AN ORDINANCE
FOR THE CONSTRUCTN OF A LOCAL IMPROVEMENT

EVANSTON SPECIAL ASSESSMENT NO. 1310
0 BE IT ORDAINED BY THE CITY COUNCIL
OF THE CITY OF EVANSTON, ILLINOIS:
Section 1. That a local improvement shall be made within the City of Evanston, County of Cook and
State of Illinois, the nature, character, locality and description of which is as follows, to -wit:
That Harrison Street, from the east line of Crawford
Avenue to the west line of Lincolnwood Drive and Lincolnwood
Drive from the south line of Harrison Street as it exists
west of Lincolnwood Drives to the north line of Harrison
Street as it exists east of Lincolnwood Drive and the roadways
of intersecting streets and alleys lying within the street lanes
of said street, be improved by grading, constructing a combina-
tion curb and gutter, and paving with a Waterbound Macadam Base
and an Asphaltic. Concrete Surface, including the construction of
a traffic diverting island adjacent to the east line of Crawford
Avenue, installing necessary drainage structures and adjusting
present manholes and valve vaults.
Section 2. That the Recommendation of this Ordinance by the Board of Local Improvements of
the City of Evanston, Illinois, and the Estimate of the cost of said improvement made by the Engineer
of said Board, both hereto attached, be and the same are hereby approved and by reference thereto
made a part hereof;

RECOMMENDATION OF. THE BOARD OF LOCAL IMPROVEMMENTS
TO THE CITY COUNCIL OF THE CITY OF EVANSTON,.ILLINOIS.
The Board of Local Improvements of the City of Evanston, Illinois, herewith submits the draft of an
Ordinance for the making of a local improvement within the City of Evanston, County of Cook and State of
Illinois, the nature, character, locality and description of which is as follows, to -wit:
That Harrison Street, from the east line of Crawford
Avenue to the west line of Lincolnwood Drive and Lincoln-
wood Drive from the south line of Harrison Street as it
exists %west of Lincolnwood Drive, to the north line of
Harrison Street as it exists east of Lincolnwood Drive and
the roadways of intersecting streets and alleys lying
within the street lines of said street, be improved by
grading, constructing a Combination curb and gutter, and
paving with a ;Yaterbound ?:`acadam Base and an Asphaltic
Concrete Surface, including the construction ofa traffic

as finally determined by said Board; and said Board hereby recommends the passage of said Ordinance and

RESOLUTION FOR LOCAL IMPROVEMENT
RESOLVED, By the Board of Local Improvements of the City
of Evanston, County of Cook, State of Illinois, that a local
improvement, to be paid for by special assessment in accordance
with the provisions of Chapter 24, Division 2 of Article 9 of
the Illinois Municipal Code effective July 1, 1961, as amended,
be and the same is hereby originated to be made within said
City of Evanston, as follows:

shall coincide with the center line of the respective streets and
alleys within which said roadways are included.

The width of the roadways herein provided to be paved shall
be as follows, measured in feet from face to face of the curb
hereinbefore specified and at right angles to the center lines
of the respective streets and alleys as the case may be except that
at intersecting streets and alleys where curbs are specified to be
laid on a curve the widths shall be increased to conform to the curves.

STREET PAVING
The grade of the crown line, gutter line and top of curb at inter-
mediate points shall be respectively proportional to the foregoing grades.
The crown line hereinbefore mentioned shall be identical with the
center line of the respective roadways when completed.
The gutter line hereinbefore mentioned shall be identical with the
line where the surface of the roadway, when completed, touches the face
of the curbing on both sides of the respective roadways.
The surface of the roadways herein provided to be paved when com-
pleted, shall conform to the arc of a parabola passing through the re-
spective crown and gutter lines and shall be true and symmetrical.
GENERAL
The improvement herein provided to be constructed shall be con-
structed in accordance with the 49Standard Specifications for Road and
Bridge Construction47 prepared by the Department of Public Works and
Buildings of the State of Illinois and adopted by said Department
August 1, 1968, and Revisions and Additions thereto, together with the
following Special Provisions. In case of conflict between said specifica-
tions and these Special Provisions, said Special Provisions shall take
precedence and shall govern. Said specifications are on file and may
be inspected at the office of the Public Works Director, Municipal
Building, Evanston, Illinois.
The following terms appearing in said specifications shall be
interpreted as follows:
• ilState" shall mean "City of Evanston".
"Department of Public Works and Buildings" shall mean
44Department of Public Works" of the City of Evanston.
94Engineer" shall mean "City Engineerl' of Evanston.
EXAMINATION OF SITE OF WORK: The bidder shall, before submitting
his bid, carefully examine the specifications and proposal. He shall
inspect in detail the site of the proposed work and familiarize him-
self with all the local conditions affecting the contract and the de-
tailed requirements of construction. If his bid is accepted, he will
be responsible for all errors in his proposal resulting from his failure
or neglect to comply with these instructions.
PROPOSAL GUARANTY: Each proposal shall be accompanied by a certi-
fied check on a responsible bank in the amount of ten per cent (10%)
of the gross sum shown in the proposal. The certified checks of the un-
successful bidders shall be returned upon the award of contract. The
certified check of the successful bidder shall be retained only until
his bonds are approved and the contract signed.

WORKMEN'S COMPENSATION AND PUBLIC LIABILITY: The successful bid-
der at the time of execution of the contract, shall furnish evidence of
an Illinois Workmen's Compensation Policy, and shall also be required to
carry full liability insurance protecting the City of Evanston against
all claims for accidents to workmen, other persons or property.
PERFORMANCE BOND: Within ten days after receiving notice of the
award the successful bidder shall execute in quadruplicate, a contract
with the City of Evanston for the complete performance of all work there-
in specified and shall furnish a surety bond satisfactory in form to the
Corporation Counsel, in the penal sum equal to one-third (1/3) of the
estimated aggregate amount of the contract. The condition of said bond
shall be that the bidder will faithfully keep and perform all the cove-
nants and agreements in the manner set forth in the contract. Said bond
shall be executed by the bidder as principal and by a reliable surety
company or surety. The surety company shall be duly authorized by law
to execute and deliver such bond in the State of Illinois and shall be
acceptable to the City of Evanston. Said bond shall be held in the cus-
tody of the Public Works Director.
MAINTENANCE BOND: The Contractor will be required to furnish a
maintenance bond to the City of Evanston, in a sum equal to one-third
(1/3) of the contract price, guaranteeing improvemenL against all de-
fects arising from poor material or poor workmanship for a period of
two (2) years from the date of acceptance and completion thereof.
SPECIAL EXCAVATION: Prior to laying down the pavement thereon, the
streets herein specified to be paved shall be cleaned in a thorough and
workmanlike manner of all debris and rubbish such as deteriorated pave-
ments, crossings, box drains, culverts, trees, stumps, etc. Excavation
shall be done in accordance with the requirements of Section 205 of the
• ITStandard Specifications.'?
Excavated material shall be hauled by the Contractor, to, and dumped at,
locations within the City of Evanston to be designated by the Engineer.
PREPARATION OF SUBGRADE: The subgrade shall be constructed so
as to have as nearly as practicable, a uniform density throughout its
entire width. Compression of the subgrade material shall be accomplished
by successive operations of a self-propelled three -wheel general purpose
roller weighing not less than 5 nor more than 10 tons. Portions of the
subgrade inaccessible to the roller shall be wetted and tamped solidly
with a hand tamp weighing not less than twenty (20) pounds and having a
tamping face not larger than 6 inches by 6 inches. The rolling shall ex-
tend at least 12 inches beyond each edge of the proposed pavement. All
objectionable material shall be entirely removed and the space refilled
with sandy soil. Any depressions that appear during the rolling shall be
filled with sandy soil and rolled until the whole shall be uniformly
compact and firm.

Rolling shall continue until the subgrade is uniformly compacted
and brought to a true shape. Where the soil in the roadway consists of
sand or sandy soil incapable of compaction by rolling or tamping, said
compaction shall be accomplished by thoroughly flooding the subgrade.
After being prepared in the above manner the subgrade shall be so main-
tained until the pavement has been placed thereon. No base course or
curb shall be placed until the subgrade has been approved by the Engineer.
CHECKING AND ACCEPTANCE: Immediately before the pavement is laid,
the subgrade shall be checked by means of an approved template, shaped
on the under side to conform to the lower surface of the finished pave-
ment, or by a method of testing approved by the Board of Local Improve-
ments. All high places shall be removed to true grade and any low places
filled with sandy soil and rolled or hand tamped until smooth and firm.
The subgrade shall be checked and completed in accordance with these re-
quirements, for a distance of not less than one hundred (100) feet in
advance of the pavement. If hauling over the subgrade after it has been
finished and checked as specified results in ruts or other such objection-
able irregularities, the contractor shall reroll or hand tamp the sub -
grade and place it in smooth and satisfactory condition before the pave-
ment is deposited upon it. If the condition of the subgrade is such that
it cannot be placed in satisfactory condition to receive the pavement,
paving shall be stopped by the Engineer unless the contractor provides
and hauls over suitable trackways or uses other means for the protection
and maintenance of the subgrade. The cost of subgrade preparation and
all excavation and replacement required by these specifications shall be
included in the unit price bid for Special Excavation.
SEWER CONNECTIONS: All existing connections to the present sewer
shall be protected against damage during the construction of this proposed
improvement. Any connections damaged shall be repaired immediately by
the Contractor at his own expense.
• TRENCH BACKFILL: This item shall consist of furnishing sand or
stone screenings from beyond the limits of this improvement, placing it
where directed by the Engineer and puddling same with water until settle-
ment is complete. It shall be used for backfilling trenches, between
new retaining walls and existing foundation walls, building foundations,
water main excavations and any other cavity which may occur in the area
of this improvement or where the inner edge of a trench is within two
feet of the edge of this improvement.
CONCRETE CURB AND COMBINATION CONCRETE CURB AND GUTTER: Along both
sides of each roadway herein provided to be improved there shall be con-
structed a Concrete Curb or Combination Concrete Curb and Gutter. Said
curb or curb and gutter shall be built on the rolled or prepared sub -
grade prior to placing the base course and pavement and shall be con-
structed as shown on plans and in accordance with the provisions of
Section 616 of the "Standard Specifications44 insofar as the same may
apply.
BASIS OF PAYMENT: This work will be paid for at the contract unit
prices bid per lineal foot for Concrete Curb or Combination Concrete
Curb and Gutter, measured in place, which prices will be payment in
full for all labor, equipment and materials, including cement.

PORTLAND CEMENT CONCRETE SIDEWALKS: The quantity of Portland
Cement Concrete sidewalks shown in the proposal or in the summary of
quantities is approximate. A portion of the sidewalk which may be re-
moved and of the sidewalk which may be constructed in this proposed im-
provement is shown on the plan sheet. Thickness of Portland Cement Con-
crete Sidewalk shall be five (5) inches unless otherwise specified.
The removal of the portions of existing sidewalks to a distance of
more than one (1) foot from the locations of the back of the proposed
curb shall not be performed until such a time as the contractor is pre-
pared and ready to proceed with the reconstruction of the sidewalk. Pre-
sent sidewalk which is to remain in place shall be trimmed to a neat
line wherever it is necessary to remove only a portion of the present
walk. Any walk damaged or removed without authorization by the Engineer
shall be replaced by the Contractor at his own expense.
Premoulded Bituminous expansion joint filler one-half (1) inch in
thickness of material herein described, shall be placed around fixed
structures in sidewalk and three-quarter (3/4) inch joint filler shall be
placed at approximately fifty (50) foot intervals or where directed by
the Engineer. Furnishing and installing this material shall be inciden-
tal to construction of Portland Cement Concrete Sidewalk.
The cost of the above work, all material, removal of present pavement
or sidewalk, all excavation, disposal and backfill necessary for the con-
struction of the new sidewalk shall to included in the contract unit price
per square foot for PORTLAND CEMENT CONCRETE SIDEWALK.
PARKWAYS AND TOP SOIL: Unless otherwise shown on plans, the parkway
between the curb and sidewalk shall be disturbed or injured as little
as possible during construction. Trees and shrubbery which are to re-
main in place shall be protected from injury. The portion excavated
during the building of curb and such other areas as may be designated
by the Engineer, shall be covered by a four (4) inch layer of top soil,
which shall be placed in accordance with Section 216 of the "Standard
Specifications" and seeded with a seeding mixture designated by the
Engineer and specified under Table I of Section 642.07 of the "Standard
Specifications." All excavated materials, rubbish and debris of all
description shall be removed from the parkway for the entire length of
the improvement. Quantities of excavation necessary for the proper grading
of parkways have been included in the item of "Special Excavation," and
will be paid for at the contract unit price per cubic yard of "Special
Excavation.44
Top soil shall be paid for at the contract unit price per cubic yard,
which price shall be payment in full for furnishing and placing, for seed-
ing and for cleaning the parkway as specified above.
All top soil furnished by the Contractor shall be measured in trucks
at point of delivery by the Engineer in charge, and will be paid for
from measurements so determined.

When no payment item is included in the Contract for furnishing
and placing "Top Soil„ or for 'PParkway Grading, the area in back of
the curbs shall be filled to the top of the curb with suitable excavated
material from within the confines of the proposed improvement and the
parkway graded to a point three feet from the curb. This work will
not be paid for separately but shall be considered as incidental to the
item of ,-Special Excavation.'
WATERBOUND MACADAM BASE COURSE: On the prepared subgrade, a layer
of limestone screenings shall be spread uniformly in an amount not less
than SO pounds per square yard. Upon the layer of stone screenings, a
Waterbound Macadam Base Course shall be constructed in accordance with
the provisions of Section 302 of the "Standard Specifications-" The
compacted thickness of the base course including the bottom layer of
stone screenings shall be not less than the thickness shown on the
typical sections.
BASIS OF PAYMENT: This work will be paid for at the contract unit
price per square yard of Waterbound Macadam Base Course which price shall
be payment in full for all labor, materials and equipment necessary for
the complete construction of the base course including the bottom layer
of stone screenings.
PRIME COAT: Prior to placing the bituminous mixture the entire sur-
face shall be primed with Asphalt: MC-30 at the rate of 0.25 to 0.50
gallon per square yard.
The prime coat shall be applied with a pressure distributor conforming
to Section 403.09 of the "Standard Specifications.', A hand spray bar shall
be used to apply bituminous material necessary to touch up all spots un-
avoidably missed by the distributor. Care shall be used to prevent the
application of the prime coat on adjoining pavement, gutters, covers, or
structures. Adequate protection shall be provided by shields, covers, or
other suitable means. Surfaces of adjoining structures, gutters, or curbs
upon which the prime coat has been applied shall be cleaned by the Con-
tractor as directed by the Engineer.
The prime coat shall, wherever possible, be applied before noon and
shall be protected during the curing period.
Where the road is closed to through traffi:: at least one lane shall
not be primed until the prime coat on the adjacent pavement has cured so
that it will not pick up under local traffic.
When the road is open to traffic, the prime coat shall not be placed
more than 7 days in advance of the binder course construction, or the sur-
face course in the case of single course construction, unless otherwise
directed by the Engineer.

Where a two lane road is open to traffic, the pavement shall be primed
one lane at a time. The prime coat shall not beapplied on the adjacent
lane until the following day. The work shall be performed in such a manner
that a minimum amount of interference will be caused to traffic.
Where a four lane road is open to traffic, two lanes shall be primed
as directed by the Engineer. The work shall be performed in such a manner
that a minimum amount of interference will be caused to traffic.
METHOD OF MEASUREMENT FOR PRIME COAT: Measurement of the volume of
asphalt used in the prime coat shall be based on the volume of 60° F.
Volumes at high or lower temperatures shall be corrected to a volume at
600 F. This correction shall be made by using a coefficient of expansion
of 0.00035 per degree F.
BASIS OF PAYMENT: This work will be paid for at the contract unit
price bid per gallon for Bituminous Materials (Prime Coat) measured as
specified herein, which price shall be payment in full for all labor, ma-
terials and equipment necessary for the application of the Prime Coat.
BITUMINOUS CONCRETE BINDER AND SURFACE COURSES: Bituminous Concrete
Binder and Surface Courses shall be constructed in accordance with the
provisions of the "Specifications for Bituminous Concrete Binder and Sur-
face Course, Class Ilt of the Department of Public Works and Buildings,
effective August 1, 1968, and shall have a minimum compacted finished
thickness as shown on typical sections.
BASIS OF PAYMENT: This work will be paid for at the contract unit
prices bid per ton for "Bituminous Concrete Binder Course, Class I', and
"Bituminous Concrete Surface Course, Class I", which prices shall be payment
in full for all labor, materials and equipment necessary for constructing
the work complete in place.
Payment will not be made for quantities of binder and surface course
mixtures in excess of 103 percent of the amounts specified by the Engineer
and payment being made in accordance with the provisions of Section 406.22
of the "Standard Specifications."
TREES REMOVED AND DISPOSED OF: All trees six (6) inches in diameter
or over (measured 2 feet above the base at the ground line) designated
to be removed for the construction of the proposed improvement, by the
Engineer in charge, shall be paid for at the unit price for the diameter
inches of trees to be removed and disposed of. This unit price shall in-
clude the filling of holes, left by the tree removal, with suitable ma-
terial, to the elevation of the new subgrade. The cost of removal of all
bushes, hedges or trees less than six (6) inches in diameter designated
to be removed by the Engineer in charge, shall be included in the price
bid per cubic yard of "Special Excavation" and no extra compensation will
be allowed for such work. All trees, including stumps and branches,
bushes and hedges removed under this contract shall be disposed of by the
Contractor, outside of the City Limits of Evanston.

STORM SEWERS
For the purpose of carrying off storm waters from the surface of
the pavement herein provided to be constructed, storm sewers of clay
sewer pipe or concrete sewer pipe shall be laid as hereinafter specified.
• Said sewers shall be laid in open trenches in the ground in such
manner as to conform to the elevations, lines and grades hereinafter
specified in accordance with the requirements of Section 603 of the
"Standard Specifications," and shall be designated as Storm Sewers,
Type 2.
The pipe used in the construction of said sewers shall be of the
type known as P4Bell and Spigot" having an internal diameter of S -- 10 *- 12
inches. Where required for connections from catch basins or manhole -
catch basins, 811 '=Y?f branch shall be furnished and set in said
sewer.
The material excavated shall be kept compactly along the sides of
the trenches and shall be backfilled as soon as practicable in order to
occasion the least possible inconvenience to the public in the use of
the street or alley as the case may be, but prior to said backfilling
and immediately after the laying of the pipes, bank sand shall be
carefully packed under, around and over the pipes in such manner as to
compactly fill the trenches to a depth of twelve (12) inches above the
top of the pipes. Where material excavated is not such as can be readily
compacted in said trenches, same shall be replaced with bank sand, as
directed by the Engineer.
The open and unconnected ends of said sewers shall each be securely
closed with a salt glazed, vitrified tile disc and sealed in the manner
specified for joints between pipes.
BASIS OF PAYMENT: This work will be paid for at the contract unit
. price per lineal foot for Storm Sewer, Type 2, of the diameters specified,
measured in place, which prices will be payment in full for all trench
excavation, backfilling with excavated material or bank sand, and for
all labor, materials and equipment, including '?Y41 branches, to complete
the installation of the sewer, in place, including connections to
existing sewers.
Said sewer or sewers as the case may be, shall be laid as follows,

Ten (10) inch sewer shall be laid between the north and south
lines of Harrison Street along the center lines extended of the public
alleys east of Crawford Avenue and connected to the manhole to be

Ten (10) inch sewer shall be laid between the center and the
south lines of Harrison Street along the center line extended north
of the public alley west of Prospect Avenue and connected to the
manhole to be constructed in the center line of Harrison Street.
Ten (10) inch sewer shall be laid between the center line and
the north lines of Harrison Street along the center line extended
south of the public alley east of Prospect Avenue and connected to
the manhole to be constructed in the center line of Harrison Street.
Ten (10) inch sewer shall be laid between the center line and
the south lines of Harrison Street along the center line extended
north of the public alley east of Hastings Avenue and connected to
the manhole to be constructed in the center line of Harrison Street.
Ten (10) inch sewer shall be laid between the north and south
lines of Harrison Street along the center lines extended of the public
alleys east of Marcy Avenue and connected to the manhole to be con-
structed in the center line of Harrison Street.
Ten (10) inch sewer shall be laid between the center and the
north lines of Harrison Street along the center line extended south
of the public alley east of Central Park Avenue and connected to the
• manhole to be constructed in the center line of Harrison Street.
Ten (10) inch sewer shall be laid between the center and the south
lines of Harrison Street along the center line extended north of the
public alley west of Hurd Avenue.
Twelve (12) inch sewer beginning at the manhole in the center
line of Central Park Avenue on the south line extended across Central
Park Avenue thence in a northeasterly direction to the manhole to be
constructed in the center line of Harrison Street on the east property
line of Central Park Avenue extended across Harrison Street, and ex-
tending there from a distance of five hundred seventy-one (571) feet
along the center line of Harrison Street and the center line of the
pavement as proposed in Lincolnwood Drive north of Harrison Street
as it exists west of Lincolnwood Drive.
At the aforesaid point of beginning the elevation of the inside
bottom of said sewer shall be seventeen and ninety hundredths (17.90)
feet above the datum plane of the City of Evanston and shall rise at
a uniform rate to an elevation of twenty one (21) feet above said
datum at its terminus.
Street Paving
M A N H O L E S
Manholes shall be built of hard burned sewer brick, or concrete
so block upon the sewer hereinbefore provided to be constructed and shall
be located at points hereinafter specified.
Said manholes shall be cylindrical in shape having an internal
diameter of forty-eight (48) inches at the upper surface of the base
and upward to a point thirty (30) inches below the top of masonry, and
shall then be uniformly drawn in to twenty-four (24) inches in inter-
nal diameter at the top of the masonry, to fit the iron frame herein-
after specified to be furnished and set on the walls of said manhole.
The walls of said manhole shall rest upon the base thereof without
offsetting and shall be eight (8) inches thick, for brick, and five (5)
inches thick for concrete block. The brick or block used in the con-
struction of said manhole shall be laid in a mortar composed by volume
of one (1) part of Portland Cement and two (2) parts of clean sharp
sand mixed with sufficient clean water to give proper plasticity. The
masonry joints shall be neatly pointed and made secure against leakage.
The base of said manhole shall begin at a point five (5) inches
below the outside bottom of the sewer hereinbefore specified and shall
extend upward to said outside bottom and along the sides of said sewer
to a point midway between the top and bottom of said sewer. Said base
shall be circular in form, and the diameter shall be such that the walls
of the manhole shall rest entirely on the base and shall be constructed
of Class X concrete conforming to the requirements of Section 504.08 of
the "Standard Specifications." That portion of the upper half of the
sewer included in said manhole shall be neatly removed, leaving the
lower half thereof to form the invert of the manhole.
isSaid manhole shall be equipped and fitted with a circular cast
iron frame, closed lid, of the type hereinafter specified.
BASIS OF PAYMENT: This work will be paid for at the contract unit
price for "Manholes with Cast Iron Frame and Closed Lid," which price
will be payment in full for all excavation, for backfilling with ex-
cavated material or with bank sand, and for all labor, equipment and
material, including cast iron frame and lid, to complete the
installation of manholes.
Said manholes herein provided to be constructed, referring to
the vertical axis thereof, shall be located as follows:

Street Paving
CATCHBASINS
Catchbasins shall be constructed of hard burned sewer brick or
. concrete block. Said catchbasins shall be cylindrical in shape having
an internal diameter of forty-eight (48) inches at the bottom and up-
ward to a point thirty (30) inches below the top of masonry, and
shall then be uniformly drawn in to twenty-four (24) inches at the top
of the masonry, to fit the iron cover hereinafter specified to be
furnished and set on the walls of said catchbasins.
Said catchbasins shall have walls eight (8) inches thick, for
brick, and five (5) inches thick for concrete block. The brick or
block used in the construction of said catchbasins shall be laid in

concrete bottom, six (6) inches in thickness, composed of Class X
concrete conforming to the requirements of Section 504.08 of the
?'Standard Specifications,?' or precast reinforced concrete slabs not
less than twelve (12) inches in width and,four_(.4).inches in thickness.
The said bottom shall be circular in form and the diameter shall be
such that the walls of the catchbasin shall rest entirely on the
base and have its upper side placed seven (7) feet two (2) inches
below the top of the walls of said catchbasins.
Said catchbasins shall be connected with the sewer now existing
or herein provided to be constructed, as the case may be, in and along
the center line of said street. Said catchbasins shall be connected
with the sewer aforesaid by means of clay or concrete sewer pipe,
having an internal diameter of eight (8) inches.
• Said catchbasin connection shall start in an eight (8) inch "Y"
branch of the quality and laid in the manner required for storm sewers
which ??Y?? branch shall be set in said sewer at a point eight (8) feet
in advance of the vertical axis of the catchbasin measured along and
in the down stream direction of the sewers. The pipe shall be laid
true to line and grade and the connection shall enter the catchbasin
through the wall thereof at a point three (3) feet six (6) inches above
the top of the bottom of said catchbasin. The pipe entering the catch -
basin through the wall thereof, shall be a half -trap of eight (8) inch
internal diameter. Cost of furnishing and installing said half -trap
shall be included in contract unit price for ?'catchbasins.?'
Method of laying pipe and backfilling same shall comply with
requirements for "Sewers.?
Said catchbasins shall be equipped and fitted with a circular,
cast iron frame, open lid, of the type hereinafter specified.

BASIS OF PAYMENT: This work will be paid for at the contract
unit price for P4Catchbasins with case iron frame, open lidos and

CAST IRON FRAMES AND LIDS
The Cast Iron Frames and Lids to be furnished with the catch
basins or manholes to be constructed under this contract shall be
Gray Iron Castings conforming to the Specifications for Gray Iron
Castings, A.S.T.M. Designation:.A 48, Class 20, and shall conform
to the following requirements: .
TYPE-1 FRAME: For all paving surfaces, other than concrete,

catch basins or manholes shall be equipped and fitted with a circu-
lar cast iron frame, hereinafter referred to as a Type-1 Frame, and
a tight fitting open or closed lid. Said circular frame shall weigh
three hundred ninety (390) pounds, be of one piece construction, be
nine (9) inches high and have an internal diameter of twenty-four
(24) inches at the base and twenty-three (23) inches at the top there-
of. The edges of the frame and lid, where same adjoin each other when
in place, shall be machine turned in such manner as to leave said edges
smooth and be so shaped that said lid shall tightly fit into said frame
so as to permit no play between them.
Said frame herein provided to be furnished and set, shall rest
on the walls of the catch basin or manhole and shall be imbedded in
a mortar of the quality herein required for walls in said catch
basin or manhole.
TYPE-5 FRAME: For concrete pavements, catch basins or manholes
shall be equipped with a circular cast iron frame, hereinafter re-
ferred to as a Type-5 Frame, and a tight fitting open or closed lid.
Said circular frame shall weigh two hundred seventy (270) pounds,
be of two piece construction, be fifteen (15) inches high and have
an internal diameter of twenty-five (25) inches at the base and
twenty-three (23) inches at the top thereof. The edges of the frame
and lid, where same adjoin each other when in place, shall be machine
turned in such manner as to leave said edges smooth and be so shaped
that said lid shall tightly fit into said frame so as to permit no
play between thin.
Said frame herein provided to be furnished and set, shall rest on
the walls of the catch basin or manhole and shall be imbedded in a
mortar of the quality herein required for walls in said catch basin
or manhole.
OPEN LID: The open lid shall contain forty (40) perforations
of substantially similar size and shape and weigh one hundred twenty
(120) pounds. The total area of said perforations shall be forty
three per cent (43%) of the total area of said lid.
CLOSED LID: The closed lid shall weigh one hundred fifty (150)
pounds.
BASIS OF PAYMENT: No payment will be made for this item where
it is included in the cost of the structure to which it pertains.
Where this item is not included in the cost of the structure, it will
be paid for at the contract unit price each for Cast Iron Frames with
Open or Closed Lids. Cost of installing said frames and lids shall
be included in price bid for adjustment or reconstruction of catch
basins, manholes or valve vaults upon which they are to be placed.

ELECTRIC CABLE IN TRENCH 1500 VOLT PARKWAY l/C ##6:
At locations directed by the Engineer l/C #6 1500 Volt Type USE
Parkway Cable is to be spliced to existing l/C #6 1500 Volt Lead and
Jute Sheathed Parkway Cable in connection with relocation of the
existing lighting system.
The cable shall conform to the requirements for Electric Cable
of the "Standard Specifications for Traffic Signals" adopted by
the Illinois Department of Public Works and Buildings, March 1, 1968.
The length of cable furnished and installed in the work under
this item shall be measured as the length of cable in trench plus
length of cable in conduit (if any) multiplied by the number of
cables plus two (2) feet slack outside of street light foundations
plus two (2) feet of slack at each end of conduits.
This work will be paid for at the contract unit price per
lineal foot for "Electric Cable in Trench 1500 Volt Parkway 1/C #61,
which price shall be payment in full for furnishing, installing
cable, labor, materials, equipment, tools and incidentals necessary
to complete the work as specified.
PARKWAY CABLE SPLICE:
This item shall consist of furnishing all labor and material for
splicing existing No. 6 Solid l/C R.L.J. 1500 Volt Parkway Cable and
1500 Volt Type USE Parkway Cable at points shown on plan or where
directed by the Engineer.
Splices shall be substantially as shown on the plans and shall be
made in a neat workmanlike manner and shall be inspected by the Engineer
before backfilling.
This item shall be paid for at the contract unit price for each
"Parkway Cable Splice" which price shall be payment in full for all
labor, materials, equipment, tools and incidentals necessary to com-
plete the work herein specified. This does not include splices
necessary due to damage to the cable by the Contractor or sub -
Contractor.
Excavation required for making splices shall be paid for at the
contract unit price for "Trench and Backfill" and shall not be con-
sidered part of the work to be performed under this pay item.

G. S. CONDUIT IN TRENCH: `
This item shall consist of furnishing and installing galvanized
steel conduit of sizes specified in trench where directed by the
Engineer.
Conduit shall conform to the requirements of Section 61 of
the 94Standard Specifications for Traffic Signals" adopted March 1, 1968
by the State of Illinois Department of Public Works and Buildings,
Division of Highways.
This work will be paid for at the contract unit price per
lineal foot for ItG.S. Conduit in Trench,a' which price shall be payment
in full for furnishing and installing the conduit, couplings and all
labor, materials, equipment, tools and incidentals necessary to com-
plete the work herein specified. Necessary trenching will be paid
for separately.
3 SPLIT FIBER CONDUIT IN TRENCH:
Where existing rigid steel conduit crosses pavements and it is
found necessary to extend same due to curb radii improvements, a
raceway for cable or cables inside such conduits shall be formed by
the installation of 31' Fiber Duct sawed in two sections. Fiber Duct
shall be clamped around existing end of steel conduit and cable or
cables and shall terminate at a point not less than one foot beyond
back of proposed curb location. Ends of duct shall extend over exist-
ing steel conduit not less than 12 inches.
Split Fiber Duct shall be clamped with stainless steel banding
placed not less than three feet apart. Banding shall be installed
with enough pressure to hold the two halves of Fiber Duct together
without spreading. Specified Fiber Duct shall meet all the require-
ments of Section 61.3, Type II of the "Standard Specifications for
Traffic Signalsf' adopted March 1, 1968.
RELOCATE EXISTING STREET LIGHT STANDARD:
This item shall consist of relocating and resetting existing
ornamental street light standard, including concrete base, cutting
and reconnecting to existing circuit cable at location shown on
plans.
This work shall be paid for at the contract unit price for
14Relocate Existing Street Light Standard," which price shall include
payment for all excavation necessary to remove existing base and
to relocate base including necessary lead to lead splices, back -
filling including sand or stone screenings, and disposal of surplus
materials.

All trenching other than that excavation necessary to remove and
relocate existing bases, will be paid for separately.
MOVING STREET LIGHT CABLE:
At locations directed by the Engineer existing No. 6 solid l/C
R.L.J. 1500 Volt parkway cable shall be located, carefully exposed
by trenching and relocated intact without splices in a previously
prepared trench. However, if in the opinion of the Engineer there
is excess slack cable due to moving same, excess cable shall be cut
out and cable spliced, for which Contractor shall be paid for
"Parkway Cable Splice".
This item shall be paid for at the contract unit price per
lineal foot for "Moving Street Light Cable" which shall be payment
in full for removing each existing cable from existing location and
laying in prepared trench. Trenching for exposing cable and trench
for new location of cable shall be paid for separately.
TRENCH AND BACKFILL:
This item shall consist of excavating trenches for the purpose
of placing of electric caLle or electric conduit only, at locations
shown on the plans or as directed by the Engineer.
The trench in which cable is to be placed shall be cut to a
depth of not less than two (2) feet and of sufficient width to
permit easy placing of cable or conduit.
All trenches shall be backfilled as soon as possible after
installation of cable or conduit. Cinders, rocks, broken concrete
or other deleterious materials will not be permitted in the back -
fill material.
All trenches under proposed pavement or sidewalk shall be
backfilled with sand or stone screenings to the grade of the pro-
posed subgrade. The cost of this backfill will not be paid for ,
separately but shall be merged with the unit price bid per lineal
foot of "Trench and Backfill ".
This item will be paid for at the contract unit price per
lineal foot for "Trench and Backfill", which price shall be payment
in full for all excavation, and backfilling with sand or stone
screenings where necessary, furnishing and placing all backfill
material and the disposal of surplus excavation and replacing
damaged landscaping to original condition where directed by the
Engineer. This price shall include all labor, materials, equipment,
tools and incidentals necessary to complete the work as shown on
plans or directed by the Engineer.
