Lytle City Council Chambers, Room 2800 6:00 PM As the result of an executive order issued by Governor J.B. Pritzker suspending in - person attendance requirements for public meetings, City Council members and City staff will be participating in this meeting remotely. The Special City Council meeting was called for the purpose reviewing the responses to Request for Proposal (RFP) 19-29 for the Harley Clarke Mansion and Coach House. Due to public health concerns, residents will not be able to provide public comment in- person at the meeting. Those wishing to make public comments at the Special City Council meeting may submit written comments in advance or sign up to provide public comment by phone or video during the meeting by completing the City Clerk's Office's online form at www.cityofevanston.org/government/city-clerk/public-comment-sign-up or by calling/texting 847-448-4311. Review of Responses to Request for Proposal (RFP) 19-29 for the Harley Clarke Mansion and Coach House Staff recommends City Council review the responses to Request for Proposal (RFP) 19-29 for the Harley Clarke Mansion and Coach House. For Discussion Review of Responses to Request for Proposal (RFP) 19-29 for the Harley Clarke Mansion and Coach House Presentations: Artists Book House Evanston Community Lakehouse and Gardens Evanston Conservancy ONECommunity Museum (VI) PUBLIC COMMENT Members of the public are welcome to speak at City Council meetings. As part of the Council agenda, a period for public comments shall be offered at the commencement of each regular Council meeting. Public comments will be noted in the City Council Minutes and become part of the official record. Those wishing to speak should sign their name and the agenda item or non-agenda topic to be addressed on a designated participation sheet. If there are five or fewer speakers, fifteen minutes shall be provided for Public Comment. If there are more than five speakers, a period of forty-five minutes shall be provided for all comment, and no individual shall speak longer than three minutes. The Mayor will allocate time among the speakers to ensure that Public Comment does not exceed forty-five minutes. The business of the City Council shall commence forty-five minutes after the beginning of Public Comment. Aldermen do not respond during Public Comment. Public Comment is intended to foster dialogue in a respectful and civil manner. Public comments are requested to be made with these guidelines in mind. (VII) CALL OF THE WARDS (Aldermen shall be called upon by the Mayor to announce or provide information about any Ward or City matter which an Alderman desires to bring before the Council.) {Council Rule 2.1(10)} (VIII) ADJOURNMENT Page 2 of 3 Memorandum To: Honorable Mayor and Members of the City Council From: Tasheik Kerr, Management Analyst Subject: Review of Responses to Request for Proposal (RFP) 19 -29 for the Harley Clarke Mansion and Coach House Date: September 21, 2020 Recommended Action: Staff recommends City Council review the responses to Request for Proposal (RFP) 19 -29 for the Harley Clarke Mansion and Coach House. Council Action: For Discussion Summary: On May 16, 2019, the City issued a Request for Proposal (RFP) 19-29 for the purpose of entering into a long-term lease with a party that will invest in and renovate the Harley Clarke Mansion and Coach House. Prior to the proposal deadline of February 28, 2020, staff facilitated tours of the facility and met with interested parties to discuss the proposed work and answer questions related to the project. Interested parties were also invited to present their proposal to the general public on August 6, 2019 and November 5, 2019. Responses were received from four organizations: Artists Book House, Evanston Community Lakehouse & Gardens, Evanston Conservancy, and ONECommunity Museum. With regard to the process for reviewing the proposals, the City Council directed staff to place the proposals on a special meeting agenda, scheduled for May 18, 2020, for members of the City Council to review. However, due to the Coronavirus pandemic, review of the proposals was delayed until the September 21, 2020 City Council meeting. Each respondent will be provided 15 minutes with which to give a presentation during this meeting with Q&A to follow after all presentations have concluded. Adherence to the 15 minutes guideline will be required of all presenting parties in order to ensure fairness. All four respondents were in compliance with the minimum requirements of the RFP. Staff has reviewed submissions for completeness but has not provided any analysis regarding the scope, manner or capabilities of any of the submissions. A.Page 3 of 3
