AN ORDINANCE
Amending Section 28-5 of the Code of 04
the City of Evanston, 1957, as amended,
by Adding a new Subsection A-340.0, and
Renumbering Subsections A-340.0, A-340.19
A-340.2, A-350.0, A-350.1 and A-350.2.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That Section 28-5 of the Code
of the City of Evanston, 1957,
as amended, be further amended by adding a new Subsection A-340.0,
to read as follows:
"Subsection A-340.0. SPRAYING AND COATING PROCESSES:
SCOPE.
This section contains regulations for particulate
coatings; processes involving application of metallic
. coatings; oil -base and other paints; catalyzed coat-
ings; emulsion coatings; glass or mineral fiber;
aerosols; lithographic and other inks, mastic, asphalt
and like material when such material is applied or
used regularly at a given site as in manufacturing or
servicing industries.
A-340.10 - EMISSION LIMITATIONS - Criteria in para-
graphs A-340.11 and A-340.12 apply to plan examination.
They are not intended to cover processes in which
noxious, odorous, explosive or toxic materials are
to be used. In such processes the design criteria
for emission control provisions will be subject to
approval by the director. Approval will be based on
the nature and quantity of the material used and the
following sources of information:
a) American Public Health Service;
b) American Conference of Governmental
Industrial Hygienists;
c) .Dangerous Properties of Industrial
Materials, and Edition:
d) The manufacturer of the materials used
in the process; and
e) Other agencies or authorities of recognized
standing or experience.
• Approval by the director of processes in which nox-
ious, odorous, explosive, or toxic materials are to
•
be used shall not relieve any person from meeting the
requirements of Section A-310.1.
A-340.11•• PARTICULATE EMISSION - Particulate shall
include liquids, condensable at 60 degrees F.,
exclusive of uncombined water. Particulate emission
shall not exceed 0.10 grains per standard cubic foot
of exhaust gas, calculated on the basis of minimum
velocity requirements hereinafter established.
A-340.12 - COMBUSTIBLE EMISSION - The maximum con-
centration of combustible gases shall not exceed ten
percent of the lower explosion limit for the gas
mixture. (Refer to Appendix C of N.F.P.A. f#86A - Ovens
and Furnaces.)
A-340.13 - EMISSION CONTROL EQUIPMENT - Emission
control equipment shall be provided for each spray-
ing and coating process whenever the amount and type
of material used is such as to constitute an.air
pollution problem or the amount used is in excess of
one gallon of volatile materials in any 24-hour period.
A-340.14 - EMISSION CONTROL EQUIPMENT FUNCTION AND
BASIC DESIGN CRITERIA -
• a) It shall be the principal function of the
emission control equipment to:
1. capture in a moving airstream the air-
borne process materials which are not
consumed in the process, and provide
for partial removal of the air contam-
inants from the airstream prior to its
discharge to the outdoor atmosphere.
2. dilute the volatile materials to safe,
unobjectionable levels. Typical emis-
sion control equipment shall consist of
dry -type air filter spray booth, water -
wash air filter spray booth, downdraft
spray gratings with a dry filter or
water -wash air filter, and combinations
of such equipment especially designed for
a particular process, including travelling
spray booths and similar special facilities.
b) The quantity required to capture the uncon-
sumed airborne process materials, in the
absence of any larger air requirements, shall
be based upon maintaining an average airstream
velocity of 100 feet per minute through the
larger of the following:

1. the total gross area of all entrances to 049
the equipment which are open during normal
operation; or
2. the total gross area of the largest cross-
section perpendicular to flow within the
equipment; deductions from the gross cross-
section in computing this area will be
allowed only for non -removable building
structural members.
c) Air exhausted from the process shall not be
recirculated within the building.
d) For materials containing highly volatile sol-
vents with no oil binders, as in lacquers and
resins, a water -wash air filter unit shall be
provided whenever five gallons or more of such
material is used per eight hour shift at each
processing installation. For processes using
less than five gallons of these materials per
eight hour shift at each processing installa-
tion, a dry -type air filter may be used.
e) For application of materials other than those
• in A-340.14d, a water -wash air filter unit
shall be provided whenever ten gallons or more
of material is used per eight hour shift at
each processing installation. For processes
using less than ten gallons of materials,
other than those in A-340.14d per eight hour
shift at each processing installation, a dry -
type air filter may be used.
f) The use of dry baffles alone to filter waste
process materials from the exhaust airstream
is prohibited.
A-340.15 - SPRAY BOOTH DESIGN - The ventilation of
spraying and coating process areas shall comply with
the following requirements:
a) All spraying areas shall be provided with
positive mechanical ventilation adequate to
prevent the dangerous accumulation of vapors,
and to safely remove such vapors to a safe
location;

b) Such mechanical ventilation shall be kept in
operation at all times while the spraying
operations are being conducted, and for a
sufficient time thereafter to allow vapors
from drying coated articles and finishing
material residues to be exhausted;
c) Each process area shall have an independent
exhaust duct system discharging to the vent-
ilation requirements of this code. Multiple
cabinet spray booths in which identical spray
finishing materials are used with a combined
frontal area of not more than 18 square feet,
may have a common exhaust. If more than one
fan serves one spray area, all fans shall be
so inter -connected so that one fan cannot
operate without operating all inter -connected
fans.
A-340.16 - DRY -TYPE AIR FILTER INSTALLATIONS - All
dry -type air filter installations shall be equipped
with an air pressure differential guage for accurately
indicating when filters should be replaced. The min-
imum allowable differential pressure shall be not less
than 1/4 inch W.G. If the director so requires, the
differential guage shall be suitably interlocked with
the exhaust fan.
A-340.17 - WATER -WASH TYPE AIR FILTERS - Water cir-
culation systems shall be of sufficient capacity to
provide a continuous, effective water washing action
at the exhaust openings of the spray booth.
A-340.18 - DOWNDRAFT SPRAY CAPTURING SYSTEMS - If
spraying is done in open areas of a building over
a grating, the grating shall be larger than the
object being sprayed, and the object being sprayed
shall rest entirely within the grating boundaries.
A-340.19.- DUCTS AND VENTS - The process exhaust
shall not discharge below any building openings or
below the roofline of any surrounding building within
a radius of 100 feet measured horizontally."
SECTION 2: That Section 28-5 of the Code
of the City of Evanston, 1957,
as amended, be further amended as follows:

read: "Subsection A-350.0. Responsibility.
for Equipment and its Operation."
(b) Existing Subsection A-340.1 be renumbered to
read: "A-350.1 - Equipment Operator's Responsi-
bility."
(c) Existin Subsection A-340.2 be renumbered to
read: "A-350.2 - Owners' or Agents' Responsi-
bility."
(d) Existing Subsection A-350.0 be renumbered to
read: "Subsection A-360.0 - Violations and
Penalties."
(e) Existing Subsection A-350.1 be renumbered to
read: "A-360.1 - Violations:"
(f) Existing Subsection A-350.2 be renumbered to
read: "A-360.2 - Penalties for Violations."
SECTION 3: This ordinance shall be in full
force and effect from and after
its passage, approval and publication in pamphlet form in the
manner provided by law.
