HomeMy WebLinkAboutORDINANCES-1965-074-O-65L� 49 74-0-65 AN ORDINANCE Creatinq a Youth Commission for the City of Evanston BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOISg SECTION 1. That Section 2-181 of the Code of the City of Evanston, 1957, as amended, is further amended by adding thereto Sections 2=181 through 2-184, to read as follows: "Article X. Youth Commission. "Sec. 2-181. Creation and Appointment. There is hereby created a Youth Commission for the City of Evanston. The Youth Commission shall con- sist of nine members and six non -voting associate members to be appointed by the Mayor with the advice and consent of the City Council. In the appointment of said members and associate members, the Mayor and City Council shall give consideration to the broad representation of all groups and in- dividuals, lay and professional, from within the social and religious structure of the community." "Sec. 2-182. Terms of Office; Vacancies. All members of the Commission shall serve for three-year terms or until their successors are appointed and qualified, provided, however, that three members shall be initially appointed for three-year terms, three members shall be ini- tially appointed for tif)-year terms, three members shall be initially appointed for one-year terms, two associate members shall be initially ap- pointed for three-year terms, two associate mem- bers shall be initially appointed for two-year terms, and two associate members shall be ini- tially appointed for one-year terms. Members and associate members may succeed themselves. Associate members shall have all powers and duties of members, except that associate mem- bers shall not vote on any questions before • the Youth Commission or hold any office on said Commission.', "Sec. 2-183. Organization. Immediately upon its organization, the Youth Com- mission shall select from its membership, a chair- man, vice chairman, and secretary. The persons so selected shall serve for terms of one year and may be re-elected to said posts. The Commission shall adopt rules for the conduct of its meetings and keep written minutes of all meetings and other proceedings. The Commission shall meet at the call of the chairman and at such other times as may be provided by its rules. A majority of members, not including associate members, shall constitute a quorum, provided that the vote of at least five regular members shall be necessary for the adoption or approval of any matters be- fore the Commission. All meetings of the Youth Commission shall be public and its minutes shall be available for examination in the office of the City Clerk of the City of Evanston during regular business hours. The members of the Commission shall serve without compensation." "Sec. 2-184. Powers of the Commission. The Evanston Youth Commission shall have the following powers and duties-. • (a) to encourage youth of the city by publi- cising and otherwise focusing attention upon accomplishments of youth groups and individuals within the city; (b) to engage in such fact-finding and studies as may be necessary to provide information about the nature and extent of Evanston's youth needs and to suggest programs necessary or desirable to promote the interest and well being of the youth of the city; (c) to cooperate with all public and private youth organizations within the community; to work with all agencies and organizations, both public and private, in the community which serve youth; to promote inter -agency cooperation and communication; and to promote full utilization -2- of the existing community facilities for the benefit of the youth of the city; (d) to give consideration to unmet needs of • youth and to recommend programs to the City Council for meeting such needs; (e) to conduct public education and informa- tion programs to inform the community of youth accomplishments and needs; (f) to submit an annual report to the Mayor and the City Council on all activities of the Youth Commission, together with such recommendations as the Commission shall wish to transmit; (g) with City Council approval, to accept and expend contributions, donations, and gifts for programs and purposes of the Commission."
