Providing for the Appointment
of Auxiliary Police
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That Section 35-10 be, and it
is hereby added to the Code of
the City of Evanston, 1957, as amended, to read as follows:
"Sec. 35-10. Auxiliary Police.
Upon written request from an official representative
of Northwestern University, an educational institu-
tion located within the corporate limits of the City
of Evanston, the Mayor, with the advice and consent
of the City Council, may appoint auxiliary police-
men to act upon the grounds of said educational
institution. The number of such auxiliary police-
men so appointed shall be as deemed necessary by
the City Council. Such auxiliary policemen shall
not be members of the regular police department,
and shall not supplement members of the regular
police department in the performance of their
assigned and normal duties except as hereafter
provided.
Such auxiliary police shall perform all normal
and regular duties of the regular police depart-
ment in the enforcement of all laws.of the State
of Illinois and the City of Evanston on the
grounds of Northwestern University whenever the
Chief of Police determines that it is impractical
for members of the regular police department to
perform such duties on the grounds of Northwestern
University.
Identification symbols worn by auxiliary policemen
shall be different and distinct from those used by
members of the regular police department.

Auxiliary policemen shall at 811 times during the
performance of their duties be subject to the
direction and control of the Chief of Police of
the regular police department.
Auxiliary policemen shall carry firearms only
with the permission of the Chief of Police of the
regular police department and while in uniform and
in the performance of their duties.
Prior to entering upon duty, auxiliary policemen
shall receive a course of training and study in
the use of weapons and other police procedure
appropriate in the exercise of the powers conferred
upon them. Such training and course of study shall
be as determined and approved by the City of Evanston.
Fingerprints shall be taken prior to the appointment
of any auxiliary policemen and no person shall be
appointed who has been convicted of a felony or
other crime involving moral turpitude.
In the event that Northwestern University requests
the appointment of auxiliary policemen, Northwestern
University shall indemnify and hold harmless the
City of Evanston from all claims for damages against
the City arising out of the performance of duties
by appointed auxiliary policemen. Northwestern
University shall annually provide the City Manager
with a certificate of insurance evidencing liability
coverage in the amount of $300,000 extending to
activities by auxiliary policemen and naming the
City of Evanston as an additional insured."
SECTION 2: This ordinance shall be in
full force and effect from
and after its passage and approval in the manner provided by
law.
