AN ORDINANCE
Amending Section 27-2 of the
Code of the City of Evanston,
1957
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That Section 27-2 of the Code of the
City of Evanston, 1957, as amended,
is hereby amended to read as follows:
"No procession or parade, excepting a funeral
procession, forces of the U. S. army and navy,
the military forces of the State, and forces of
the Department of Police and the Fire Department
of the City shall occupy, march or proceed along
any street except in accordance with a permit
issued by the City Council, and such other regula-
tions as are set forth in this chapter which may
apply. Nothing in this ordinance shall apply to
processions or parades which utilize the sidewalks
rather than the street.
"A person seeking issuance of a parade permit shall
file an application with the City Manager on forms
provided by the City Manager for such purpose.
Such application shall be filed not less than 10
days nor more than 30 days before the date on which
it is proposed to conduct the parade. The appli-
cation for a parade permit shall set forth the
following information:
(a) the name, address and telephone number
of the person seeking to conduct such parade;
(b) if the parade is proposed to be con-
ducted fo--, on behalf of, or by an organiza-
tion, the name, address and telephone number
of the headquarters of the organization, and
of the authorized and responsible heads of such
organization;
(c) the name, address and telephone number
of the person who will be the parade chairman
and who will be responsible for its conduct;

(d) the date when the parade is to be conducted;
(e) the route to be traveled, the starting point
and the termination point;
(f) the approximate number of persons who, and
animals and vehicles which, will constitute such
parade; the type of animals, and description of the
vehicles;
(g) the hours when such parade will start and
terminate;
(h) a statement as to whether the parade will
occupy all or only a portion of the width of the streets
proposed to be traversed;
(i) the location by streets of any assembly areas
for such parade;
(j) the time at which units of the parade will begin
• to assemble at any such assembly area or areas;
(k) the interval of space to be maintained between
units of such parade;
(1) if the application for a parade permit is made
by an agent rather than the individual responsible for
the parade, the applicant shall file with the City
Manager a written statement authorizing the agent to act
on behalf of the applicant. This provision shall not
apply to a duly authorized officer of an organization
which complies with subparagraph (b) of this section;
(m) any additional information which the City Manager
shall find reasonably necessary to fairly evaluate as to
whether a permit should issue.
"The City Manager shall submit said application to the City
Council together with his comments and recommendations with
respect to said application. The City Council shall issue
a parade permit if it shall find that:
(1) the conduct of the parade will not substantially
interrupt the safe and orderly movement of pedes-
trian and vehicular traffic on and contiguous to
its route or unreasonably interfere with the rights
of other persons who utilize the public ways;

(2) the conduct of the parade will not tend to cause
or promote a breach of the peace, cause injury
to persons or property, provoke disorderly
conduct or create a public nuisance;
(3) the purpose of the parade is not unlawful;
(4) the conduct of the parade will not unreasonably
affect or interrupt business and commerce within
the area to be traversed.
"The City Council may alter the proposed route or
change the hours requested if such alterations or
changes are necessary to meet the foregoing standards."
SECTION 2: This ordinance shall be in full force
and effect from and after its passage,
approval and publication in the manner provided by law.
