BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS- SECTION le Chapter 2 of the Code of the City of Evanston, t 1957, as amended, is hereby further amended by adding Article XIV to read.as follows: "Article XIV. Citizens Advisory Committee on Community Conservation. Section 2-179. Creation. There is hereby created a Citizens Advisory Com- mittee on Community Conservation in and for the City of Evanston. Section 2-180. Composition. The Citizens Advisory Committee on Community Conservation shall be appointed by the City Council. At least one member of such committee shall be a member of the Land Use Committee of the City Council; one member shall be a member of the Plan Commission of the City of Evanston; one member shall be a member of the Land Clear- ance Commission of the City of Evanston; and one member shall be a member of the Evanston Community Relations Commission. The remainder of the committee shall be composed of such other members as may be appointed from time to time by the City Council. All members of the com- mittee shall serve at the pleasure of the City Council, and shall serve without compensation. Section 2-181. Officers, Quorum and Expenses. As soon as possible after their appointments, the members of the committee shall organize and elect 0 a chairman and a secretary from the membership of the committee, whose terms of office shall be for one year or until their successors are elected and qualified. The committee.may adopt its own rules of procedure. A majority of the committee shall constitute a quorum for the purpose of con- ducting the affairs of the committee, provided, however, that no binding determination or recom- mendation of the committee shall be adopted without the concurrence of a majority of the members of the committee appointed. The City Council may provide the committee with such offices and facilities as may be required, ,and the expenses of the committee shall be paid by appropriations made therefor by the City Coun- cil or from such donations or contributions as ,may be received by the committee from other sources. Section 2-182. Powers and Duties. It shall be the responsibility of the Citizens Advisory Committee on Community Conservation ,to promote, coordinate and encourage citizen participation in the community conservation • program of the City of Evanston. It shall have the duty of developing a program of information and public relations for the purpose of fully informing the citizens of the City of Evanston with respect to the community conservation program, and coordinate the programs and ef- forts of private and public organizations con- cerned with the effectuation of a community conservation program. It shall be charged with the responsibility of providing, both in the community generally and in select areas, the understanding and support necessary to in- sure success and community -wide participation in the conservation program. It shall make recommendations from time to time to various city agencies charged with the operating responsibilities for the various phases of the program, respecting the effective implementation of such program, and for this purpose may con- duct such hearings and investigations as it may deem necessary to fully carry out its responsi- bilities." -2- • W 0 FA • "'46 SECTION 2: This ordinance shall be in full force and effect from and after its passage and approval in the manner provided by law.
