AN ORDINANCE
Granting Easements to Northwestern
University
WHEREAS, Northwestern University intends to construct and
to build certain undergraduate housing in the area bounded by
Emerson Street, Foster Street, Orri.ngton Avenue, and Sheridan
Road in the City of E-ranston, Illinois; and
WHEREAS, water and steam systems will be needed to meet
the needs for chilled water and heat in the said undergraduate
housing; and
WHEREAS, northwestern University has requested that it be
granted an easement under the public street and public sidewalk
with the right of access to build,, construct, alter, repair, re-
place, operate and maintain a six inch steam supply and a three
inch condensate return line together with the necessary valves,
• exP ansion loops and other appurtenances; and
WHEREAS# Northwestern University has also requested that
it be granted an easement under the public street and public
sidewalk with the right of access to build# construct, alter,
repair,_ replace, operate and maintain two 20 inch chilled water
linesz
NOW, THEREFORE,. BE -IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON* COOK COUNTY, ILLINOISz
SECTION is (a) That easements In and to certain
streets and other public property be
granted to Northwestern University for the purpose of constructicg
an underground steam and return system and chilled water system.
(b) That one such easement agreement
shall grant Northwestern University
the right to construct a six inch steam supply and a three inch
condensate return line to be encased in an insulated envelope

with a steel exterior under the public sidewalk at a depth of twb
to three feet with a right of access to build, construct, alter,
repair, replace, operate and maintain said steam, supply and
condensate return line# together with the necessary valves and
expansion loops.
That said easement shall be for the area hereinafter
described as -
A strip of land five feet wide and 584.25 feet long,
the centerline of which is described as followsi
Starting at a point on the south line of Sheridan
Road extended west, that is 2.5 feet southeasterly
of the intersection of said south line of Sheridan
Road and the vest line of Chicago Avenue, thence
northerly along a line lying 2.5 feet easterly of
the west line of Sheridan Road to a point that is
140.0 feet north of the northl.i.ne of Emerson Street;
and in addition, a parcel of land described as start-
ing at'a point of beginning that is fire feet east of
the west line of Sheridan Road and 104.0 feet south
of the southli.ne of Emerson Street, thence east along
a line of 900 to the west line of Sheridan Road a
distance of 1.5.0 feet to a point that is 20.0 feet
east of the west line of Sheridan Road and 104.0 feet
south of the south line of Emerson Street, thence
south along a line parallel to and 20.0 feat east of
the west line of Sheridan goad a distance of 12.0 feet
to a plaint that is 20.0 feet east of the west Line of
Sheridan Road and 116.0 feet south of the south line
of Emerson Street; thence west along a line at 900
to the west line of Sheridan iload a distance of 15.0
feet to a point that Is 5.0 feet east of the west line
of heridan Road and 116.0 feat south of the south
line of Emerson Street; thence north along a line 5.0
feet east of the rest line of Sheridan road to the
point of beginning.
(c) That a second easement agreement
shall, grant Northwestern University
the right of access to build, construct, alter, repair, replace
and maintain two 20 inch water lines under the area legally
described as - .
A parcel of .land 10.0 feet wide and 100.0 feet long
the centerline of which is described as a line per-
pendicular to the west .line of Sheridan road and
60.0 feet south of the south line of Easter Street
and extending the full width of Sheridan Read.
SECTION 2: That the installation of said steam
and return system and chilled water

system shall be subject to the approval of the appropriate
Municipal officials and In accordance with all ordinances
pertaining thereto.
�;ECTI.ON 3: That the use of the chilled water
sines must be discontinued at any
time the disrharSo from the coolant plant exceeds the applicable
State, Federal, or (Aty standards.
SECTION 4: That any permit issued hereunder shall
require that Northwestern University
repair or replace any sidewalks, pavement or other public
improvement injured or disturbed by reason of the construction
or maintenance of the steam and chilled water systems and shall
require that the steam and water systems not interfere with
Municipal utilities.
SECTION 5: That Northwestern University shall
indemnify and hold harmless the City
of Evanston from any and all loss or damage or claims for damage 3
arising out of the exercise of the epsements granted under stree
sidewalks and other public areas.
SECITION 6: The City ,Mianagor is hereby empowered
and directed to +execute said easement
ogreementg on behalf of the City of ivanston.

SECTION 8: This ordinance shall be in full force
and effect from and after its passage'
and approval in the manner provided by law.
