Morton Civic Center 2100 Ridge Avenue Evanston, IL Roll Call: Alderman Tendam Alderman Wynne Alderman Grover Alderman Wilson Alderman Rainey Alderman Holmes Alderman Burrus Alderman Fiske Presiding: Mayor Elizabeth B. Tisdahl The Mayor read her statement for the calling of this special meeting and the discussion and presentation that would occur. Mayor Tisdahl announced that Alderman Jean -Baptiste was absent because he had called for an emergency meeting to discuss plans to assist Haiti. Public Comment: Betty Ester, 2031 Church Street, spoke of her concerns with the proposed Affordable Housing Task Force's report. She stated in order to accomplish the task there had to be more floor space added, and there has to be a mix in the plan. She also stated people should have a choice of whether the citizens wanted to own or not own the housing facilities. Presentation of Report by Affordable Housing Task Force: This power point presentation was given by Susan Monroe, Chair of the "Affordable Housing Task Force". She stated the task force looked broadly q6 January 13, 2010 at the issue of affordable housing, and focused on two questions: (1) How do we most efficiently and effectively meet the Evanston resident's needs for affordable housing, and (2) What's the best use of federal and local funds to increase affordable housing opportunities. She stated the City may have to look at revolving loan funds to assist in the funding of affordable housing. She gave suggestions as to how to implement some of the goals in their plan. She also wanted a focus group to look at zoning regulations and other building code regulations to make it easier to provide affordable housing in Evanston. She stated the task force is willing to help the City any way that's needed. One of the questions that arose from the presentation came from Alderman Burrus concerning an opportunity for volunteers to help with the plan of affordable housing. The reference to HABITAT was made. Alderman Burrus questioned how to get HABITAT to return to Evanston. She also stated working with the CHDO's and Kellogg would create a model to pull these together. Goal Discussion: Affordable Housing City Manager stated the task force report was an excellent starting point in moving forward. He will come back after the budget is completed with a working plan to move forward in this area as well as a plan to include HABITAT. The Mayor called for a motion to adjourn. A motion was made and seconded and a roll call was resulted in 8 positive votes. The meeting ended at 7:48 P.M.
