AN ORDINANCE
Granting a Special Use Permit for Planned
Development to the State National Bank of
Evanston
WHEREAS, the Zoning Board of Appeals has considered and
teported on the application of the State National Bank of
Evanston for a Special Use permit for planned development to
allow constructioh�of a 21-story bank and office building, and
a two-story building for a retail store and offices on the prop-
erty located at 1601-1631 Orrington Avenue, Evanston, Illinois.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: A special use permit for a
planned development is hereby
granted to the State National Bank of Evanston to allow construc-
tion of a 21-story bank and office building, and a two-story
building for a retail store and offices on the property legally
described as -
Lots 1 through 5, inclusive, in Northwestern Univers-
ity's Subdivision of Lots 8 and 9 of Block 19, in the
Village of Evanston, also vacated alley north of and
adjoining said Lots 1 through 5, in Section 18, Town-
ship 41 North, Range 14, also, Lots 4, 5, 6 and 7 in
the Village of Evanston, in Section 13, Township 41
North, Range 13, and Sections 7, 18 and 19, Township
41 North, Range 14, East of the Third Principal
Meridian in the City of Evanston, Cook County, Illinois,
commonly known as 1601-1631 Orrington Avenue, Evanston, Illinois.

This special use permit for planned development shall
be in compliance with all applicable ordinances of the City of
Evanston, except as herein provided. This special use permit
shall also be subject to the following conditions:
1. that evidence of ownership or control, satisfactory
to the Corporation Counsel, be provided by the
developer;
2. that the development be constructed in substantial
conformance with the plans submitted;
3. that the off-street parking facility shall be
adequately staffed with attendants for parking
of vehicles, and that adequate assurances shall
be obtained from the developers to require that
the facility is operated as an attendant parking
facility for the lifetime of the project;
4. that the developer shall landscape the plaza area
and that final approval shall be obtained from the
City Council for any signs and for the landscaping
and other development of the plaza area;
5. that in any new construction under any City side-
walks, the developer shall comply with the require-
ments of the Director of Public Works;
6. that the developer shall agree to bear the cost and
provide for maintenance of improvements on public
property, as shown on the plans;
7. that adequate storm drainage shall be provided in
the plaza area to prevent the flow of water across
any public sidewalk;
8. that the developer shall enter into a covenant
running with the land, or other suitable restric-
tion, assuring that the open spaces shown on the
plan shall never be used for any commercial pur-
poses except as authorized by the City Council.
The plans for said planned development are attached hereto
and made part of this ordinance as Exhibit A. All construction
shall substantially conform to said plans, provided, however,

that all ordinances of the city other than the Zoning Ordinance
shall apply, and in case of conflict between the plans and said
ordinances, the provisions of the ordinances shall prevail,
except as otherwise provided herein.
SECTION 2: Ordinance 79-0-65, heretofore
adopted by the City Council on
September 7, 1965, and recorded with the Recorder of Deeds of
Cook County, Illinois, on December 30, 1965 as Document No.
19-69-7321, be and the same is hereby repealed.
SECTION 3: This ordinance shall be in full
force and effect from and after
its passage and approval in the manner provided by law.
