AN ORDINANCE
Amending Sections 5 (a) and 5 (c) and adding sub -section (f) to Section
5 and adopting certain sanitary and safety rules and regulations in ac-
cordance with Section 6 of Ordinance 26.0-59 adopted November 9, 1959,
as amended, entitled PRIVATE RESIDENTIAL SWIMMING POOL
ORDINANCE of the City of Evanston.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EVANSTON,
COOK COUNTY, ILLINOIS:
Section 1: That Sections 5 (a) and 5 (c) of Ordinance 26-0.59 adopted Novem-
ber 9, 1959 as amended, entitled Private Residential Swimming Pool Ordinance
of the City of Evanston, be amended and sub -section (f) be added to said Sec-
tion 5 so that same shall hereafter be and read as follows:
Section 5 (a) Drawing and Plans: All drawings, plans, specifications and
pertinent explanatory data required in connection with the construction, instal-
lation, enlargement, or alteration of any private residential swimming pool
and appurtenances shall comply with the following requirements and shall
be presented to the Director of Building for examination and approval.
(1) All drawings shall be complete, showing lot lines and fence construction,
and shall include detail drawings and specifications sufficient to show that
the pool will not create a hazard or nuisance to adjoining property as a re-

sult of rupture or failure of the pool body.
(2) Plans shall be drawn to scale indicating all dimensions, including the
length, width and depth of pool structure and width of the pool deck;
(3) A profile plan shall be included showing elevations of filter room floor,
when applicable, and sewer or drain piping with respect to the normal
pool water level;
(4) A cross section of scum gutters and of skimmers when applicable;
(5) Pipe diagrams showing size of all pipes, inlets, outlets, make-up water
lines, vacuum lines, waste and discharge lines, circulation and other pip-
ing;
(6) The pool equipment room layout if pertinent, showing filters, their
location, pumps, chlorinators, chemical feeders, flow meter gauges, sight
glass, strainers, hair and lint intercepters (if included) dimensions of fil-
ter room, its location, floor drain, sumps, and other pertinent information,
when included in the pool design;
(7) The liquid capacity of the pool;
(8) The kind, number, and size of filters, including the square footage of
the filter area in each unit, when applicable;
(9) Top capacity of recirculation pump in gallons per minute and head
rating, when applicable;
(10) The type, kind and description of chlorinator where required;
(11) A description of any gauges and water flow meter;
(12) A description of the skimmers and of the overflow gutters if present.
Section 5 (c) Fences: All private residential swimming areas or areas in
which the pool is located shall be completely enclosed by a fence adequate
to restrain children. All fence openings or points of entry into pool area en-
closure shall be equipped with gates. All gates shall be equipped with self -
closing and self -latching devices placed where they are inacessible to small
children.
Section 5 (f) Steps or ladders: There shall be two or more means of egress
in the form of steps, ladders, or step holes in each pool;
Rescue Equipment: Every private residential swimming pool shall be
equipped with rescue equipment including at least one or more light, strong
Poles with blunted ends not less than twelve feet in length of % of the diame-
ter for circular pools, for making reach assistance or rescues.
Diving Boards: No diving board or platform shall be installed for use in con-
nection with any private residential swimming pool unless approved in ad-
vance by the Evanston Department of Health.
Floor Slope in Pools with Varying Depths: The floor slope in the shallow end
of the pool (up to 4ii feet depth) shall be sufficiently gradual to avoid ac-
cidentally slipping into deep water. From the 41,2 foot depth (transition
point) to the deepest point, the slope should not exceed one foot vertical to
three feet horizontal.
Water Depth in Pools with Varying Depths: Markings showing the depth of
the deep and shallow ends of the pool shall be plainly visible.
Section 2: In accordance with the provisions of Section 6 of said ordinance, the
following rules and regulations submitted by the Director of Health to establish
minimum safety and sanitary requirements in connection with the installation
and operation of Private Residential Swimming Pools shall be in full force and
effect from and after the adoption of this ordinance.
1. Water Clarity: At all times when the pool is in use the water shall be suf-
ficiently clear to permit a black disc or disc of contrasting color 12 inches
in diameter on the bottom of the pool, at the deepest point, to be clearly
visible from the sidewalks of the pool at all distances up to 10 yards meas-
ured from a line drawn across the pool through the object.
2. Inlets: Pools shall be equipped with suitable facilities for adding make-up
water as needed. There shall be no physical connection between the water
supply line and the pool system. If the make-up water is added directly to
the pool, the outlet shall be at least six (6) inches above the upper rim of the
pool at all times. If the make-up water line discharges to a surge or balanc-
ing tank, the point of discharge shall be at least six (6) inches above the rim
of the tank. If a hose connection from a sill cock or other plumbing fixture
is to be used for supplying make-up water, then an approved vacuum
breaker shall be installed between the sill cock or control valve at the fixture
and the hose connection.
3. Outlets: Drain outlets from a pool shall have a free fall discharge to the
sewer or drain. Pools shall not be emptied during or directly after periods of

heavy rainfall and the rate of discharge shall be kept within bounds so as
not to overtax the channels or other means of access to the sewers and shall
never exceed 250 gallons per minute.
4. Skimmers: All private residential swimming pools shall be equipped with
hand or automatic skimmers or approved over -flow gutters.
5. Water Treatment: Chlorine disinfectant in the form of sodium or calcium
hypochlorite shall be applied either by hand or by mechanical feeder as fre-
quently as needed to assure 0.4 of a part per million of chlorine residue
throughout the pool volume while the pool is in use. Other recognized or ac-
credited methods of disinfecting the pool water shall be permitted providing
advance approval is granted by the Evanston Department of Health.
(b) The water shall show a neutral or alkaline reaction as indicated by a
pH of 7.0 to 8.0 at all times while the pool is in use.
(c) A test kit with permanent color standards shall be provided at all pools
and be used at frequent intervals to check on the adequacy of disinfection
and to determine the acidity or alkalinity of the water.
Section 3: All ordinances or parts of ordinances in conflict herewith are hereby •
repealed.
Section 4: This ordinance shall be in full force and effect from and after its
passage, approval and publication, according to law.
