tendam Alderman Grover Mayor Pro T'em Alderman Wynne Mayor Pro Tem Wynne opened the meeting at 12:40 p.m. and proceeded to read the letter calling for the special meeting to discuss Street Sweeping. Alderman Wynne asked Suzette Robinson, Street & Sanitation Superintendent, to present her plan for the City's street sweeping revised program. Ms. Robinson directed the Council's attention to the table attached to her memo. The following were her suggested revisions: (1) reduction of the sweepers from four (4) to three (3) (2) hours of operation from 4am-7am/9am - 4pm; to 4am-7am/8am-4pm (3) two-sided streets biweekly to every third week (4) two-sided streets high traffic biweekly to 11 times per year (5) primary routes with blue bordered signs biweekly to every third week on Monday (6) one-sided streets five times per year (no towing) to every third week with towing (7) one-sided streets find adjacent streets for parking to allowing parking on opposite side of street (8) Downtown business district weekly (Monday) 4am-7am to remain the same (9) Special sweeps-3usiness & school areas 17 times/year to 11 times/year (10) Hinman special sweep (Greenleaf/South Blvd), 8 times/year to every third week 11 times/year 9am-noon (11) Sign changeover twice/year to once (signs are permanent) (12) Sign purchase 930/year to 2000/year Concerns from the Aldermen: 1) When a sweeper goes down how long does it take? Answer: from two days to two weeks depending if the sweepers have to be outsourced. 2) Residents having to move cars at Sam instead of 9am and being ticketed. 3) The change is not necessary March 11, 2010 4) The litter is a major problem 5) How many hours it takes to accomplish the sweeper schedule? 6) The issue of the leaves pickup 7) A three week sweeping schedule is not sufficient The suggestion from the Council was to have a one-on—one conversation with Ms. Robinson within the next few days, and to relay the Aldermen's description of the streets in their wards. To discuss the times and traffic on particular streets, especially around Schools, Business Districts, Parks, Train Stations, Hospitals. The Chair suggested to have publicized all the changes and new signage to alert the residents to the change. Staff s directions within the next two weeks were as follows: (1) to get meetings with all the Aldermen, (2) identify problem streets, (3) calculate the total amount of resources, hours, etc., (4) determine how it plays in to the original memo, and (5) prior to the next meeting to have a detailed street cleaning digital map of the wards. Alderman Fiske emailed her concerns to Kate Todd and the email was noted and included in the minutes. There was also a letter from Diane Korling with her concerns of the street sweeping program which will be noted in the minutes as well.
