AN ORDINANCE
Amending Sections III, VIII, and
IX of the Evanston Zoning Ordinance,
Adopted November 21, 1960
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That Section III, definitions, of the
Zoning Ordinance, adopted November 219
1960, as amended, be further amended by changing the following
definitions to read as follows:
"SIGN shall mean every name, identification,
description, announcement, declaration, demon-
stration, display, flag, illustration, or
insignia, and the structure displaying or sup-
porting any of the same, affixed directly or
• indirectly to or upon any building, or outdoor
structure, or erected or maintained upon a piece
of land, which directs attention to an object,
product, place, activity, person, institution,
organization or business, except air navigational
signs.
"The term 'sign' shall not include any non -
flashing, non -rotating, non-moving, non -animated
device which is entirely within any enclosed
building, whether or not said sign or device can
be observed from the outside of the building.
"Each display surface of a sign shall be considered
to be a separate sign."
"GROSS SURFACE AREA OF SIGN shall mean the entire
area within a single continuous area within a
single continuous perimeter enclosing the extreme
limits of such sign and in no case passing through
or between any adjacent elements of same. However,
such perimeter shall not include any structural
elements outside the limits of such sign not forming
an integral part of the display."

SECTION 2: That Section VIII.B.9.a. and Section
VIII.C.9.a. of the said Zoning Ordi-
nance, as amended, be further amended by deleting the last
sentence so that each said subsection shall read as follows:
"Where a sign is illuminated by light reflected
upon it, the direct rays of light shall not beam
upon any part of an existing residential building,
nor into a residence district or into a street."
SECTION 3: That Section IX.B.9.a. of the said
Zoning Ordinance, as amended, be
further amended to read as follows:
"Where a sign is illuminated by light reflected
upon it, direct rays of light shall not beam
upon any part of a residential building, nor
into a residence district or into a street."
• SECTION 4: That Section IX.B.9.b. of the said
Zoning Ordinance, as amended, be
further amended to read as follows:
"The gross surface area in square feet of all signs
on a lot shall not exceed three times the number
of lineal feet in the frontage of the lot (or a
number of contiguous lots), and each side of a
lot which abuts upon a street shall be considered
a separate frontage."
SECTION 5: That Section VIII.C.9. of the said
Zoning Ordinance, as amended, be
further amended by amending the introductory sentence to read
as follows:
"Non -flashing business and advertising signs are
permitted, unless listed as special uses, or
may be allowed subject to the following:"

SECTION 6: That Section IX.B.9. of the said
Zoning Ordinance, as amended, be
further amended by amending the introductory sentence to read
as follows:
"Non -flashing business and advertising signs are
permitted, except for ground signs with over
200 square feet gross surface area which are
prohibited by the sign ordinance, subject to
the following:"
SECTION 7: That Section VIII.C.3.a. of the said
Zoning Ordinance, as amended, be
further amended by deleting the following:
"Advertising signs more than 150 square feet in gross
surface area, subject to the conditions and restric-
tions on all signs established in this Section, III."
That Section VIII.C.3.s. be amended
by adding the following:
• "Signs, advertising and ground, more than 150 square
feet in gross surface area subject to the conditions
and restrictions on all signs established in this
Section."
SECTION 8: That all ordinances or parts of
ordinances in conflict with the
provisions of this ordinance are hereby repealed.
SECTION 9: That this ordinance shall be in
full force and effect from and
after its passage, approval and publication in the manner
provided by law.
