HomeMy WebLinkAbout07-O-584 �. 7-0-58J AN ORDINANCE Providing for Vehicle Speed Regulations upon Public Streets and Thoroughfares in the City of Evanston, Illinois BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, ILLINOIS: SECTION 1;: That Section 27-80 and Section 27-81 of Article IV "Motor Vehicles and Traffic" of the Code of the City of Evanston, 1957s be and the same are hereby amended so that same shall hereafter be and read as follows: Section 27-80, Speed Limits Generally. No person shall -drive a vehicle upon any public street or thoroughfare in the city at a speed greater than is reasonable and proper having regard to the traffic and the use of said public street and thoroughfare, or so as to endanger life or limb, or injure the property of any person. The State of Illinois Motor Vehicle Statutes regulating the speed of vehicles shall be applicable upon all streets and public thoroughfares within this city, except as this ordinance, as authorized by Sec. 147, Chap. 9527 Illinois Revised Statutes, 1957, hereby declares and determines upon the basis of engineering and traffic investigation that certain speed regulations shall be applicable upon specified public streets or purlic thoroughfares, or portions thereof, in which event, it shall be unlawful for any person'to drive a vehicle at a speed in excess of any speed so declared in this ordinance, when signs are in place giving notice thereof. The maximum speed limit for all vehicles on the streets and public thoroughfares of the city shall be 30 miles per hour, except when appropriate signs giving notice of the limit are erected at such place or along such part or zone of the str'.•eet or public thoroughfare. The maximum speed limit in all alleys within the city is 15 miles per hour. Section 27-81 Decrease of State Speed Limits at Certain Intersections. It is hereby determined, upon the basis of an engineering and traffic investigation, that the speed permitted by the State of Illinois Motor Vehicle Statutes at the following street or public thoroughfare intersections is greater than is reasonable or safe under the con- ditions found to exist at such intersections and it is hereby declared that the maximum speed limit, within those intersections herein designated shall be as herein ' 585 stated, which speeds so declared shall be effective at the times specified herein when signs are erected upon every approach to every -such intersection giving notice of the maximum speed limit so declared thereat Maximum Name of Street . It is hereby determined upon the basis of an engineering and traffic investigation, that the speed of vehicles permitted by ,the statutes of the State of Illinois upon those streets or public thoroughfares or portions thereof described in' Section 27-81.2 is less than is necessary for safe o,perat_ion of vehicles thereon by reason of the designation and sign posting of said streets as through highways, or by reason.of widely spaced intersections, and it is hereby declared that the maximum speed limit upon those streets or public thoroughfares, or portions thereof described in Section 27-81.2 shall be as therein stated, which.speeds so declared shall be effective at the time specified therein when signs are erected giving notice thereof. Section 27-81.2 Increased Speed Limits. In accordance with Section'27-81.1, and when signs are erected giving notice thereof, the maximum speed limit shall be as set forth in this section upon those streets and public thoroughfares, or portions thereof, and at the times specified herein. 5S6 Maximum Name of Street Speed Limit. Times at all times at all times at all times at all times at all times Chicago Ave. from University - Place to South Blvd. 25 m.p.h. at all times Section 27-81.4 Regulation of Speed by Traffic Signals The city traffic engineer is authorized to regulate the timing of traffic signals so as to -permit the movement of vehicular traffic in an orderly and safe manner at - speeds slightly at variance from the speeds otherwise applicable, within the district, or at intersections, and shall erect appropriate signs giving notice thereof. Section 27-81.5 Minimum Speed Regulation. No person shall drive a vehicle at such a slow speed as to impede or block the normal and reasonable move- ment of traffic, except when reduced speed is necessary .for safe operation of.his vehicle or in compliance with law. Section 27-81.6 Opening and Closing Vehicle Doors. - No person shall open the door of a vehicle.on the side available to moving vehicular traffic, unless it is reasonably safe to do so. 'No person shall leave a door open on the side of a vehicle available to moving vehicular traffic for a period of time longer than neces- sary to load or unload passengers, and unless it is reasonably safe to do so. SECTION 2: That all ordinances or parts of or dinances.in conflict herewith are hereby repealed. •SECTION 3: This ordinance shall be in full force and effect from and after its passage, approval and publication, according to law.
