A SUPPLEMENTAL ORDINANCE
To Defray all Necessary Expenses and Liabil-
ities of the City of Evanston, Cook County,
Illinois, for the Mental Health Fund for the
Fiscal Year Commencing January 1, 1969 and
Ending December 31, 1969.
INHEREAS, the annual appropriation ordinance of the City of
Evanston was adopted February 24, 1969, which ordinance made
appropriations to defray all necessary expenses and liabilities
of the City of Evanston for the fiscal year commencing January 1,
1969 and ending December 31, 1969, and which ordinance appropri-
ated all funds then known to be available to the City of Evanston
• for said fiscal year; and
WHEREAS, by reason of a referendum held on April 1, 1969,
the voters of the City of Evanston authorized the levying of an
annual tax of not to exceed .1% for the purpose of providing
community mental health facilities and services; and
WHEREAS, Section 8-2-9 of Ch. 24 of the Ill. Rev. Stats.
permits the adoption of supplemental appropriation ordinances `1
when additional funds become available after the adoption of an
original appropriation ordinance; and
WHEREAS, the City Council of the City of Evanston has
determined that such additional funds will be available by
reason of such referendum as aforesaid.

NOW, THEREFORE., BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That the sums set forth below,
or so much thereof as may be
authorized by law, be and the same are hereby appropriated to
pay all necessary expenses and liabilities of the Mental Health
Fund of the City of Evanston, Cook County, Illinois, for the
fiscal year commencing January 1, 1969 and ending December 31,
1969; such appropriations are hereby made for the following
objects and purposes:

SECTION 2: The appropriations herein made
for any purpose shall be regarded
only as maximum amounts to be expended under the respective
appropriation accounts and shall not be construed as a committ-
ment, agreement, obligation or liability of the City of Evanston;
each such appropriation being, subject to further approval as to
the expenditure of any portion thereof by the City Council.
SECTION 3: If any court of competent juris-
diction should find any portion,
item, provisions, or section of this ordinance to be invalid, such
finding shall not affect the remaining portions, items, provisions,
or sections of this ordinance.
• SECTION 4: The City Clerk of the City is
hereby directed to publish this
ordinance in THE EVANSTON REVIEW, a secular newspaper published
in this City and of general circulation therein, within ten days
after its passage.
SECTION 5; This ordinance shall be in full
force and effect from and after
its passage, approval and publication in the manner provided by lay,,
