AN ORDINANCE
Amending Section 7 of Ordinance
41-0-58 LICENSING AND REGULATING
NURSING HOMES, SHELTERED CARE
HOMES AND HOMES FOR THE AGED.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
EVA14STON, COOK COUNTY, ILLINOIS:
SECTION 1: That Section 7 of An Ordinance
Licensing and Regulating Nursing
Homes, Sheltered Care Homes and Homes for the Aged, adopted December
29, 1958, be amended so that same shall hereafter be and read as
follows:
Section 7.1: Adoption of Rules and Regulations.
Pursuant to authority granted by the General Assembly
to Cities and Villages, 111. Revised Statutes, 1957,
Chap. 24, Par. 1241 to 1247, inclusive, the City of
Evanston adopts by reference the Minimum Standards,
Rules and Regulations governing the operation of nursing
homes and homes for the aged, promulgated under date of
June 8, 1960, by the Director of Public Health, of the
.Department of Public Health of the State of Illinois,
and in effect July 1, 1960, the Minimum Standards,
Rules and Regulations for the licensing of sheltered
care homes, promulgated under date of December 3, 1957,
by the Director of Public Health, of the Department of
Public Health of the State of Illinois; and the Minimum
Standards, Rules and Regulations for the licensing of
homes for the aged, promulgated under date of July 15,
1958, by the uirector of Public Health, of the Depart-
ment of Public Health of the State of Illinois. A
• violation of any of said Rules and Regulations as
adopted by this ordinance shall be considered a viola-
tion of the provisions of this ordinance; provided that -
(a) any reference in said Rules and Regulations
to "Department" shall read as meaning the "Health
Department of the City of Evanston."

(b) any reference to said Rules and Regulations to
the "Director" shall mean the "Director of Health of the
City of Evanston."
(c) Filing for Public Inspection: Three copies of each
of said Minimum Standards, Rules and Regulations adopted
by reference, shall be filed in the office of the City
Clerk and there kept available for public use, inspection
and examination for a period of at least 15 days prior to
the adoption of this ordinance. At least one copy of each
of the Minimum Standards, Rules and Regulations of the
Department of Public Health of the State of Illinois, shall
be kept on file in the office of the Director of Health of
the City of Evanston for public inspection.
Section 7.2: In addition to the Rules hereinabove adopted
by reference, the following rules are adopted with respect
to the nurse in charge of nursing service, who shall be
either an Illinois Licensed Practical Nurse or Illinois
Registered Nurse and on active duty in the home a minimum.
of 40 hours per week.
The duties or responsibilities of the nurse in charge
of nursing service shall include:
1. Supervision of all individuals giving care to
the residents.
2. Supervision of teaching nursing procedures to
nursing personnel.
3. Supervision of daily observation of each infirm
resident and recording pertinent information on his record.
4. Calling for a physician when necessary and obtaining
written orders for medications and treatments.
5. Assigning duties to those giving nursing care,
according to the capability of the worker.
6. Supervision of the dispensing of medications as
prescribed by the physician.
7. Supervision of feeding residents and notifying the
dietary department of changes in diet orders or dietary needs.
8. Supervision of nursing equipment and housekeeping in
patient's areas unless this responsibility has been given to
other staff members by the manager.
9. Planning the program of care of residents to be
performed daily by each member of the nursing staff.
10. Supervision of daily skin inspection.
11. Supervision of proper positioning of all patients
who have to spend a large part of the time in bed.
12. Responsible for seeing that each floor is adequately
staffed at all times.

13. Responsible for keeping records of pre -employment
and annual chest k-rays of all persons employed in the
home. In lieu of annual chest x-ray, such persons may
have a tuberculin skin test, however, all positive skin
tests shall be followed by a chest x-ray. The pre-
employment physical shall include a aerological test
for syphilis.
14. Responsible for having menus prepared at least
a week in advance and for recording changes made. Copies
of these menus shall be kept on file for six months. This
duty may be delegated to the dietary department. Keep
• current week's menu posted in kitchen.
15. The submission of an annual report, unless the
manager assumes this responsibility. The report shall
be submitted on forms furnished by the Department, and
shall be sent in by December 31 of each year.
SECTION 2: All ordinances or parts of ordinances
in conflict herewith are hereby
repealed.
SECTION 3: This ordinance shall be in full
force and effect from and after
its passage, approval and publication, according to law.
