AN ORDINANCE
Establishing a Schedule of Permit
Fees
WHEREAS, the Electrical Commission of the City of
Evanston has heretofore recommended to the City Council the
adoption of reasonable fees to be paid for the inspection of
all electrical equipment installed or altered within the City,
in accordance with the provisions of Section 11-37-3 of the
Illinois Municipal Code, 1961, as amended; and
WHEREAS, the City Council has determined reasonable fees
for inspections and permits relating to other aspects of building
construction, reconstruction, alteration, removal, demolition
and related work and services; and
WHEREAS, the City Council of the City of Evanston has
determined that the adoption of said fees as recommended is in
the best interest of the City of Evanston.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: Fees for permits required by the
Building Code and related codes of
the City of Evanston shall be determined by reference to this
ordinance, as follows:
"PERMIT FEES.
1. BASIS OF BUILDING PERMIT FEES: For the purpose
of determining a basis for computing building per-
mit fees, the estimated cost of construction shall
be determined by the Director of Inspectionsand
Permits as follows:

(a) The Director of Inspections and Permits
may accept an estimate furnished to him by the
applicant for the permit; or
(b) he may require a certificate of the cost
of construction from a licensed architect or a
registered structural or professional engineer;
of
(c) he may require an affidavit from the owner
or his agent setting forth the estimated cost
of the proposed work; or
(d) he may make such estimate as Director of
Inspections and Permits.
2. FEES FOR PERMITS: The permit fees to be charged
for permits authorized and required by the Building
Code shall be paid to the City Collector and shall
be as provided in the following subsections.
3. BUILDING PERMITS: The minimum fee for any permit
to alter, construct, enlarge, erect, lower, raise,
remodel, repair or underpin any building, structure
or part thereof as required by this Code, shall be
sixteen dollars ($16.00), provided that the cost of
the work authorized by said permit does not exceed
one thousand dollars ($1,000.00). When the cost of
any such work exceeds one thousand dollars ($1,000.00),
the fee for said permit shall be computed at the rate
of sixteen dollars ($16.00) for the first one thousand
dollars ($1,000.00) of cost, plus five follars ($5.00)
for each additional thousand dollars ($1,000.00) of
cost or fraction thereof, to a maximum cost of fifty
thousand dollars ($509000.00). For each one thousand
dollars ($1,000.00) or fraction thereof exceeding a
cost of fifty thousand dollars ($50,000.00), the amount
of the permit fee shall be increased by four dollars
($4.00), to a maximum cost of one hundred and fifty
thousand dollars ($150,000.00). For each additional
one thousand dollars ($1,000.00) or fraction thereof
of cost in excess of one hundred and fifty thousand
dollars ($150,000.00), the permit fee shall be in-
creased by three dollars ($3.00).
4. WATER CHARGE:
( a) . In addition to the above fees for Building
Permits, there shall be paid to the City Collector
for all water used in construction, not obtained

from a metered source, a minimum fee of four
dollars ($4.00) when the cost of construction
is up to twenty thousand dollars ($209000.00).
When the cost of construction exceeds twenty
thousand dollars ($20,000.00), an additional
fee of two dollars ($2.00) will be charged for
each ten thousand dollars ($10,000.00) or
fraction thereof of construction in excess of
the first twenty thousand dollars ($20,000.00).
(b) Permit fees for connection to water mains
shall be sixteen dollars ($16.00) per inch
diameter of the service tap.
(c) Installation charges for labor and equip-
ment and for material furnished by the Water
Department shall be established by the Super-
intendent of the Water and Sewer Department.
5. PLUMBING PERMITS. The fee for permits for the
installation, alteration or extension of a plumbing
system shall be:
(a) Replacement of fixtures - first 5 fixtures ....$ 4.00
per fixture. Fixtures in excess of 5 ..........$'2.00
(b) New installation of fixtures - first 5 fixtures$ 5.00
per fixture. Fixtures in excess of 5 .........$ 3.00
per fixture.
(c) Alterations of a plumbing system ..............$16.00
plus the fee for fixtures replaced or installed.
6. SEWERS - PERMITS; The fee to be charged for
sewer installation and repairs shall be as follows:
(a) Sewer taps .................................... $ 2.00
per in. I.D.
(b) Sewer installation or repair - first 50 feet . $10.00
Each additional 50 feet (or fraction thereof). $ 5.00
per 50 f t.
(c) Basins ....................................... $10.00
per basin.
7. GAS PIPING - PERMITS: The fee for permits for
the installation of gas piping shall be computed on
the basis of ten dollars ($10.00) per inch (I.D.) plus
an additional five dollars ($5.00) on each twenty-
five (25) lineal feet or fraction thereof.

8. AIR CONDITIONING AND REFRIGERATION PERMITS:
The fee for air conditioning and refrigeration
permits shall be three dollars ($3.00) per ton or
fraction thereof for the first twenty (20) tons.
When the refrigeration or air conditioning system
exceeds twenty (20) tons, the fee to be charged for
the additional tons shall be computed at the rate of
one dollar ($1.00) per ton or fraction thereof.
9. MECHANICAL EQUIPMENT INSTALLATION PERMITS:
Mechanical equipment permit fees other than air
conditioning, refrigeration, combustion, elevators
and fire protection systems shall be computed at
the rate of ten dollars ($10.00) for the first one
thousand dollars ($1,000.00) of valuation. The
permit fee for work which exceeds one thousand
dollars ($1,000.00) of valuation shall be computed
at the rate of four dollars ($4.00) per additional
one thousand dollars ($1.000.00) valuation or frac-
tion thereof, up to and including fifty thousand
dollars ($50,000.00). Work evaluated in excess
of fifty thousand dollars �$50,000.00), shall be
computed at the rate of two dollars ($2.00) per
one thousand dollars ($1 000.00) over fifty thou-
sand dollars ($50,000.001 valuation.
10. REINSPECTION FEES: Where a reinspection is
required to determine complaince with the related
codes, a reinspection fee shall be paid. Rein-
spection fees shall be computed on the basis of ten
percent (10%) of the original installation fee with
a minimum of ten dollars ($10.00), and a maximum
fee of twenty-five dollars ($25.00).
11. ELEVATOR PERMITS: The fee for a permit for
the installation of passenger or freight elevators
shall be computed on the basis of twenty dollars
($20.00) up to -five (5) stories, plus two dollars
($2.00) for each story over five stories.
12. ESCALATORS: The fee to be charged for permits
for the installation of escalators shall be twenty
dollars ($20.00) per escalator.
13. ELEVATOR AND ESCALATOR SEMI-ANNUAL INSPECTION
FEES: The semi-annual inspection fee for elevators
and escalators shall be fifteen dollars ($15.00)
plus one dollar ($1.00) for each story over five (5)
stories.

14. MATERIAL HOISTS AND MANLIFTS FOR THE PURPOSE
OF CONSTRUCTION: The fee for permits shall be as
follows:
(a) Permit fees for material hoists and manlifts
for the purpose of construction shall be twenty
dollars ($20.00) for all hoists over three (3)
stories, Hoists for less than three (3) stories
of construction shall be exempted from permits
and inspections.
(b) Permit fees for all other lifts shall be com-
puted on the basis of ten dollars ($10.00) per
story.
15. ELECTRICAL PERMITS:
(a) The permit fee to be charged for electrical
installation and alteration shall be as follows:

(c) For service ampere ratings other than those
listed, the fee is to be that provided for the next
larger size as essablished by subsection 15(b).
(d) Combination Services. Combination services
shall be computed as individual services, according
to the size of each separate switch or circuit
breaker.
(e) Feeders. Feeders installed or increased in
ampacity as a separate installation:
One Feeder ................................. $ 4.00
Each additional feeder $ 1.00
(f) New Wires. Changing, moving, or altering any
wiring apparatus, machinery or device in any way
where new wires of a different size, or of a greater
or lesser length are installed shall be classified
as new work and a fee covering such work shall be re-
quired in accordance with the foregoing fee schedule.
16. MOVING PERMITS: The fee for permits to move
a building or structure shall be as follows:
(a) For moving in, over or upon any public high-
way any one story shed, garage or similar building
or structure exceeding one hundred fifty (150)
square feet and not exceeding five hundred (500)
square feet in area and not exceeding fifteen (15)
feet in height, fifteen dollars ($15.00).
(b) For moving over, upon or in any public highway,
buildings or structures or any portion thereof one
and one-half (1%) stories or less in height, for
each block or portion of a block that the building
is moved, five dollars ($5.00). The minimum permit
fee for moving a building of this size shall be
twenty-five dollars ($25.00).

(c) For moving over, upon or in any public highway
buildings or structures or any portion thereof more
than one and one-half (1%) and not more than two and
one-half (2%)' stories in height, for each block or
portion of a block that the building is moved, ten
dollars ($10.00). The mimimum permit fee for moving
a building of such size shall be fifty dollars ($50.00).
(d) Permit fees for moving building exceeding two
and one-half (2%) stories in height shall be estab+
lished by the City Council when and if permission to
move such buildings shall be granted by the Council.
(e) For moving buildings or structures within the
limits of one block when the same do not pass over
upon or in any public highway, ten dollars ($10.001.
(f) For moving buildings or structures within the
limits of any lot when the same do not pass over,
upon or in any public highway, five dollars ($5.00).
17. WRECKING PERMITS: The fee for wrecking permits
shall be computed on the cubic volume of the building
or structure to be demolished as follows: ten
dollars ($10.00) basic fee plus one dollar ($1,.00)
for each one thousand (1,000) * cubic feet of
volume. The cubic volume shall include the basement
or cellar.
18. STATIONARY ENGINEERS' AND WATER TENDERS'
LICENSE: The fee to be charged for the original
license and annual renewal license shall be as
follows:
Original: Water Tenders' License ............. $20.00
Stationary Engineers' License ...... $25.00
Annual
Renewal: Water Tenders' License ............. $10.00
Stationary Engineers' License ...... $20.00
19. PLAN EXAMINATION FEE: The fee for plan
examination shall be computed as follows:
(a) Residential - Five dollars ($5.00), plus one
dollar ($1.00) for each dwelling unit.

(b) Business, Commercial, Industrial, and Insti-
tutional - Five dollars ($5.00) for each estimated
one hundred thousand dollars ($100,000.00) valuation.
(c) Preliminary Investigation - For buildings or
structures with an estimated valuation of over two
hundred thousand dollars ($200,000.00) shall be
twenty-five dollars ($25.00).
(d) Re-examination of working drawings,shop
drawings, etc. for buildings or structures with
an estimated valuation of two hundred thousand
dollars ($200,000.00) or more, the fee shall be
twenty-five dollars ($25.00).
20. DRIVEWAY PERMITS: The fee for driveway permits
shall be fifteen dollars ($15.00) for residential
use and twenty-five dollars ($25.00) for all other
driveways. Residential use shall mean residential
use as defined in Section III of the Zoning Ordinance.
21. LAWN SPRINKLERS: The permit fee for lawn
sprinkling systems shall be ten dollars ($10.00)
plus twenty cents (20¢) per head.
22. TANK PERMITS: The fee for the installation
of tanks to be used for the storage or handling
of inflammable liquids and chemicals shall be
five dollars ($5.00) for each one thousand (1,000)
gallons of capacity.
23. FILLING STATIONS: The fees for an annual
permit for the storage of flammable liquids and the
operation of a gasoline filling station shall be
based upon the capacity of the tanks used for
storage purposes on the premises and shall be
computed as follows:
1065 gallons or less ....................... $35.00
1066 to 7000 gallons ....................... $50.00
7001 to 25,000 gallons $75.00
25,001 to 50,000 gallons .............9.....$125.00
50,001 to 100,000 gallons ......0....00...00$150.00
100,001. to 200,000 gallons .................$250.00
24. CURB PUMP PER U TS: Any person, firm or
corporation operating a gasoline pump in any part
of a public street under a permit issued by the
City Council shall pay an annual permit fee of

fifty dollars ($50.00) for each such pump. Such
permits shall be due and payable on the first day
of January of each year. All such permits shall
be subject to revocation at any time by action of
the City Council.
25. CERTIFICATE OF OCCUPANCY: The fee for a final
Certificate of Occupancy for residential buildings
shall be five dollars ($5.00) for each dwelling
unit. The fee to be charged for all other uses shall
be twenty-five dollars ($25.00).
The fee to be charged for a Certificate of Occupanc
for part of a building shall be five dollars ($5.00T
in addition to the fee for the final Certificate of
Occupancy.
26. FIRE PROTECTION SYSTEM PERMITS: The permit
fee for first aid standpipes and sprinkler systems
shall be thirty dollars ($30.00) plus ten cents
(10f) per opening."
SECTION 2: All ordinances or parts of ordinances
in conflict with the provisions of
this ordinance are hereby repealed.
SECTION 3: This ordinance shall be in full force
and effect from and after its passage,
approval and pullication in the manner provided by law.
