AN ORDINANCE
AMENDING AN ORDINANCE ENTITLED
"An Ordinance to classify, regulate and restrict the
locations of trades and industries and the location of
buildings designed for specified uses and to regulate
and limit the height and bulk of buildings hereafter
erected, to regulate and limit the intensity of the
use of lot areas, and'to regulate and determine the
area of yards, courts and other open spaces within and
surrounding such buildings, and to establish the
boundaries of districts for the said purposes and
prescribing penalties for the violation of its provisions"
adopted b the City Council of the City of Evanston on
January N. 1921, and approved by the Mayor of said City
on January 19, 19210as amended, hereinafter called the
"ZONING ORDINANCE"
by amending paragraph (n) of SECTION 13, as amended,
as follows:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That paragraph-(n) of :Section 13
of the Zoning Ordinance as amended,
be amended so that it shall hereafter -be and read as follows:
(n) Off -Street Parkin . In connection with any building
hereafter erected or substantially altered or enlarged
there shall be provided off-street parking spaces meet-
ing all of the minimum requirements of this paragraph
(n). In this paragraph (n) the term "parking lot" means
an area in the open reserved or used for parking motor
vehicles, trailers, or boats on premises on which there
is no principal building; the term "parking space" means
-an accessible area reserved exclusively for storage of one
motor vehicle, trailer, or boat, which parking space may
be located in a private or storage garage, carport or in the
open;.the term "parking area" means one or more parking
spaces and may also include access drives, aisles, ramps,
and maneuvering area.
1. Use.
Required off-street parking spaces accessory to
t uses listed in�this paragraph (n)°shall be used solely for
• the parking of passenger automobiles of occupants, patrons,
or employees. Parking lots in Dwelling Districts shall
be used only for the parking of passenger automobiles.
In.a Dwelling District not more than one truck or
trailer. -with a capacity of 12 tons or less, and not
more than one hauling trailer or•boat may be parked in a
building or in a rear yard, but not in a front or side
yard or in any court area which opens toward a public
street.
No part of a driveway in a front or side yard
shall be counted as a required parking space in Dwelling
Districts. The parking of house trailers is prohibited
in all districts.
2. Location
Parking spaces required for single-family dwell-
ings and two-family dwellings shall be located on the
same lot as the dwelling served or on an adjoining lot.
Parking spaces required for all other buildings shall be
located on the same lot, provided however, that where
ten or more parking 'spaces are required and a permanent
arrangement for their use has been secured such spaces
may be located within 1200 f t. of the lot on which the
building is located, but not in an "A" or "B" single
Family Dwelling District. `
In rear and side yards abutting a street in
"A", "B" and "C" Dwelling Districts the surfaced area of
all parking spaces shall be not less than 5 feet from
every street lot line or not less than the established
front yard setback line on the adjoining lot, whichever
is greater. In rear and side yards abutting a street in
"D" and "E" districts the surfaced area of all parking
spaces shall be not less than 5 feet from every street
lot line.
Off-street parking spaces for motor vehicles,
hauling trailers, and boats shall not be located in a
required front or side yard or in any court area which
opens toward a public street on any lot on which a
building is located in any dwelling district.
Where permitted under this ordinance off-street
parking spaces may be located in a parking lot provided
that the surfaced area of such a lot, exclusive of
driveways, shall not be less than 5 ft. from every
street lot line in Dwelling Districts.
3. Computation
When the determination of the number of parking
spaces required by this ordinance results in a require-
ment of a fractional space, any fraction of•one-half or
less may be disregarded; while a fraction in excess of
one-half shall be counted as one parking space.
4. Collective'Provisions of Required Spaces
Parking spaces required for separate uses or
buildings may be provided collectively, if the total
number of spaces so provided is not less than -the sum
of the separate requirements for each such use or build-
ing and if all regulations governing the location of
accessory parking spaces _in relation to the uses served
are observed.- No parking space, or portion thereof,
shall serve as the required space for more than one use.
5. Repair and Service
No motor -vehicle repair work or sales or servic-
ing incidental thereto shall be permitted in required
parking spaces, except in emergencies. No gasoline or
motor oil shall be sold in conjunction with any access-
ory parking facility located.in a Dwelling District,
unless such facility is located within a completely
enclosed building, in which case gasoline and motor oil
may be sold within such building to the users of such
facility, provided that no sign directing attention to
such sale shall be visible from outside the building.

6. Size
A required•parking space shall be at least 82
feet in width and not less than 180 sq. ft., in area,
exclusive of access drives, aisles, ramps, columns, and
office or work area. Such space shall have'vertical
clearance of at least seven feet. Each required parking
space shall be kept available -at all times exclusively
as storage space for one passenger automobile.
7. Access
Each required parking space shall open directly
upon an aisle, driveway -or a..public alley of such width
and design as to be, safely and easily accessible at all
times, in the judgment of the Traffic Engineer, without
the necessity of moving another parked car or protruding
into adjoining property. All off-street parking spaces
shall be provided with'appr-opriate means -of vehicular
access to a'street or alley in a manner which will least
interfere with - traffic movements as determined by the
City Manager. No driveway across public property shall
have a width exceeding 25 fe•et, exclusive of curb returns.
8. -Design and Maintenance
a. Open ors Enclosed Parking Spaces Permitted
Accessory parking spaces located on the same lot
as the use served may be open to the sky or
enclosed or partly enclosed.in a structure.
b: 'Surfacing and Drainage '
All open parking spaces and parking lots, except
parking spaces accessory to a single-family or
two-family dwelling, shall be improved with a
compacted macadam base, or equal, not less than
four inches thick, surfaced with asphaltic concrete,
or comparable all-weather dustless material. Such
parking areas shall be so pitched and drained as to
prevent the flow of water from such areas onto
adjoining property, public sidewalk, or unpaved
streets or alleys, or onto paved streets or alleys
which do not have sewer and drainage structures
installed.
c. Screening, Landscaping and'Wheel Stops
In all Dwelling districts all open parking areas
and parking lots containing more than three parking
spaces shall be effectively screened from the
street and on each side adjoining any property
situated in a Dwelling District by a densely -planted
compact hedge not less than four feet in height or
by a four foot high wall or fence; except that no
hedge, planting, wall, or fence shall be permitted
at any street intersection where it will obstruct
the line of vision as set forth in Sections 29-17
and 29-57 of the Evanston Municipal Code. A wall, fence
or hedge used for screening parking lots or spaces
shall not be less than 18 inches from every street
lot line. In' all districts wheel stops of masonry,
steel, or -heavy timber shall be placed near all
interior parking lot lines so as to protect abutting
property and -also placed near street lot lines so
as to prevent protrusion of vehicles into street
rights -of -way.
d. Illumination
The illumination of -any parking -lot or parking area
in a Dwelling District shall be extinguished between
the hours of 11:00 P.M. and 6:00 A.M., except as
may be otherwise authorized by action of the City
Council. Where a parking area is illuminated by
light reflected upon it, direct rays of light shall
not beam into a Dwelling District or into a street.
9. Required Number of Off -Street Parking Spaces
Each principal building or use shall have the
following minimum number of parking spaces but not more
than the specified maximum number of parking spaces:
a. Single -Family Dwelling
One parking space for each dwelling unit, plus
one additional parking space for each two roomers
or lodgers with a maximum of six spaces.
b. Two -Family Dwelling
One parking space, but not more than two, for
each dwelling unit, plus one additional parking
space for each two roomers -or lodgers.
c., Dwelling - Attached (group, row and town houses)
One, Parking space, but not more than two spaces,
for each dwelling unit.
d. • Multiple -Family Dwelling and' Apartment Hotel in
which less than 25 per cent of the apartments are
for occupancy by transient guests.
One parking"space for each dwelling unit.
e. Hotel .and Apartment Hotel
Each hotel and apartment hotel in which 25 per
cent or more,of the apartments are for occupancy
by transient•guests:
One parking space for each three (3) individual
rooms which are available for rent or lease to
individuals or families for dwelling purposes or
transient.accommodations. A "room" As used in this
context includes living -.room, dining room, bedroom,
den or study, but shall be exclusive of kitchens,
bathrooms, closets and corridor space.
f. BoardinaR. Lodging or Rooming Houser and Private
Clubs, offering residential facilities to members:
At least two parking spaces, plus one space for
each three persons•for whom living accommodations
are provided on premises.
g.. Fraternity, Sorority, or Dormitory
One parking space for each five active members
or residents, plus one parking space each for each
full-time employee. This requirement is in addition
to the requirement in paragraph h. below.
h. Collepet University, or -Other Institution of
Higher LearninE
One parking space for -each three faculty and staff
members and other employees, plus one additional
parking space for each 15 students enrolled. This
requirement is in addition .to the requirement in
paragraph g. above.
i. School-, Nursery, Elementary, or Junior High -
Public or Private
One parking space for --each three faculty members
and other full-time employees.
J. -Schools - High ---Public or Private
One parking space for each three faculty members
and each throe full—time employees and for each
ten students of legal driving age.
k. Churches
One parking space for each two persons employed
on the premises, plus one additional space for
each 10 seats in the principal auditorium, provided
that such required parking spaces may be located
on a parking lot within 1200 feet of the church,
which is accessory to another principal use which
is not open and operating on Sundays.
1. Nursing Homes, Hospitals and Sanitariums
One parking space for each six quests, inmates
or patients for which accommodations are offered,
.plus -at least one additional space for each resident
4t and regular staff doctor, plus one additional space
for each four employees, including nurses.
in. Field Houses, Gymnasiums and Stadiums where
Seating_ Accommodations are Provided for the
Public
• One parking space for each ten persons for whom
such accommodations are provided.
n. General Business, Commercial, Store, Office and
Public Buildings
One parking space for each three hundred square
• feet of floor area of such buildings in excess
of 3000 square feet, provided however, that the
requirements contained in this paragraph and
paragraphs o, p, and q below, shall not apply to
the sections of the City of Evanston lying within
the following boundaries:
(1) Beginning at the southwest corner of Clark
Street and Orrington Avenue, thence south along
Orrington Avenue to Church Street; east to
Hinman Avenue; south to Grove Street; west to
Maple Avenue; north to the alley north of Grove
Street; west to Oak Avenue, north to Clark Street
and east to the point of beginning.
(2) Beginning at the northwest corner of Central
Street and Eastwood Avenue; thence south to the
alley south of Central Street; west along the
general line of this alley to Green Bay Road;
south to Lincoln Street; west to Prairie Avenue;
north to the alley south of Central Street; west
to Hartrey Avenue; north to -Central Street; east
to the alley west of Prairie Avenue; north to
the alley north of Central Street; east along the
general line of said alley north of Central Street
to Eastwood Avenue; south to the point of beginning.
(3) Beginning at the intersection of Greenleaf
Street and the alley east of Chicago Avenue; thence
south along said alley to South Boulevard; west to
Custer Avenue; north to the alley south of Main
Street; west to the east line of Maple Avenue
extended south; north to the north boundary of
the Commercial zone on the north side of Main
Street; east of Sherman Avenue; north to Greenleaf
Street and east to the point of beginning.
o. Restaurants Tea Rooms and Other Establishments
serving Meais to the Public, when operated as a'
separate business and not as a part of an;; -apartment
hotel, hotel or in a building meeting the require-
ments of paragraph n. above.
One parking space for each three hundred square
feet of floor area in excess of 2000 square feet.
p. Theatres
One parking

q. Buildings Used for Industrial, Manufacturing or
Storage Purposes
One parking space for each four persons employed
on the premises, based upon the maximum number
employed at any time.
r. Other Uses
Parking spaces on the same basis as required
herein for the most similar use as determined
by the Traffic, Engineer.
`10. Required Approvals
The arrangement, access, surfacing, drainage
provisions, wheel stops, hedge, planting, wall or fence,
and illumination of any parking area providing more than
four parking spaces and any parking lot shall be subject
to the approval of the City Manager. It shall be unlawful
to use any such parking area or parking lot for the parking
of vehicles unless a certificate of use and occupancy has
been issued by the Director of,Building.
SECTION 2: All ordinances or parts of
ordinances in conflict with the
provisions of this ordinance are hereby repealed.
SECTION 3 : This. ordinance shall be in full
force and effect from and after
its passage, approval and publication, according to law.
