Granting a Special Use Permit for Planned
Development to the State Bank and Trust
Company of Evanston.
WHEREAS, the Zoning Board of Appeals has considered and
reported on the application of the State Bank and Trust Company
of Evanston for a special use permit for planned development to
allow construction of a 20-story bank and office building, a
15-story hotel, retail stores, and drive-in banking facilities
on the property commonly described as 1601-1631 Orrington Avenue
and 615-635 Davis Street.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
• THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION is A special use permit for a
planned development is hereby
granted to the State Bank and Trust Company of Evanston to allow
construction of a 20-story bank and office building, a 15-story
hotel, retail stores, and drive-in banking facilities on the
property legally described as -
Lots 1 through 5, inclusive, in Northwestern University's
Subdivision of Lots 8 and 9 of Block 19, in the Village
of Evanston, also vacated alley north of and adjoining
said Lots 1 through 5, in Section 18, Township 41 North,
Range 14, also, Lots 4, 5, 6 and 7 in the Village of
Evanston, in Section 13, Township 41 North, Range 13,
and Sections 7, 18 and 19, Township 41 North, Range
14; also, the West 50 feet of Lots 10 and 11 in the
Village of Evanston in Section 13, Township 41 North,.
Range 13, and Sections 7, 18 and 19, Township 41
North, Range 14, all in the West half of the South-
west.quarter of Section 18, Township 41 North,
Range 14, East of the Third Principal Meridian in
the City of Evanston, Cook County, Illinois,
• commonly known as 1601-1631 Orrington Avenue and 615-635 Davis
Street, Evanston, Illinois.
This special use permit for planned development shall be
in compliance with all applicable ordinances of the City of
Evanston, except as herein provided. This special use permit
shall also be subject to the following conditions.
1. That evidence of single ownership or control, satis-
factory to the Corporation Counsel and the Land Use
Committee, be provided by the developer.
2. That the development be constructed in substantial
conformance with the plans submitted and that the
iverall floor area ratio of the development Shall
not exceed 6.6.
3. That the prcposed bank and office structure shall
not exceed 292 feet in height, including any towers,
antenna or other roof appurtenances, and that the
total floor area of this structure shall not exceed
a gross of 340,000 square feet.
• 4. That the maximum height of the hotel building, in-
cluding all towers, penthouses, antennas or other
roof appurtenances, shall not exceed 187 feet, and
that the total number of hotel rooms, including rooms
in suites, shall not exceed 300 rooms.
5. That final approval be obtained from the Land Use
Committee of the Evanston City Council for the
exterior treatment of all•buildings, for any signs
identifying the building and for the landscaping
or other development of the plaza area.
6. That in any new construction under any City sidewalks,
the developer shall provide a clear area three feet
in depth and three feet in width immediately adjacent
to the back of the curb.
7. That the developer shall agree to bear the cost of any
alteration of a basement under a City sidewalk if such
should be required by any future street widening or
other public improvement.
8. That adequate storm drainage shall be provided in the
plaza area to prevent the flow of water across any
public sidewalk.
9. That the developer shall enter into covenants running
with the land or other suitable restrictions, assuring
that the open spaces shown on the plans shall never be
used for any commercial purposes.

i+ 10. That the eveloper shall prepare any. put into effect
• covenants running with the land or other suitable
• restrictions, assuring that, if the development is
subsequently sold in separate parts, the parking spaces
provided under the terms of this ordinance will be
available for use of each of the parts in ratio to the
ordinance requirements for off-street parking for the
individual parts.
The plans for said planned development are attached
hereto and made part of this ordinance as Exhibit A. All
construction shall substantially conform to said plans, provided,
however, that all ordinances of the city otter than the Zoning
Ordinance shall apply, and in case of conflict between the plans
and said ordinances, the provisions of the ordinances shall
prevail, except as otherwise provided herein.
SECTION 2 This special use permit
shall also be subject
to the following conditions concerning parking.-
1. There shall be not less than 480 parking spaces
10 provided on the site.
2. Any above ground parking that may be provided iiith
the structure facing on Davis Street shall be so
treated in architectural design as to be consistent
in exterior appearance with the office building
itself, and the plans are to be approved by the
Land Use Committee of the Evanston City Council.
SECTION 3: This ordinance shall be
in full force and effect
from and after its passage and approval in the manner provided
by law. a
