AN ORDINANCE
Establishing the Evanston
Community Relations Commission
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: Creation of Commission: There
is hereby created the Evanston
Community Relations Commission composed of fifteen members,
including a chairman.
SECTION 2: Appointment and Term of Office:
The Chairman and members of
the Commission shall be appointed by the Mayor by and with the
consent of the City Council. Five members shall be appointed to
serve for three years; five members shall be appointed to serve
for two years, and five members shall be appointed to serve for
. one year. Successors to such members shall be appointed for three
years, except in the case of a vacancy due to the death, removal
or resignation of any member, which vacancy shall be filled by
appointment by the Mayor by and with the consent of the City
Council, for the unexpired term. Any member may be removed by
the Miayor for failure to attend meetings or inattention to duties,
or by two -third vote of members of the City Council for any cause.
SECTION 3: Qualifications of Members:
Each member of the Commission
shall be a qualified elector of the City of Evanston. The Com-
mission shall as nearly as possible be a representative cross-
section of Evanston.
SECTION 4: Statement of Policy: The
purpose of the Commission
shall be to foster, encourage and stimulate sympathetic under-
standing, harmonious relationships, tolerance, good will, individual
responsibility and a practical cooperation among all groups and
individuals to the end that the City of Evanston may grow and
advance in wholesome collective achievements and in the field
of individual opportunity and freedom, and to promote the American
ideal of equality and justice.

SECTION 5: Duties and Functions: The
primary function of the Com-
mission shall be to carry on research and studies in the field
of community relations in an effort to equalize opportunities
and lessen prejudice and discrimination because of age, religious
or ethnic differences among Evanston residents. It shall also
be available to consider complaints of discrimination through
private conferences and conciliation. The Commission shall judge
when the number or severity of the situations called to its
attention warrant further action on its part within its sphere
of activity. The Commission shall meet regularly and shall
adopt its own rules of procedure, and all meetings shall be held
in accordance with said rules. The Commission shall submit to
the City Council an annual report and such special reports as it
may, from time to time deem advisable.
SECTION 6: This ordinance shall be in
full force and effect from
and after its passage and approval.
