HomeMy WebLinkAbout38-O-58638 38-0-58 \/' AN ORDINANCE Amending Section 8-5 of the Code of the City of Evanston, 1957, Regulating the Operation of Bicycles within the City of Evanston WHEREAS, the City of Evanston lying immediately north of and adjacent to the City of :Chicago, has its streets and public thoroughfares traversed daily by hundreds of f thousands of motor vehicles; and WHEREAS, the amount of motor vehicle traffic traversing certain streets of the City of Evanston has created unusual traffic problems, and the necessity for taking additional precautions in.order to prevent accidents, injuries and loss of life; and WHEREAS, in the opinion;of the City Council of the City of Evanston, the operation of bicycles, driven by muscular power, upon certain streets and highways within the City of Evanston,.is dangerous and creates an unnecessary traffic hazard to the operators of automobiles as well as to the citizens of this community; and WHEREAS, it is deemed necessary that the City Council of the City of Evanston enact an adequate police power ordinance to restrain the operation of bicycles, driven by -muscular power;: upon certain public streets and highways within the City of Evanston, in order to maintain the safety and general welfare of the inhabitants of this city: NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EVANSTON: SECTION 1: That Section 8-5 of Article I "Bicycles" of the Code of the City of Evanston, 1957, be and the same is hereby amended so that the same shall hereafter be and read as follows: Section 8-5.0 Operation of Bicycles upon certain streets prohibited. It shall be unlawful for any person to pperate a bicycle, driven by muscular power, upon or along any of the following named streets and public thorough- fares within the City of Evanston, which have been determined by an official traffic survey as being heavily travelled by automobiles, or trucks, or both, and upon which the operation of bicycles, driven by muscular power, is hazardous and dangerous to -the citizens of this community as well as to the oper- ators of said vehicles. Burnham Place - Sheridan Road to Forest Avenue Central Street - Ridge Road to Sheridan Road Chicago 'venue - South City Limits to University Place Dempster Street - Forest Avenue to West City Limits Forest Avenue - Main Street to Davis Street Forest Place ;- Davis Street to Sheridan Road Green Bay Road - Lyons Street to North City Limits Maim Street - Sheridan Road to West pity Limits Ridge Avenue - South City Limits to North City Limits Sheridan Road - Forest Place to North City Limits Sheridan Road - South City Limits to Burnham Place Section 8-5.1 - Riding on Sidewalks (a) No person shall ride a bicycle uppn a sidewalk within any business district, as defined in the present or hereafter adopted zoning ordinance (b) Whenever a person is riding a bicycle upon a sidewalk, such person shall yield the right-of- way to a pedestrian, and shall give audible signal before overtaking and passing a pedestrian. SECTION 2:: Any person who violates any of the provisions of this ordinance shall be fined in accordance with Section 1-4 of the Code of the City of Evanston, 1957, SECTION 3: All ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION 4: This ordinance shall be in full force and effect from and after its passage, approval, and publication, according to law. INTRODUCED.
